Ms. No. 42, Municipal Administration and Water Supply (TP.1), 18th April 2012.] No. SRO B-10/2012—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Town Panchayats Subordinate Service (Section 52 in Volume III of the Tamil Nadu Services Manual, 1970). 2. (a) The amendments (1) and (2), hereby made shall be deemed to have come into force on the 31st May 1994. (b) The amendment (3), hereby made shall be deemed to have come into force on the 1st July 2002. (c) The amendment (4), hereby made shall be deemed to have come into force on the 6th February 1995. (d) The amendments (5) (a) and (7), hereby made shall be deemed to have come into force on the 7th May 1981. (e) The amendment (6b) hereby made shall deemed to have come into force on the 16th December 1988. (f) The amendments (5) (b), (6a), (8) and (9) hereby made shall come into force with effect on and from the 18-04-2012. AMENDMENTS. In the said Special Rules,— (1) for the expression “Executive officer (Special Grade) (Township)”, wherever it occurs, the expression “Executive Officer (Special Grade) (Town Panchayat)” shall be substituted; (2) for the expression “Executive officer, Township”, wherever it occurs, the expression “Executive Officer, Town Panchayat” shall be substituted; (3) the expression “Executive Officer, Selection Grade (Executive)”, wherever it occurs, shall be omitted; (4) for the expression “District Town Panchayat offices”, wherever it occurs, the expression “Offices of the Assistant Director of Town Panchayats” shall be substituted; (5) in rule 2, in The Table under sub-rule (a),— (a) for the proviso in column (2), against category 3 in column (1), thereof, the following provisos shall be substituted, namely:— "Provided that appointment to the Post of Executive Officer, Grade-I, and Executive Officer (Accounts) by the methods other than by transfer, shall be made from a combined seniority list prepared from among the posts of Executive Officer Grade-II, Head Clerk and Assistants: Provides further that nothing contained in the above proviso shall adversely affect any person holding the posts on 18-4-2012"; (b) the entry “(iii) Executive officer (Accounts) in the Directorate of Town Panchayats and Executive Officer (Accounts) in the District Town Panchayat Offices” in column (1) and the entries relating thereto in column (2) thereof shall be omitted; (6) in rule 3, in The Table in column (3),— (a) after item (ii), against the entry “Executive Officer Grade I and Executive Officer (Accounts) in the Directorate of Town Panchayats and in the District Town Panchayat Offices” in column (1) and the corresponding entry “Recruitment by transfer” in colimn (2) thereof, the following item shall be added, namely,— “(iii) Must have passed the Departmental tests for officers of the Panchayat Development, Panchayat Development Account Test and Tamil Nadu Government Office Manual Test.”; (b) for item (a), against the entry “4 Executive Officer, Grade II” in column (1) and the corresponding entry “Recruitment by transfer” in column (2) thereof, the following item shall be substituted, namely,— “(a) Must have served as Junior Assistant, Bill Collector, Typist or Steno-Typist in the Town Panchayats Department for a period of not less than two years.”;May 9, 2012] TAMIL NADU GOVERNMENT GAZETTE 21 (7) for rule 4, the following rule shall be substituted, namely,— “4 Appointing authority.— The Director of Town Panchayats shall be the appointing authority for all the categories.”; (8) in rule 7, the expression “or by recruitment by transfer” shall be omitted; (9) in rule 8, sub-rule (b) shall be omitted.
