1. प्रत्येक ग्रेड/सेिा की चयन सूची में सजममजलत करने के जलए चयजनत दकए िाने िाले व्यजियों की संख्या आयोग द्वारा िारी दकए गए नोटिस में जिजनर्ििष्ट की िाएगी। जिजभन्न श्रेजणयों के अतं गित उममीििारों का अंजतम चयन और पटरणाम की घोर्णा, अन्द्य बातों के साथ-साथ एसएलपी (सी) सं. 30621/2011 के पटरणामस्ट्िरूप िर्ि 2022 की जसजिल अपील सं. 629 के अंजतम जनणिय के अध्यधीन कार्मिक एिं प्रजिक्षण जिभाग के कायािलय ज्ञापन संख्या 36012/2016/2019-स्ट्था (आरईएस) दिनांक 12.04.2022 के तहत िारी दििा-जनिेिों के आधार पर की िाएगी। श्रेणी – II (भारतीय जििेि सेिा, िाखा ‘ख’ के सामान्द्य संिगि का अनुभाग अजधकारी ग्रेड) के संबंध में अनुभाग अजधकारी ग्रेड में उममीििारों की जनयुजि/िटरष्ठता भारतीय जििेि सेिा िाखा 'ख' के सामान्द्य संिगि के अनुभाग अजधकारी ग्रेड में भती/िटरष्ठता पर प्रभाि डालन ेिाले दकसी भी न्द्याजयक जनिेि/जनणिय के अध्यधीन होगी। श्रेणी – III (अथाित् रेलिे बोडि सजचिालय सेिा का अनुभाग अजधकारी ग्रेड) के संबंध में सहायक अनुभाग अजधकारी ग्रेड की िरीयता सूची का मामला न्द्यायालयाधीन ह,ै अतः िर्ि 2026 के जलए श्रेणी – III (अथाित ् रेलि े बोडि सजचिालय सेिा का अनुभाग अजधकारी ग्रेड) का पटरणाम, माननीय केन्द्रीय प्रिासजनक अजधकरण, प्रधान पीठ, नई दिल्ली के समक्ष प्रस्ट्तुत ओ.ए. सं.215/2022 के जनणिय तथा रेलिे बोडि सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड की िरीयता सूची में संिोधन, यदि कोई हो, के अध्यधीन अनंजतम होगा।

2. संघ लोक सेिा आयोग द्वारा इस परीक्षा का आयोिन, इस जनयमािली के पटरजिष्ट में जनधािटरत रीजत स े दकया िाएगा। परीक्षा की तारीख और स्ट्थान का जनधारि ण आयोग द्वारा दकया िाएगा और आयोग द्वारा अलग से इसकी सूचना िी िाएगी।

3. नीचे कॉलम 1 में उजल्लजखत ग्रेड और सेिाओं के स्ट्थायी अथिा जनयजमत रूप से जनयुि अस्ट्थायी अजधकारी, िो पात्रता की जनणाियक जतजथ (िो नीच े उजल्लजखत ह)ै को कॉलम 2 में उजल्लजखत सेिा की अिजध और िैजक्षक योग्यता, आदि स े संबंजधत ितें पूरी करते ह,ैं कॉलम 3 में उजल्लजखत सेिा की संबंजधत श्रेजणयों के जलए परीक्षा म ें बैठने के पात्र होंगे।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 पात्रता जनधारि ण की जनणायि क जतजथ अनुभाग अजधकारी सीजमत जिभागीय प्रजतयोगी परीक्षा, 2026 की परीक्षा के जलए 1 िुलाई, 2026 कॉलम 1 कॉलम 2 कॉलम 3 केन्द्रीय सजचिालय सेिा का केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी श्रेणी I सहायक अनुभाग अजधकारी ग्रेड ग्रेड या केन्द्रीय सजचिालय आिुजलजपक सेिा के िैयजिक और केन्द्रीय सजचिालय सहायक ग्रेड में पांच (05) िर्ि से कम की अनुमोदित सेिा आिुजलजपक सेिा का िैयजिक न हो तथा कम से कम चार (04) िार्र्िक कायि जनष्पािन सहायक ग्रेड (आिुजलजपक ग्रेड मूल्यांकन टरपोिि प्राप्त की हों। केन्द्रीय सजचिालय ‘सी’) आिुजलजपक सेिा (सीएसएसएस) के िैयजिक सहायक के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से स्नातक जडग्री या समकक्ष हो। “तथाजप, कार्मिक एिं प्रजिक्षण जिभाग के दिनाकं

15.09.2026 के आिेि सं. 21/06/2026-सीएस.I (नीजत) के अनसु रण में, केंरीय सजचिालय सेिा (सीएसएस) में िर्ि 2020 के बैच के सीधी भती से आए सहायक अनभु ाग अजधकारी, जिनके पास तीन (03) िर् ि की अनुमोदित सेिा और न्द्यनू तम 03 िर् ि की एपीएआर ह,ै को सीएसएस जनयमािली, 2009 के जनयम 2(ग) और सीएसएस अनुभाग अजधकारी ग्रेड (सीजमत जिभागीय प्रजतयोगी परीक्षा), जिजनयम, 2010 के जिजनयम 4 की मौिूिा ितों में छूि प्रिान करत े हुए, सीएसएस (संिोधन) जनयमािली, 2016 और 2022 के साथ पटठत सीएसएस जनयम, 2009 के जनयम 23 के अनसु ार, अनुभाग अजधकारी एलडीसीई 2026 म ेंिाजमल होन ेकी अनुमजत प्रिान की गई ह।ै ” भारतीय जििेि सेिा, िाखा ‘ख’ सामान्द्य संिगि के सहायक ग्रडे / साईफर संिगि के साईफर श्रेणी II सहायक ग्रेड/ आिुजलजपक सिं गि के िैयजिक सहायक ग्रेड के सामान्द्य संिगि का सहायक में पांच (05) िर्ि से कम की अनुमोदित सेिा न हो तथा ग्रेड, आिुजलजपक संिगि का िैयजिक सहायक ग्रेड और कम से कम चार (04) िार्र्कि काय ि जनष्पािन मूल्यांकन साईफर उप-संिगि का साईफर टरपोिि प्राप्त की हों। इसके अजतटरि, उममीििार के पास सहायक ग्रेड दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से स्नातक जडग्री होनी चाजहए तथा ऐसे अजनिायि प्रजिक्षण कायिक्रम(मों) को पूणि दकए होन ेचाजहए िो जििेि मंत्रालय द्वारा जनधािटरत हों।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] "तथाजप, भारतीय जििेि सेिा िाखा ‘ख’ जनयमािली 2017 के जनयम 2(क) और जनयम 16(1)(ii) की मौिूिा ितों में छूि िेते हुए जििेि मंत्रालय के दिनांक

15.09.2026 के आिेि संख्या क्यू/सीएडी/611/04/2026 के तहत, िर्ि 2020 बैच के सीधी भती से आए सहायक अनुभाग अजधकारी, जिनके पास तीन (03) िर्ि की अनमु ोदित सेिा और तीन (03) एपीएआर (36 माह की एपीएआर) हों, अनुभाग अजधकारी एलडीसीई 2026 में िाजमल होने के पात्र होंग;े और जििेि मंत्रालय में िर्ि 2020 बैच के सीधी भती स े आए िैयजिक सहायक, जिनके पास चार (04) िर्ि की अनुमोदित सेिा और तीन (03) एपीएआर (36 माह की एपीएआर) हों, अनुभाग अजधकारी एलडीसीई 2026 में िाजमल होने के पात्र होंगे।" रेलिे बोडि सजचिालय सेिा का रेलिे बोडि सजचिालय सिे ा के सहायक अनुभाग श्रेणी III सहायक अनुभाग अजधकारी ग्रेड अजधकारी ग्रेड अथिा रेलिे बोडि सजचिालय आिुजलजपक और रेलिे बोडि सजचिालय सेिा के िैयजिक सहायक ग्रेड में पांच (05) िर्ि स े कम आिुजलजपक सेिा का ग्रेड ‘सी’/ की अनुमोदित सेिा न हो तथा कम स े कम चार (04) िैयजिक सहायक ग्रेड िार्र्िक कायि जनष्पािन मूल्यांकन टरपोिि प्राप्त की हों। रेलिे बोडि सजचिालय आिुजलजपक सेिा के िैयजिक सहायक के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक जडग्री या समकक्ष हो। आसूचना ब्यरू ो का सहायक i) स्ट्थायी तथा जनयजमत रूप से जनयुि सहायक अनुभाग श्रेणी VIII अनुभाग अजधकारी ग्रेड/ अजधकारी: अथिा आिुजलजपक सेिा ग्रेड – ‘II’ ii) आसूचना ब्यरू ो के आिजु लजपक ग्रेड-‘II’ (िैयजिक सहायक) जिनके पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक जडग्री हो, जिनकी अनुमोदित सेिा पांच (05) िर् ि से कम की न हो तथा जिनके पास कम स े कम चार (04) िार्र्िक काय ि जनष्पािन मूल्यांकन टरपोिि हों। आिेिन प्रस्ट्तुत करने की अंजतम तारीख से पहले अलग से िारी दकए िाने िाले आिेि के अध्यधीन, आसचू ना ब्यरू ो के िर्ि 2020 बैच के सीधी भती से आए सहायक अनुभाग अजधकाटरयों को परीक्षा म ेंिाजमल होन ेके जलए अनंजतम रूप से अनुमजत प्रिान की िाती ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 सिस्त्र सेना मुख्यालय जसजिल सिस्त्र सेना मुख्यालय सिे ा के सहायक अनुभाग श्रेणी X सेिा में सहायक अनभु ाग अजधकारी ग्रेड में कम स े कम पांच (05) िर्ि की अजधकारी अनुमोदित और जनरंतर सेिा। सामाजिक सरु क्षा अजधकारी/ सामाजिक सुरक्षा अजधकारी/प्रबंधक ग्रेड-‘II’/अधीक्षक के श्रेणी XI प्रबंधक ग्रेड-‘II’/ अधीक्षक ग्रेड के ग्रेड में िे कमिचारी जिन्द्होंन े िते न बैंड-2, 9300-34800 कमिचारी रुपये तथा ग्रेड िेतन 4600 रुपये में िो (02) िर्ि की जनयजमत सेिा की हो। बिते दक दकसी प्रजतयोगी परीक्षा, जिसमें सीजमत जिभागीय प्रजतयोगी परीक्षा भी िाजमल ह,ै के पटरणामों के आधार पर यदि श्रेणी X के दकसी उममीििार को उपरोि कॉलम 1 में उजल्लजखत ग्रेडों में जनयुि दकया गया है तो ऐसी परीक्षा जनणाियक तारीख से कम स ेकम पांच (05) िर्ि पहले आयोजित की गई हो और उस ग्रेड में उममीििार ने जनणाियक तारीख तक कम से कम चार (04) िर्ि की अनुमोदित तथा जनरंतर सेिा कर ली हो। नोि 1 – उपरोि कॉलम 1 में उजल्लजखत ग्रेडों और सेिाओं के स्ट्थायी अथिा जनयजमत रूप स े जनयुि िे अजधकारी इस परीक्षा में प्रिेि पाने के पात्र होंगे िो सक्षम प्राजधकारी के अनुमोिन से जनयत अिजध के जलए संिगि बाह्य पिों पर प्रजतजनयुजि पर ह ैं और अन्द्यथा पात्र ह ैं और प्रजतजनयुजि की अिजध के िौरान उनके द्वारा की गई सेिा, कॉलम 2 में उजल्लजखत सेिा अिजध के अनुरूप अहकि ह।ै तथाजप यह कॉलम 1 में उजल्लजखत ग्रेडों तथा सेिाओं के उन अजधकाटरयों पर लागू नहीं होता ह ै जिन्द्हें कॉलम 1 में संिर्भित उनके संबंजधत ग्रेडों और सेिाओं म ें संिगि बाह्य पिों पर अथिा अन्द्य सेिा में “स्ट्थानांतरण” (चाह े िे जलयन रखते हों या नहीं) पर जनयुि दकया गया हो। नोि 2 - केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी और केन्द्रीय सजचिालय आिुजलजपक सेिा के आिुजलजपक जिन्द्होंने भारतीय जििेि सेिा, िाखा ‘ख’ में जनयुजि के जलए जिकल्प दिया हो और ऐसे जिकल्प के अनुसरण में उस सेिा के दकसी ग्रेड में जनयुि कर जलए गए हों, िे श्रेणी-I के जलए परीक्षा में प्रिेि के पात्र नहीं होंगे। नोि 3 - केन्द्रीय सजचिालय सेिा के सहायक अनभु ाग अजधकारी तथा केन्द्रीय सजचिालय आिुजलजपक सेिा के आिुजलजपक िो भारतीय जििेि सेिा, िाखा ‘ख’ में प्रजतजनयुजि पर ह ैं िे श्रेणी-II के जलए परीक्षा में प्रिेि पाने के पात्र नहीं होंगे। नोि 4 – ऐस े सभी उममीििार परीक्षा के जलए आििे न कर सकत े ह ैं जिनके द्वारा जनणायि क जतजथ तक उपरोि अपजे क्षत पात्रता को परू ा कर लने े की सभं ािना हो।

4. कार्मकि एि ंप्रजिक्षण जिभाग द्वारा भारत के रािपत्र म ेंपरीक्षा जनयमािली को अजधसजू चत दकए िान ेऔर आयोग द्वारा परीक्षा नोटिस के प्रकािन के बाि, उममीििार को आयोग की िबे साइि पर ऑनलाइन आििे न प्रपत्र भरना होगा और सबं जं धत सिं ग िइकाई द्वारा उममीििार के सिे ा अजभलखे ों स ेउसके आििे न पत्र म ेंिी गई िानकारी के जिजधित सत्यापन/प्रमाणीकरण के बाि, उममीििार की पात्रता जनधाटि रत करन ेऔर पात्र उममीििार के आििे न आयोग को अग्रजे र्त करन े के जलए उसकी हाड ि कॉपी उजचत माध्यम स े सबं जं धत सहभागी सिे ा के सिं ग ि जनयत्रं ण प्राजधकारी को भिे ी िाएगी। इन जनयमों म ेंजिजनर्िष्टि पात्रता की ितों के सिं भ िम,ें उममीििार की पात्रता जनधाटि रत करन े के जलए आििे न की सिं ीक्षा, सबं जं धत सहभागी सिे ा के सिं ग ि जनयत्रं ण प्राजधकारी द्वारा की िाएगी।

5. जनयम 4 में दकसी बात के होते हुए भी दकसी उममीििार का आिेिन स्ट्िीकार करने तथा परीक्षा में प्रिेि के जलए उनके पात्रता या अन्द्यथा के संबंध में आयोग का जनणिय अंजतम होगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

6. दकसी भी उममीििार को परीक्षा में तब तक प्रिेि नहीं दिया िाएगा िब तक दक उसके पास आयोग स े प्राप्त प्रिेि प्रमाण-पत्र न हो।

7. िो उममीििार जनम्नजलजखत के जलए िोर्ी ह ै अथिा आयोग द्वारा िोर्ी घोजर्त दकया गया ह:ै – i. दकसी भी प्रकार से अपनी उममीििारी के जलए समथनि प्राप्त दकया ह,ै नामतः क. गैरकानूनी रूप से पटरतोर्ण की पेिकि करना, या ख. िबाि डालना, या ग. परीक्षा आयोजित करने से सबं ंजधत दकसी व्यजि को ब्लकै मेल करना अथिा उसे ब्लैकमेल करन े की धमकी िेना, अथिा ii. प्रजतरूपधारण करना, अथिा iii. दकसी अन्द्य व्यजि से छद्म रुप में/प्रजतरूपण द्वारा कायि कराया ह,ै अथिा iv. िाली िस्ट्तािेि या ऐस े िस्ट्तािेि प्रस्ट्तुत दकए ह ैं जिनमें छेड़छाड़ की गई हो/ को जबगाड़ा गया हो, अथिा v. आिेिन प्रपत्र में िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असंगत फोिो अपलोड करना। vi. गलत या झूठे ििव्य दिए ह ैं या महत्िपूणि तथ्यों को जछपाया ह,ै अथिा vii. परीक्षा के जलए अपनी उममीििारी के संबंध में जनम्नजलजखत साधनों का उपयोग दकया है, नामतः क. गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना;

ख. परीक्षा से संबंजधत गोपनीय कायि से िुड़े व्यजियों के बारे में पूरी िानकारी प्राप्त करना; ग. परीक्षकों को प्रभाजित करना; या viii. परीक्षा के िौरान उममीििार के पास अनुजचत साधनों का पाया िाना अथिा अपनाया िाना; अथिा ix. उत्तर पुजस्ट्तकाओं पर असंगत बातें जलखना या भद्दे रेखाजचत्र बनाना अथिा असंगत सामग्री; अथिा x. परीक्षा भिन में िव्यु ििहार करना जिसम ें उत्तर पुजस्ट्तकाओं को फाड़ना, परीक्षा िेने िालों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पैिा करना िाजमल है;

अथिा xi. परीक्षा आयोिन के जलए आयोग द्वारा जनयुि कमिचाटरयों को परेिान दकया हो या अन्द्य प्रकार की िारीटरक क्षजत पहुचं ाई हो; अथिा xii. परीक्षा के िौरान मोबाइल फोन (चाह े िह जस्ट्िच ऑफ ही क् यों ना हो), पेिर या दकसी अन्द्य प्रकार का इलैक्रॉजनक उपकरण या प्रोग्राम दकए िा सकन े िाला जडिाइस या पेन ड्राइि िैसा कोई स्ट्िोरेि मीजडया, स्ट्मािि िॉच इत्यादि या कैमरा या ब्लूिूथ जडिाइस या कोई अन्द्य उपकरण या संचार यंत्र के रूप में प्रयोग दकए िा सकने िाला कोई अन्द्य संबंजधत उपकरण, बंि या चालू अिस्ट्था में प्रयोग करत ेहुए या आपके पास पाया गया हो; अथिा xiii. परीक्षा की अनुमजत िते े हुए उममीििार को भेिे गए प्रिेि प्रमाण-पत्र के साथ िारी अनुिेिों का उल्लंघन दकया ह;ै अथिा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 xiv. उपयुिि खंडों में जिजनर्ििष्ट सभी अथिा दकसी कायि द्वारा, िैसा भी मामला हो अिप्रेटरत करने का प्रयत् न दकया हो, तो उस पर आपराजधक अजभयोग (दक्रजमनल प्राजसक्यूिन) चलाया िा सकता ह ै और साथ ही उसे:- क. जनयमािली के अन्द्तगित परीक्षा, जिसका िह उममीििार है, में बैठने के जलए अयोग्य ठहराया िाएगा और/अथिा ख. उसे जनम्नजलजखत के जलए स्ट्थायी रूप से अथिा जनर्ििष्ट अिजध के जलए जििर्िित दकया िाएगा i. आयोग द्वारा ली िाने िाली कोई भी परीक्षा अथिा चयन;

ii. केन्द्रीय सरकार द्वारा उसके अधीन कोई भी जनयोिन; तथा ग. उसके जिरुद्ध समुजचत जनयमों के अधीन अनुिासजनक कारििाई की िा सकती ह।ै ककंतु यह दक इस जनयम के अधीन कोई िाजस्ट्त तब तक अजधरोजपत नहीं की िाएगी िब तक:

i. उममीििार को इस संबंध में ऐसा जलजखत अभ्यािेिन, िो िह िेना चाह,े प्रस्ट्तुत करने का अिसर न दिया िाए, और ii. उममीििार द्वारा अनुमत समय में प्रस्ट्तुत अभ्यािेिन, यदि कोई हो, पर जिचार न कर जलया िाए।

8. कोई भी व्यजि, िो आयोग द्वारा उक्त खंड (i) से (xiii) में उजल्लजखत कुकृत्यों में से दकसी कुकृत्य को करन े में दकसी अन्द्य उममीििार के साथ जमलीभगत या सहयोग का िोर्ी पाया िाता है, उसके जिरुद्ध उक्त खंड (xiv) के प्रािधानों के अनसु ार कारििाई की िा सकती ह।ै

9. (i) परीक्षा के पश्चात, उममीििारों पर िर्ि 2026 के जलए टरजियों हते ु उममीििारों पर जिचार दकया िाएगा, िो उस िर्ि के जलए उनकी पात्रता के अध्यधीन होगा और आयोग द्वारा परीक्षा के प्रत्येक पेपर/भाग के जलए तय दकए गए अहति ा मानकों के अध्यधीन प्रत्येक उममीििार को अंजतम रूप स े दिए गए कुल अंकों के अनसु ार आयोग द्वारा उन्द्ह ें योग्यता क्रम में व्यिजस्ट्थत दकया िाएगा। चयन सूची में िाजमल करने के जलए श्रेणी-िार योग्यता (मेटरि) सूची, टरजियों की सख्ं या और उममीििार की मेटरि और अन्द्य सभी पात्रता ितों की पूर्ति पर आधाटरत होगी। आयोग को परीक्षा के दकसी एक या सभी चरण (चरणों) या पेपर (पेपरों) के जलए न्द्यूनतम अहति ा मानिंड तय करने का अजधकार ह।ै िर् ि 2026 में उपयुि/योग्य उममीििारों की अनुपलब्धता के कारण खाली रह िाने िाली टरजियों को श्रेणी I, III, VIII एिं XI के जलए अगले टरजि िर् ि में आग े ले िाया िाएगा। श्रेणी II के जलए उपजस्ट्थत होने िाल े उममीििारों के मामले में, केिल अनुसूजचत िाजत/अनुसूजचत िनिाजत/बेंचमाकि दिव्यांग (पीडब्ल्यूबीडी) श्रेणी के उममीििारों के जलए आरजक्षत टरजियों, िो चयजनत/योग्य उममीििारों की अनुपलब्धता के कारण िर् िमें खाली रह िाती ह,ैं को अगली परीक्षा हते ु आगे ले िाया िाएगा।

(ii) प्रत्येक श्रेणी के जलए चयन सचू ी में िाजमल करने के जलए अनुसूजचत िाजतयों और अनसु ूजचत िनिाजतयों के उममीििारों सजहत उममीििारों का अंजतम चयन एसएलपी (सी) संख्या 30621/2011 के पटरणामस्ट्िारूप उत्पन्न िर्ि 2022 की जसजिल अपील संख्या 629 के अंजतम जनणिय के अध्यधीन, कार्मिक और प्रजिक्षण जिभाग द्वारा िारी कायािलय ज्ञापन 36012/16/2019-स्ट्था. (आरईएस) दिनांक 12.04.2022 के दििा-जनिेिों के आधार पर दकया िाएगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(iii) प्रत्येक श्रेणी के जलए चयन सूची में िाजमल करने के जलए पीडब्ल्यूबीडी उममीििारों का अंजतम चयन कार्मिक एिं प्रजिक्षण जिभाग के कायािलय ज्ञापन 36012/01/2020-स्ट्था. (आरईएस-II) दिनांक 17.05.2022 के तहत िारी दििा-जनिेिों के आधार पर दकया िाएगा।

(iv) अंजतम पटरणाम जनम्नजलजखत कायिपद्धजत के आधार पर तैयार दकया िाता ह ै : (क) अकं ों का पणू ाकां न : परीक्षा के सभी चरण (चरणों) में, उममीििारों द्वारा प्राप्त अंकों को मानक पूणाांकन जसद्धांत लागू करते हुए, िहााँ भी लागू हो, िो ििमलि अंकों तक पूणाांदकत दकया िाएगा। तिनुसार, िाई ब्रेककंग जसद्धांतों को लागू करत े समय, िाई के सभी मामलों को हल करन े के जलए िो ििमलि अंकों तक पूणाांदकत अंकों पर जिचार दकया िाएगा। (ख) िाई-ब्रके कंग जसद्धातं :

(क) यदि कुल अंक (अंजतम अंक) बराबर ह,ैं तो जलजखत परीक्षा में अजधक अंक प्राप्त करने िाल े उममीििारों को उच्चतर रैंक िी िाएगी; (ख) यदि उपरोि (क) में अंक समान ह,ैं तो “पेपर-II : भारत सरकार सजचिालय और सबं द्ध कायािलयों म ें प्रचजलत कायि पद्धजत और सिे ाओं की संगत श्रेजणयों की आिश्यकता को ध्यान में रखते हुए सामान्द्य जित्तीय और सेिा जनयम” और “पेपर-III: नोटिंग और ड्राफ्िंग, सार लखे न” को जमलाकर अजधक अकं प्राप्त करन ेिाले उममीििार को उच्चतर रैंक िी िाएगी;

(ग) यदि उपरोि (क) तथा (ख) में भी अंक समान ह,ैं तो “पेपर-III: अथाित ् नोटिंग और ड्राफ्िंग, सार लेखन” में अजधक अंक प्राप्त करन े िाले उममीििार को उच्चतर रैंक िी िाएगी; (घ) यदि उपरोि (क), (ख), (ग) में भी अंक समान ह ैंतो अजधक आयु िाले उममीििार को उच्चतर रैंक िी िाएगी;

तथा (ङ) जिन मामलों में उपयुिि िाई-ब्रेककंग जसद्धांतों का प्रयोग करने के पश्चात भी िाई की जस्ट्थजत बनी रहती ह ै तब उनका समाधान आयोग के जििकानुसार दकया िाएगा। नोि :– उममीििारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोजगता परीक्षा ह,ै न दक अहकि परीक्षा। परीक्षा के पटरणाम के आधार पर चयन सूची में िाजमल दकए िाने िाले व्यजियों की संख्या जनयत करन े के जलए सरकार पूरी तरह से सक्षम ह।ै अत: कोई भी उममीििार इस परीक्षा में अपने कायि-जनष्पािन के आधार पर चयन सूची में िाजमल दकए िाने के अजधकार का िािा नहीं कर सकेगा।

10. प्रत्येक उममीििार को परीक्षा के पटरणाम की सूचना दकस रूप में और दकसी प्रकार िी िाए, इसका जनणिय आयोग द्वारा अपने जििेकानसु ार दकया िाएगा। आयोग परीक्षा पटरणाम के बारे में दकसी भी उममीििार से पत्राचार नहीं करेगा।

11. परीक्षा में पास हो िाने से जनयुजि का अजधकार तब तक नहीं जमलता िब तक दक सरकार आिश्यक िाचं के बाि इस बात से संतुष्ट न हो िाए दक उममीििार सेिा में कायि सचं ालन की िजृ ष्ट स े चयन के जलए हर प्रकार स े पात्र और योग्य ह।ै ककंतु यह दक आयोग द्वारा चयन के जलए अनुिंजसत दकए गए दकसी उममीििार को चयन के जलए अपात्र मानने के बारे में जनणिय आयोग के साथ परामिि करके जलया िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9

12. यदि कोई उममीििार परीक्षा में प्रिेि के जलए आिेिन करने के बाि अथिा परीक्षा में बठै ने के बाि अपनी जनयुजि स े त्यागपत्र िे िेता ह ै अथिा दकसी और कारण स े सेिा छोड़ िेता ह ै अथिा उससे संबन्द्ध-जिच्छेि कर लते ा ह,ै अथिा उसकी सेिा उसके जिभाग द्वारा समाप्त कर िी िाती ह ैअथिा उसे दकसी सिं गि बाह्य पि पर अथिा अन्द्य सेिा में ‘स्ट्थानान्द्तरण’ पर (चाह े उनका जलयन हो या नहीं) केन्द्रीय सजचिालय सेिा/रेलिे बोडि सजचिालय सेिा/एएफएचक्यू जसजिल सिे ा/आसूचना ब्यूरो के सहायक अनुभाग अजधकारी ग्रेड/ या भारतीय जििेि सेिा, िाखा ‘ख’ में दकसी पि पर जनयुि कर दिया िाता ह ै तो िो इस परीक्षा के पटरणाम के आधार पर जनयुि होने का पात्र नहीं होगा। हालांदक, यह बात उस व्यजि के मामले में लागू नहीं होती िो सक्षम प्राजधकारी के अनुमोिन स े संिग ि बाह्य पि पर प्रजतजनयुजि पर जनयुि दकया गया हो। [फा.सं. 06/01/2026-सीएस.I(पी)] िे.अिोक कुमार, संयुि सजचि पटरजिष्ट परीक्षा जनम्नजलजखत योिनानुसार आयोजित की िाएगी:- भाग I (क) नीचे पैरा 2 में ििािए गए जिर्यों में अजधकतम 500 अंकों की जलजखत परीक्षा। भाग II सेिा टरकॉडि के मूल्याकं न हते ु अजधकतम 100 अकं होंगे। उन्द्हीं उममीििारों के सेिा टरकाडि का मूल्यांकन होगा, जिन्द्होंने जलजखत परीक्षा में आयोग द्वारा जनर्ििष्ट न्द्यूनतम अहकि अंक प्राप्त दकए होंगे (श्रेणी I, II, III, VIII, X और XI हते ु);

नोि 1: सेिा अजभलेख (अथाित् बैठक के िौरान मूल्यांकन बोडि के पास उपलब्ध अजधकाटरयों की एपीएआर) के मूल्यांकन में अर्िित अंकों की गणना रैंक के जनधारि ण हते ु की िाएगी। मूल्यांकन बोडि द्वारा एपीएआर का मूल्यांकन दकए िान े के पश्चात्, एपीएआर ग्रेफडंग आदि में दकसी पटरितिन सजहत इसके पुनः मूल्यांकन हते ु बाि में दकसी भी पटरजस्ट्थजत में दकसी भी अनरु ोध पर जिचार नहीं दकया िाएगा। नोि 2: सेिा अजभलेख के मूल्यांकन में न्द्यूनतम 40% (चालीस प्रजतित) अंक होने चाजहए। इसजलए, सेिा अजभलेख के मूल्यांकन में 40% (चालीस प्रजतित) से कम अंक प्राप्त करने िाले उममीििारों के नाम पर रैंक जनधारि ण हते ु जिचार नहीं दकया िाएगा।

2. सेिा की जिजभन्न श्रेजणयों के प्रजतयोगी उममीििारों को जनम्नजलजखत जिर्यों की जलजखत परीक्षा में बैठना होगा:- पपे र जिर्य पपे र का प्रकार अजधकतम अिजध सख्ं या अकं 1 सामान्द्य अध्ययन और भारत के संजिधान और िस्ट्तुजनष्ठ 150 2 घंिे सरकारी तंत्र की सामान्द्य िानकारी, संसि की10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] कायि-पद्धजत और प्रदक्रया तथा सूचना का अजधकार अजधजनयम, 2005 का ज्ञान। 2 भारत सरकार सजचिालय और समबद्ध कायािलयों िस्ट्तुजनष्ठ 150 2 घंिे में प्रदक्रया और कायि पद्धजत तथा सेिाओं की संगत श्रेजणयों की आिश्यकता को ध्यान में रखते हुए सामान्द्य जित्तीय एिं सेिा जनयम। 3 नोटिंग एिं ड्राफ्िंग और सार लेखन जिर्यपरक 200 3 घंिे सेिा टरकॉडि का मूल्यांकन 100 कुल अकं 600

3. गलत उत्तरों के जलए िडं (िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों में) िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म ेंउममीििारों द्वारा अदं कत दकए गए गलत उत्तरों के जलए िडं (नगे टे िि मार्कांग) का प्रािधान ह।ै

(i) प्रत्येक प्रश्न के उत्तर के जलए चार जिकल्प होंगे। उममीििार द्वारा दकसी भी प्रश्न के जलए गलत उत्तर दिए िाने पर उस प्रश्न के जलए जनर्ििष्ट अंकों में स े एक जतहाई अंक काि जलए िाएंगे।

(ii) यदि कोई उममीििार दकसी प्रश्न के एक से अजधक उत्तर िते ा ह,ै तो इस े गलत उत्तर माना िाएगा चाह े दिए गए उत्तरों में से एक सही हो तथा उस प्रश्न के जलए उपयुिि िंड दिया िाएगा।

(iii) यदि दकसी प्रश्न को छोड़ दिया िाता ह,ै अथाित् उममीििार द्वारा कोई उत्तर नहीं दिया िाता ह ै तो उस प्रश्न के जलए कोई िंड नहीं दिया िाएगा।

4. परीक्षा का पाठ्यक्रम, अनुसूची में ििािए गए अनुसार होगा।

5. उममीििारों को नोटिंग एिं ड्राफ्िंग और सार लेखन का उत्तर िने े के जलए फहिं ी (िेिनागरी) या अंग्रेिी में स े कोई एक जिकल्प चुनने की अनुमजत होगी। तीनों प्रश्न-पत्र/परीक्षण पुजस्ट्तकाएं अंग्रेिी तथा फहिं ी िोनों में तैयार की िाएंगी। नोि 1:– नोटिंग एिं ड्राफ्िंग और सार लेखन पेपर का उत्तर जहन्द्िी (िेिनागरी) में िेने के इच्छुक उममीििारों को इसका उल्लेख ऑनलाइन आिेिन प्रपत्र के संगत कालम में स्ट्पष्ट रूप से करना चाजहए, अन्द्यथा यह समझा िाएगा दक िे उपयुिि प्रश्न पत्रों के उत्तर अंग्रेिी में ही िेंगे। एक बार दिया गया जिकल्प अंजतम माना िाएगा और उि कॉलम में पटरितिन करन े के दकसी भी अनरु ोध पर जिचार नहीं दकया िाएगा। नोि 2:– प्रश्न पत्र के उत्तर जहन्द्िी (िेिनागरी) में जलखने िाले उममीििार, तकनीकी िब्िों (यदि कोई हों), के अंग्रेिी पयािय, यदि चाह ें तो जहन्द्िी िब्ि के साथ कोष्ठक में िे सकते ह।ैं नोि 3:– यदि उममीििार द्वारा आिेिन प्रपत्र में जनर्ििष्ट दकए गए माध्यम से इतर माध्यम में परीक्षा में उत्तर दिए िाते ह ैं तो ऐसे उममीििारों के पेपर का मूल्यांकन नहीं दकया िाएगा।

6. (i) उममीििारों को प्रश्नों के उत्तर स्ट्ियं जलखन े होंगे। दकसी भी पटरजस्ट्थजत म ें उन्द्ह ें उत्तर जलखन े के जलए स्ट्क्राइब की सहायता लने े की अनुमजत नहीं िी िाएगी। तथाजप, िजृ ष्टहीन, लोकोमोिर दिव्यांगता (िोनों हाथ प्रभाजित- बीए) और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के बेंचमाकि दिव्यांग व्यजि, यदि चाहें तो, स्ट्क्राइब की सुजिधा प्राप्त करन े के पात्र होंगे। आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (आर) के अंतगित यथापटरभाजर्त बेंचमाकि दिव्यांगता[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 11 की अन्द्य श्रेजणयों के ऐस े उममीििार, अनुबंध-I पर दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था के मुख्य जचदकत्सा अजधकारी/ जसजिल सिनि /जचदकत्सा अधीक्षक द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत दकए िाने पर स्ट्क्राइब की सुजिधा प्राप्त करन े के पात्र होंगे दक संबंजधत उममीििार की लेखन क्षमता प्रभाजित ह ै तथा उसकी ओर से परीक्षा में जलखने के जलए स्ट्क्राइब की सेिाएं लेना अजनिायि ह।ै इसके अजतटरि, जिजिष्ट दिव्यांगता िाले िे व्यजि िो आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (एस) की पटरभार्ा के तहत िाजमल ह,ैं परंत ु उि अजधजनयम की धारा 2 (आर) की पटरभार्ा के तहत िाजमल नहीं ह ैं अथाित् 40% स ेकम दिव्यांगता िाले व्यजि जिन्द्ह ेंजलखन ेमें कटठनाई होती ह,ै अनुबंध- III में दिए प्रपत्र के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत दकए िाने पर स्ट्क्राइब की सुजिधा प्राप्त करन े के पात्र होंगे दक संबंजधत उममीििार की लेखन क्षमता प्रभाजित ह ै तथा उसकी ओर से परीक्षा में जलखने के जलए स्ट्क्राइब की सेिाएं लेना अजनिायि ह।ै

(ii) उममीििार अपना स्ट्क्राइब लाने या आयोग को इसके जलए अनुरोध करने के संबंध में स्ट्ियं जनणिय ले सकते ह।ैं स्ट्क्राइब का जििरण अथाित अपना स्ट्क्राइब ला रह े ह ै या आयोग के स्ट्क्राइब की सेिाएं लेंगे और यदि उममीििार अपना स्ट्क्राइब लाना चाहते हैं, तो तत्संबंधी जििरण ऑनलाइन आिेिन भरते समय अनुबंध- II (40% या उसस े अजधक दिव्यांगता िाले उममीििारों के जलए) तथा अनुबधं - IV (जिन उममीििारों की दिव्यांगता 40% से कम ह ै और जिन्द्ह ें जलखन े में कटठनाई होती है) के प्रपत्र में मांगा िाएगा।

(iii) आयोग द्वारा उपलब्ध कराए गए स्ट्क्राइब अथिा स्ट्ियं के स्ट्क्राइब की योग्यता परीक्षा के जलए जनधािटरत न्द्यूनतम योग्यता मानिंड से अजधक नहीं होगी। तथाजप, स्ट्क्राइब की योग्यता सिैि मैटरक अथिा इससे अजधक होनी चाजहए।

(iv) िजृ ष्टहीन, लोकोमोिर दिव्यांगता (िोनों हाथ प्रभाजित – बीए) और प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के बचें माकि दिव्यांगता िाले उम मीििार, परीक्षा के प्रत् येक घंिे में बीस (20) जमनि का प्रजतपूरक समय प्राप्त करने के पात्र होंगे। बेंचमाकि दिव्यांगता की अन्द् य श्रेजणयों के ऐसे उम मीििार, अनुबंध–I पर दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट्ि ास्ट्थ् य संस्ट्थ ा के मुख् य जचदकत् सा अजधकारी/जसजिल सिनि /जचदकत्स ा अधीक्षक द्वारा िारी इस आिय का प्रमाण- पत्र प्रस्ट्त ुत दकए िाने पर यह सुजिधा प्राप्त करने के पात्र होंगे दक संबंजधत उम मीििार की लेखन क्षमता प्रभाजित ह।ै इसके अजतटरि, जिजिष्ट दिव्यांगता िाले िे व्यजि िो आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (एस) की पटरभार्ा के तहत िाजमल ह,ैं परंत ु उि अजधजनयम की धारा 2 (आर) की पटरभार्ा के तहत िाजमल नहीं ह ैं अथाित् 40% स े कम दिव्यांगता िाले व्यजि जिन्द्ह ें जलखन े में कटठनाई होती ह,ै अनुबधं -III में दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी द्वारा िारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत दकए िाने पर प्रजतपूरक समय प्राप्त करने के पात्र होंगे दक संबंजधत उममीििार की लेखन क्षमता प्रभाजित ह।ै

7. परीक्षा म ें अहति ा प्राप्त करने के जलए उममीििारों का सभी तीन पेपरों में सजममजलत होना अजनिायि ह।ै आयोग अपने जििेक से परीक्षा के दकसी एक या सभी जिर्यों के न्द्यूनतम अहकि अंक जनधािटरत कर सकता ह।ै

8. केिल सतही ज्ञान के जलए अंक नहीं दिए िाएंगे।

9. जलजखत जिर्यों में अस्ट्पष्ट जलखािि के जलए अजधकतम अंकों के 5 प्रजतित तक अंक काि जलए िाएंगे।

10. जिर्यपरक पेपर में क्रमबद्ध, प्रभािपूणि ढंग से और कम से कम िब्िों में की गई सिीक अजभव् यजि के जलए अकं दिए िाएंगे।

Category I

Section Officers’ Grade of the Central Secretariat Service.

Category II

Section Officers’ Grade of the General Cadre of the Indian Foreign Service, Branch ‘B’ Category III

Section Officers’ Grade of the Railway Board Secretariat Service Category VIII

1. The number of persons to be selected for inclusion in the Select List for each grade/service will be specified in the Notice issued by the Commission. Permanent or regularly appointed temporary Officers of the Grade and Services mentioned in column 1 below who on the crucial date of eligibility (as mentioned below) satisfy the conditions regarding length of service and educational qualification etc. mentioned in column 2 shall be eligible to appear at the examination for the respective categories of service mentioned in column 3.

Provided that in the case of a candidate of Category X who had been appointed to the Grades mentioned in column 1 above on the result of a Competitive Examination, including a Limited Departmental Competitive Examination, such an examination should have been held not less than five (05) years before the crucial date and he/she should have rendered not less than four (04) years approved and continuous service in that grade on the crucial date.

Note 1 - Permanent or regularly appointed officers of the Grades and Services mentioned in column 1 above who are on deputation to ex-cadre posts for a specified period with the approval of the Competent Authority will be eligible to be admitted to the examination, if otherwise eligible and the service rendered by them during the period of deputation will qualify towards the length of service mentioned in column 2.

This, however, does not apply to the officers of the Grades and Services mentioned in Column 1 above who have been appointed to ex-cadre posts or to another Service on “transfer” (whether they have a lien or not) in their respective Grades and Services referred to in column 1.

After the notification of the Rules of the examination in the Gazette of India by the Department of Personnel & Training and publication of Notice of Examination by the Commission, a candidate shall have to fill in the application form online on the website of the Commission and the hard copy of the same be routed through proper channel, after due verification/authentication of the information furnished by the candidate in his/her application form from his/her service records by the cadre unit concerned, to the Cadre Controlling Authority of the participating service concerned for determination of the eligibility of the candidate and onward transmission of the application of the eligible candidate to the Commission. The Scrutiny of the application for determining eligibility of a candidate, with reference to the eligibility conditions stipulated in these rules, shall be done by the Cadre Controlling Authority of the participating service concerned.

5. Notwithstanding anything contained in rule 4, the decision of the Commission with regard to acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the Examination, shall be final.

6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission.

7. A candidate who is or has been declared by the Commission to be guilty of:- i. Obtaining support for his candidature by the following means, namely:- a. Offering illegal gratification to; or b. Applying pressure on; or c. Blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or ii. impersonation, or iii. procuring impersonation by any person, or iv. submitting fabricated document or documents which have been tampered with, or v. uploading irrelevant photos in the application form in place of actual photo/signature.

vi. making statements which are incorrect or false or suppressing material information, or vii. resorting to the following means in connection with his candidature for the examination, namely:- a. obtaining copy of question paper through improper means;

b. finding out the particulars of the persons connected with secret work relating to the examination; c. influence the examiners; or viii. being in possession of or using unfair means during examination, or ix. writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or x. misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or xi. harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examination, or22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] xii. being in possession of or using any mobile phone, (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or xiii. violating any of the instructions issued to candidates along with their Admission Certificates permitting them to take the examination, or xiv. attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; may, in addition to rendering himself liable to criminal prosecution, be liable :- a. to be disqualified by the Commission from the Examination held under this Rules for which he/she is a candidate, and/or b. to be debarred either permanently or for a specified period- i. by the Commission from any examination or selection held by them ;

ii. by the Central Government from any employment under them; and c. to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed except after- i. giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf ; and ii. taking the representation, if any submitted by the candidate within the period allowed to him, into consideration.

8. Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (i) to (xiii) above render himself liable to action in terms of the clause (xiv).

9. (i) After the examination, candidates shall be considered for vacancies for the year 2026 subject to their eligibility for the year and will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate subject to qualifying standards for each paper/part of the examination as decided by the Commission.

Category wise merit lists for inclusion in the Select List will be based on the number of vacancies and candidate’s merit and fulfilment of all other eligibility conditions. The Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s) of the Examination.

Vacancies remaining unfilled in the year 2026 due to non-availability of suitable/qualified candidates will be carried forward to the next Vacancy year for Category I, III, VIII and XI. In case of candidates appearing for Category II, only vacancies reserved for SC/ST/Person with Benchmark Disability (PwBD) Category candidates remaining unfilled in the year due to non-availability of selected/qualified candidates will be carried forward to the next examination.

(ii) The final selection of the candidates including candidates belonging to the Scheduled Castes and the Scheduled Tribes for inclusion in the Select List for each category will be decided based on the guidelines issued by the Department of Personnel & Training vide OM 36012/16/2019-Estt. (Res.) dated 12.04.2022 subject to the final outcome of the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 30621/2011.

(iii) The final selection of the PwBD candidates for inclusion in the Select List for each category will be decided based on the guidelines issued by the Department of Personnel & Training vide OM 36012/01/2020- Estt. (Res.-II) dated 17.05.2022.

(iv) The final result is prepared on the basis of the following methods:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 23

(A) Rounding Off Marks:

Marks obtained by the candidates shall be rounded off up to two decimal digits, at all stage(s) of the examination, by applying the standard rounding off principle, wherever applicable. Accordingly, while applying the Tie Breaking Principles, the rounded off marks up to two decimal digits shall be considered for resolving all tie cases.

(B) Tie Breaking Principles: a) If the marks in aggregate (Final Marks) are equal, candidate securing more marks in the written total will be ranked higher; b) If the marks at (a) above are equal, the candidate securing more marks in “Paper-II : Procedure of Practice in the Govt. of India Secretariat and attached Offices and General Financial and Service Rules duly taking into account the requirement of relevant categories of services”, and “Paper-III : Noting and Drafting, Precis Writing” put together will be ranked higher;

c) If the marks at (a) & (b) above are also equal, then the candidate securing more marks in “Paper-III, i.e., Noting & Drafting, Precis Writing” will be ranked higher; d) If the marks at (a), (b), (c) above are also equal, then the candidate senior in age will be ranked higher;

and e) In cases where a tie persists even after applying the above tie breaking principles, it will be resolved at the discretion of the Commission.

Note: - Candidate should clearly understand that this is a competitive and not a qualifying examination. The number of persons to be included in Select List on the result of the examination is entirely within the competence of Government to decide. No candidate will therefore have any claim for inclusion in the Select List on the basis of his performance in this Examination as a matter of right.

10. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into any correspondence with them regarding the result.

11. Success in the examination confers no right to selection unless Government is satisfied after such enquiry as may be considered necessary, that the candidate, having regard to his conduct in service, is eligible

and suitable in all respects for selection:

Provided that the decision as to ineligibility for selection in the case of any candidate recommended for selection by the Commission shall be taken in consultation with the Commission.

12. A candidate who after applying for admission to the examination or after appearing at it, resigns his appointment or otherwise quits the service or severs his connection with it or whose services are terminated by his Department or who is appointed to an ex-cadre post or to another Service on ‘transfer’ (whether they have a lien or not) in the Assistant Section Officers’ Grades of the Central Secretariat Service/Railway Board Secretariat Service/AFHQ Civil Service/I.B./ or any post in the Indian Foreign Service, Branch ‘B’ will not be eligible for appointment on the result of this examination.

The examination shall be conducted according to the following plan:- Part I

(a) Written examination carrying maximum of 500 marks in the subjects as shown in para 2 below.

Part II Evaluation of record of service carrying a maximum of 100 marks of candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion (for categories I, II, III, VIII, X, and XI);

Note 1: Marks obtained in evaluation of record of service (i.e. APARs of the officers available to the Assessment Board at the time of its meeting) will be counted for ranking. Once the APARs have been evaluated by the Assessment Boards, no request for its reassessment will be entertained under any circumstances including a change in APAR grading, etc. at a subsequent date.

Note 2: There shall be a minimum of 40% (forty percent) marks in the evaluation of record of service.

Therefore, such candidates who obtain less than 40% (forty percent) marks in the evaluation of record of service will not be considered for ranking.

3. Penalty for wrong answers (in Objective Type Papers) THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS.

(i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, one third of the marks assigned to that question will be deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question.

(iii) If a question is left blank, i.e. no answer is given by the candidate, there will be no penalty for that question.

5. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi (Devanagari) or in English. All the three question papers/test booklets will be set both in Hindi and English.

Note1: Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper in Hindi (Devanagari) should indicate their intention to do so in relevant column of Online Application Form;

otherwise it would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as final and no request for alteration in the said column shall be entertained.

Note 2: Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version.

Note 3: If a medium other than the one indicated by the candidate in the application form is used to write the answer in the examination, the paper of such candidates will not be evaluated.

6. (i) Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them. However, the Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy will be eligible for the facility of scribe, if desired by the person. In case of other category of Persons with Benchmark Disabilities as defined under Section 2 (r) of the RPwD Act, 2016, such candidates will be eligible for the facility of scribe on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write the examination on his/her behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government healthcare institution as per proforma at Annexure-I.

Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability and having difficulty in writing will be eligible for the facility of scribe subject to production of a certificate to the effect that person concerned has limitation to write and that scribe is essential to write examination on his/her behalf from the competent medical authority of a Government healthcare institution as per proforma at Annexure – III.

(ii) The candidates have discretion of opting for their own scribe or request the Commission for the same.

The details of scribe i.e. whether own or the Commission’s and the details of scribe in case candidates are bringing their own scribe, will be sought at the time of filling up the application form online as per proforma at Annexure-II (for candidates having 40% disability or more) and Annexure-IV (for candidates having less than 40% disability and having difficulty in writing).

(iii) The qualification of the Commission’s scribe as well as own scribe will not be more than the minimum qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or above.

(iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor disability (both arms affected-BA) and cerebral palsy will be eligible for Compensatory Time of twenty (20) minutes per hour of the examination. In case of other categories of Persons with Benchmark Disabilities, such candidates will be eligible for this facility on production of a certificate to the effect that the person concerned has physical limitation to write from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government healthcare institution as per proforma at Annexure-I.

Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability and having difficulty in writing will be eligible for Compensatory Time subject to production of a certificate to the effect that person concerned has limitation to write from the competent medical authority of a Government healthcare institution as per proforma at Annexure-III.

(v) Facility of Scribe and/or Compensatory Time to eligible candidates will be provided, if desired by them.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note (1): The eligibility conditions of a scribe and the conduct of scribe inside the examination hall and the manner in which and extent to which the scribe can help the eligible candidates (as defined above) in writing the SOs’ (Grade-‘B’) LDCE shall be governed by the instructions issued by the Commission in this regard.

Violation of all or any of the said instructions shall entail the cancellation of the candidature of the Persons with Benchmark Disabilities (PwBD) candidate in addition to any other action that the Commission may take against the scribe.

7. Appearance of candidates in all the three papers is a must for qualifying in the examination. The Commission has the discretion to fix minimum qualifying marks in any or all the subjects of the examination.

8. Marks will not be allotted for mere superficial knowledge.

9. Deduction upto 5% of the maximum marks in the written subject will be made for illegible handwriting.

10. Credit will be given for orderly, effective and exact expression combined with due economy of words in the subjective paper.

11.
