## Policy Analysis Report: Amendment to Notification S.O. 1687(E) regarding the Commission for Air Quality Management in National Capital Region and Adjoining Areas
**1. Executive Summary:**
This report analyzes an amendment to the Government of India's notification S.O. 1687(E), dated 23rd April 2021, concerning the Commission for Air Quality Management in the National Capital Region and Adjoining Areas. The amendment, issued on December 2nd, 2021, modifies the composition of the Commission by adding new members and their respective designations. The core purpose of this amendment is to expand the expertise and representation within the Commission. The key findings are that the amendment adds expertise in energy resources, urban affairs, industry, and construction to the Commission.
**2. Introduction:**
This report aims to provide a detailed overview and analysis of the amendment to notification S.O. 1687(E) regarding the Commission for Air Quality Management in the National Capital Region and Adjoining Areas Act, 2021, based solely on the text of the amendment notification. The report focuses on the specific changes introduced, their likely rationale, and potential implications.
**3. Policy Overview:**
* **Original Policy:** This amendment modifies the Government of India notification S.O. 1687(E) dated the 23rd April 2021.
* **Core Objective(s):** As inferred from the amendment text, the overall objective of the original notification, and therefore the amendment, is to constitute and potentially refine the composition of the Commission for Air Quality Management in the National Capital Region and Adjoining Areas to effectively manage air quality. This specific amendment seeks to enhance the Commission's expertise by adding new members.
**4. Background and Rationale:**
This amendment likely aims to broaden the Commission's expertise and perspectives by incorporating individuals with specialized knowledge in key sectors impacting air quality. The addition of members representing energy resources, urban affairs, industry, and construction suggests a need for a more comprehensive understanding of the various sources of air pollution and the potential solutions within these sectors. The inclusion of industry representatives indicates the importance of industry involvement in addressing air quality issues.
**5. Key Provisions / Changes:**
This amendment focuses entirely on changes to the membership of the Commission. The specific changes introduced are:
* **Change 1:** Replacing the existing member "Dr N P Shukla, ExChairman, Madhya Pradesh Pollution Control Board" to a "Fulltime Technical Member." The effect here seems to bring the title up to date, and re-emphasize the 'technical' capabilities of the team member, while removing mention of their prior role.
* **Change 2:** Adding "Dr Vibha Dhawan, Director General, The Energy Resource Institute, Delhi" as a "Member." This adds expertise related to energy resources to the commission.
* **Change 3:** Adding "Shri Kamran Rizvi, Additional Secretary, Ministry of Housing and Urban Affairs" as a "Member." This brings in expertise related to urban planning and housing.
* **Change 4:** Adding "Shri Shyam Kishan Gupta, A271, Okhla Industrial Area, Phase I, New Delhi 110020 Representative Industry" as a "Member." This introduces representation from the industrial sector directly.
* **Change 5:** Adding "Prof. Dr. Chitrarekha Kabre, Department of Architecture, School of Planning and Architecture, New Delhi. Representative Construction" as a "Member." This adds representation from the construction industry.
**6. Target Audience and Stakeholders:**
Based on the provided text, the directly affected stakeholders include:
* The existing members of the Commission for Air Quality Management.
* The newly appointed members (Dr. Vibha Dhawan, Shri Kamran Rizvi, Shri Shyam Kishan Gupta, Prof. Dr. Chitrarekha Kabre).
* The Ministry of Environment, Forest and Climate Change.
* **Industries within the National Capital Region and Adjoining Areas**, particularly those in the energy, construction, and general industrial sectors. These industries are impacted by the Commission's decisions on air quality management and will now be represented more directly through the newly appointed members.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Ministry of Environment, Forest and Climate Change is responsible for issuing and implementing this amendment. The Commission for Air Quality Management itself is responsible for integrating the new members and their expertise into its operations.
* **Timelines or procedures:** The text does not specify any explicit timelines or procedures for implementation beyond the immediate effect of the notification. The new members are expected to assume their roles on the Commission following the issuance of this notification.
* The addition of new members will likely necessitate adjustments to the Commission's internal procedures and meeting schedules to accommodate the perspectives and expertise of the expanded membership.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of these changes is to improve the Commission's ability to address air quality challenges in the National Capital Region and Adjoining Areas by:
* Providing a more holistic and informed decision-making process through the inclusion of diverse perspectives.
* Facilitating better engagement with key sectors like energy, urban development, industry, and construction.
* Leading to more effective and targeted policies and strategies for air quality management that consider the specific needs and challenges of different sectors.
* Greater buy-in from industry, due to direct representation on the commission.
**9. Conclusion:**
The amendment to notification S.O. 1687(E) signifies the government's commitment to refining the composition of the Commission for Air Quality Management to enhance its effectiveness. By adding members with expertise in energy resources, urban affairs, industry, and construction, the amendment aims to broaden the Commission's perspective and facilitate more informed decision-making. This is expected to lead to more effective policies and strategies for addressing air quality challenges in the National Capital Region and Adjoining Areas, particularly benefiting the environment and health of the residents, and guiding industry on compliance and innovation.
