Amendment to the Recruitment Rules for the post of Statistical Analyst (Class-III) in Traffic Department.

In exercise of the powers conferred by Regulation 5 of Chennai Port Trust Employees’ (Recruitment, Seniority
and Promotion) Regulations, 2008, the Board of Chennai Port Authority vide its Resolution No. 190 dated
6.03.2026 has approved the amendments made to the existing Recruitment Rules for the post of Statistical Analyst
(Class-III) in Traffic Department.
In exercise of the powers conferred by Section 72 (2)(c) of Major Port Authorities Act, 2021 (1 of 2021),
under Schedule-II of the Chennai Port Trust Employees’ (Recruitment, Seniority and Promotion) Regulations 2008,
the following amendments made to the existing Recruitment Rules for the post of Statistical Analyst (Class-III) is
cause for publication.
Amendments
In the said Schedule-II, under said Regulations, the Recruitment Rules for the post of Statistical Analyst
(Class-III) in Traffic Department, the following amendments shall be made:
(i) In column (7), the following entries shall be inserted namely:
“30”
(ii) In column (8), the following entries shall be inserted namely:
“(i) A Graduate of any university recognized by UGC with Statistics/Mathematics/Economics as main subject
(or)
(ii) A Graduate of any university recognized by UGC with Statistics as ancillary Subject
(or)
(iii) A Graduate of any University recognized by UGC with Diploma in Statistics of any recognized University”.
(iii) In column (9), the following entries shall be inserted namely:
(a) No
(b) Yes
(c) No
(iv) In column (10), the following entries shall be inserted namely:
“one year”
(v) In column (11), the following entries shall be substituted as under:
“By promotion failing which by Direct Recruitment”
(vi) In column (12), the following entries shall be substituted as under:
“Promotion from Ministerial staff of Traffic Department who are in the scale of pay of Rs.45800-121300 for
2 years subject to their passing of departmental examination (or) who are in the scale of Rs.41800-117600 for
7 years subject to their passing of departmental examination.failing which
By Direct Recruitment from amongst the employees of Chennai Port Authority whose scale of pay is equivalent
to Rs.45800-121300 by selection through written test.

By direct recruitment from open market through written test”.

Notification pursuant to Rule 5 of The Aadhaar authentication for good Governance (Social Welfare, Innovation,
knowledge) Rules, 2020 read with section 4(4)(b)(ii) of the Aadhaar (Targeted Delivery of Financial and Other
Subsidies, Benefits and Services) Act, 2016

Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits
and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish
identity, simplifies processes and promotes transparency and efficiency.
And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation
with the Unique Identification Authority of India (UIDAI), had allowed vide its letter No. 13(6)/2021-EG.II dated
9th March 2022, to the Registration Department (hereinafter referred to as the said department), Government
of Tamil Nadu (hereinafter referred to as the said Government) for the purposes prescribed under sub-rule (1) of
rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020
(hereinafter referred to as the said rules) that the Said Department may be allowed to perform authentication and
be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder
and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of
section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016
(hereinafter referred to as the Act):
And whereas, the Aadhaar authentication shall be performed for identity of residents during registration
of property using Yes/No and eKYC authentication facilities (hereinafter referred to as the said purpose) as
prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the
said purpose shall be on voluntary basis and that the said Ministry/Department/Agency shall perform the Aadhaar
authentication only for for identity of residents during registration of property using Yes/No and eKYC
authentication facilities [hereinafter referred to as the use case(s)].
Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section
(4) of section 4 of the Act, the said Department hereby notifies the following, namely: —
1. (1) The Registration Department, as provided in the Act, shall obtain the consent of the Aadhaar number
holder for the purpose of authentication herein.
(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis the
Registration Department shall inform to the Aadhaar number holder of alternate and viable means of identification
and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar
authentication, namely: —
(a) PAN Card
(b) Driving License
(c) Passport
2. This notification shall come into effect from the date of its publication in the official Gazette.
