Adhoc rules relating to the Temporary Post of System Manager in Civil Supplies and Consumer Protection
Department in Tamil Nadu General Subordinate Service.

No. SRO B-34/2024.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following Rules:-
2 (i) The rules hereby made except rule 7 shall be deemed to have come into force on and from the
28th August, 2007.
(ii) Rule 7 hereby made shall be deemed to have come into force on and from the 28th August, 2008.
Rules·
The General and the Special Rules applicable to the holders of the permanent posts in the Tamil Nadu General
Subordinate Service shall apply to the holders of the temporary post of System Manager in Civil Supplies and Consumer
Protection Department, subject to the modifications specified in the following rules:
Provided that with effect on and from the 15th September 2016, the provisions contained in the Tamil Nadu
Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply to the holders of the
said post.
2. Constitution.- The post shall constitute a separate category in the said Service.
3. Appointment.- Appointment to the post shall be made by direct recruitment.
4. Appointing Authority.- The appointing authority for the post shall be the Commissioner of Civil Supplies
and Consumer Protection.
5. Qualifications.- (a) Age.- No person shall be eligible for appointment to the post by direct recruitment, if
he has completed or will complete thirty five years of age on the first day of July of the year in which the vacancy is
notified.
(b) Educational Qualification.- No person shall be eligible for appointment to the post by direct recruitment
unless he possess the following qualification namely :-
(i) A Bachelor’s Degree in Engineering (B.E) or Bachelor’s Degree in Technology (B.Tech) with Computer
Science and Engineering or Computer Engineering or Information Technology or Electronics and Commuication Engineering
or Electrical and Electronics Engineering as main subject or a Post Graduate degree in Computer Applications (MCA
or Computer Science or Information Technology as main subject from any University or Institution recognized:
Provided that candidates with Master degree in Computer Application should have a Bachelor’s Degree in Science
or Mathematics from any recognized University;
and
(ii) Must have studied Under Graduate/Post Graduate degree, as the case may be, after completion of
SSLC and Higher Secondary Course.
6. Probation.- Every person appointed to the post shall, from the date on which he joins duty be on probation
for a total period of two years on duty within a continuous period of three years.
7. Pay.-There shall be paid to the holders of the post a monthly pay calculated in the pay band of
Rs.9300-34800/- with Grade Pay of Rs.4600/- as per VI the Pay Commission:
Provided that with effect on and from the 1st January 2016, monthly pay shall be calculated notionally in Level
16 - Rs.36400 - 115700/- and with monetary benefits from 01.10.2017 under the Tamil Nadu Revised Pay Rules, 2017.
8. Reservation of Appointments.- The principle of reservation of appointments as provided under rule 22 of
the General Rules for the Tami! Nadu State and Subordinate Services shall apply for appointment to the post:Sep. 18, 2024] TAMIL NADU GOVERNMENT GAZETTE 91
Provided that with effect on and from the 15th September 2016, the principle of reservation of appointment as
provided under Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act
14 of 2016) shall apply for appointment to the post.
9. Transfers and Postings .- The Commissioner of Civil Supplies and Consumer Protection shall be the
competent authority to order transfers and postings.
10. Savings.- Nothing contained in these rules shall adversely affect the interests of the incumbents holding the
post on the date of publication of these rules in the Tamil Nadu Government Gazette.

Amendment to the Special Rules for the Tamil Nadu Collegiate Educational Service.

No. SRO B-35/2024.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu
Collegiate Educational Service
[Section 8 B in Volume-II of the Tamil Nadu Services Manual, 2016].
Amendment
In the said Special Rules, in the Annexure, referred to in rule 6 (a), in the tabular column, for the entries in
column (3), against the entry “College Librarian in Government Colleges” in column (1) and against the entry “Direct
Recruitment” in column (2) thereof, the following entries shall be substituted, namely:-
“(i) A Master’s Degree in Library Science, Information Science or Documentation Science or an equivalent
professional degree with at least 55% marks (or an equivalent grade in a point-scale, wherever the grading system is
followed):
Provided that a relaxation of 5% marks shall be allowed at the Master’s level for the candidates belonging
to Scheduled Caste / Scheduled Caste (Arunthathiyars) / Scheduled Tribe/ Backward Class/ Backward Class
Muslim /Most Backward Class & Denotified Communities / Differently-abled (a) Blindness and low vision; (b)
Deaf and Hard of Hearing; (c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid-attack
victims and muscular dystrophy; (d) Autism, intellectual disability, specific learning disability and mental illness; (e)
Multiple disabilities referred under clauses (a) to (d) above including deaf-blindness) for the purpose of eligibility
and assessing good academic record for direct recruitment. The eligibility marks of 55% marks (or an equivalent
grade in a point scale wherever the grading system is followed) and the relaxation of 5% marks to the categories
mentioned above are permissible, based only on the qualifying marks without including any grace mark procedure.
Provided further that a relaxation of 5% marks shall be allowed, (from 55% to 50% of the marks) to Ph.D.
degree holders in library science who have obtained their Master’s Degree prior to 19th September, 1991.
(ii) A consistently good academic record with knowledge of computerization of a library.
(iii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test
(NET) conducted by the University Grants Commission, Council of Scientific & Industrial Research or similar test
accredited by the University Grants Commission like State Level Eligibility Test /SET or who are or have been
awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure
for Award of M.Phil’/Ph.D. Degree) Regulations, 2009 or as subsequently amended.
Provided that the candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by
the provisions of the then existing Ordinances / Bye-laws / Regulations of the Institution awarding the degree,
and such Ph.D. holders shall be exempted from the requirement of National Eligibility Test / State Level Eligibility
Test /SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges /
Institutions subject to the fulfillment of the following conditions, namely:-
(a) The Ph.D. degree of the candidate has been awarded in the regular mode92 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
(b) The Ph.D. thesis has been evaluated by at least two external examiners;
(c) Open Ph.D. viva voce of the candidate has been conducted;
(d) The candidate has published two research papers from his/her Ph.D. work, out of which at least one
is in a referred journal;
(e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/ seminars
sponsored /funded/ supported by the University Grants Commission / Indian Council of Social Science Research /
Council of Scientific & Industrial Research or any similar agency.
Explanation -
(a) The term “consistently good academic record” means candidates must have obtained not less than fifty
percentage of marks in Higher Secondary Examination and in Bachelor’s Degree Examination.
(b) One year Post Graduate Diploma in Library Automation and Networking; or Experience for a period
of not less than one year as a Librarian or Assistant Librarian or Library Assistant or Cataloger in a Library, wherein
Library automation software is used;
