In exercise of the powers conferred by clause (1) of Article 243-I and clause (1) of Article 243-Y of the Constitution of India and sub-section (1) of section 198 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) and sub-section(1) of section 72 of the Tamil Nadu Urban Local Bodies Act, 1998 (Tamil Nadu Act 9 of 1999), read with the Tamil Nadu State Finance Commission, Chairman and other Members (Conditions of Service) Rules, 1994, the Governor of Tamil Nadu hereby constitutes the Seventh State Finance Commission with the Chairman and Members as follows:- (1) Chairman : Thiru. K.Allaudin, I.A.S., (Retd.) (2) Non-official Member : Thiru. N.Dinesh Kumar, Mayor, Tiruppur City Municipal Corporation. (3) Ex-officio Member : Director of Municipal Administration (4) Ex-officio Member : Commissioner of Rural Development and Panchayat Raj (5) Ex- officio Member : Commissioner of Town Panchayats (6) Member-Secretary : Thiru.Pratik Tayal, I.A.S., Deputy Secretary to Government (Budget) (Full Additional Charge), Finance Department. 2. The period of office of the Chairman and Non-official Member of the Seventh State Finance Commission shall be up to 31st August 2026, from the date on which they respectively assume charges. The Commission shall review the financial position of the rural and urban local bodies namely, Village Panchayats, Panchayat Union Councils, District Panchayats, Town Panchayats, Municipalities and Municipal Corporations and make recommendations as to:- (a) the principles which should govern – (i) the distribution between the State and the urban and rural local bodies of the net proceeds of the taxes, duties, tolls and fees leviable by the State, which may be divided between them and the allocation between the said local bodies of their respective shares of such proceeds; (ii) the determination of taxes, duties, tolls and fees which may be assigned to, or appropriated by, the said local bodies; and (iii) the grants-in-aid to the said local bodies from the Consolidated Fund of the State; (b) the measures needed to improve the financial position of the said local bodies and identifying new avenues for resources mobilization in rural and urban local bodies keeping in mind the local body tax structure in other States; (c) suggest ways to avoid mounting of unpaid bills of electricity charges to Tamil Nadu Power Distribution Corporation Limited (TNPDCL) (previously ‘TANGEDCO’) and water charges to the Tamil Nadu Water Supply & Drainage Board (TWAD)/ Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) and other bulk water providers and to ensure prompt and timely settlement of charges to these utilities; (d) suggest ways for strengthening the service delivery capacities of local body administration to enable them to effectively discharge the roles and responsibilities entrusted to them in the Constitution of India and the State Legislations; (e) examine the continuation of possibility of providing capital grant to Cantonment Boards from out of the Devolution earmarked to the Municipalities of the State as substantial increase in the collection of property tax based on the recommendation of the 15th Central Finance Commission; and (f) suggest ways to cater the growing needs on urbanisation, as Tamil Nadu’s economic growth momentum could be sustained only if urbanisation is actively facilitated and in as much as urbanisation, economic growth and poverty reduction are inter-related. 4. The Commission shall review the financial position of the urban and rural local bodies as on 31st March 2025 based on the present reorganized status of local bodies. 5. While making its recommendations, the Commission shall have regard to the resources of the State Government, the demands thereon, in particular the expenditure of the State on pension and debt servicing, including the debt servicing on behalf of urban and rural local bodies or other committed expenditure or liabilities of the State Government and the need to generate adequate surplus on revenue account for State's commitments on capital account and other commitments of the State Government. 6. (ii) சேைற்குறிப்பிட்டுள்ளா உள்ளாாட்சி அமைைப்புகளுக்கு ஒதுக்கீடு கொசய்யப்படக்கூடிய அல்லது அமைைகசேளா தக்கமைைத்துக் கொகாள்ளாக்கூடிய ைரிகள், தீர்மைைகள், சுங்கங்கள் ைற்றும் கட்ட�ங்கள் ஆகியைற்மைறாத் தீர்ைானித்தல்; ைற்றும் (iii) ைாநில அரசின் கொதாகுப்பு நிதியிலிருந்து சேைற்குறிப்பிட்டுள்ளா உள்ளாாட்சி அமைைப்புகளுக்கு உதவி ைானியங்கள்; ஆ) உள்ளாாட்சி அமைைப்புகளின் நிதி நிமைலமைைமைய சேைம்படுத்துைதற்குத் சேதமைையா� நாடைடிக்மைககள் ைற்றும் ஏமை�ய ைாநிலங்களில் உள்ளா சேைற்குறிப்பிட்டுள்ளா உள்ளாாட்சி அமைைப்புகளின் ைரிவிகித அமைைப்மைபக் கருத்தில் கொகாண்டு, ஊரக ைற்றும் நாகர்ப்புர உள்ளாாட்சி அமைைப்புகளில் நிதி ஆதாரங்கமைளா திரட்டுைதற்கா� புதிய ைாய்ப்புகமைளா கண்டறிதல்; (இ) தமிழ்நாாடு மின் பகிர்ைா�க் கழகத்திற்கு (TNPDCL) (முன்�தாக TANGEDCO) கொசலுத்தப்படாத மின்சார கட்ட�ங்கள் ைற்றும் தமிழ்நாாடு குடிநீர் ைழங்கல் ைற்றும் ைடிகால் ைாரியம் / கொசன்மை� கொபருநாகர குடிநீர் ைழங்கல் ைற்றும் கழிவு நீரகற்று ைாரியம் ைற்றும் பிறா கொைாத்த நீர் ைழங்குநார்களுக்கு கொசலுத்தப்படாத நீர் கட்ட�ங்கள் அதிகரிப்பமைதத் தவிர்ப்பதற்கா� ைழிகமைளா பரிந்துமைரத்தல் ைற்றும் இந்த பயன்பாடுகளுக்கா� கட்ட�ங்கமைளா உட�டியாகவும், சரியா� சேநாரத்திலும் தீர்ப்பமைத உறுதிகொசய்தல்; (ஈ) இந்திய அரசியலமைைப்பு சாச�ம் ைற்றும் ைாநில சட்ட ைன்றாங்களி�ால் கொகாடுக்கப்பட்ட கடமைைகள் ைற்றும் கொபாறுப்புகமைளா திறாம்பட நிமைறாசேைற்றுைதற்காக உள்ளாாட்சி அமைைப்பு நிர்ைாகத்தின் சேசமைை ைழங்கல் திறான்கமைளா ைலுப்படுத்துைதற்கா� ைழிகமைளா பரிந்துமைரத்தல்; (உ) 15-ைது ைத்திய நிதி ஆமை�யத்தின் பரிந்துமைரயின் அடிப்பமைடயில் கொசாத்து ைரி ைசூலில் கணிசைா� அதிகரிப்பு ஏற்பட்டுள்ளாதால், ைாநில நாகராட்சிகளுக்கு ஒதுக்கப்பட்ட நிதிப் பகிர்விலிருந்து கன்சேடான்கொைன்ட் கழகத்திற்கு மூலத� ைானியம் கொதாடர்ந்து ைழங்குைது குறித்து ஆராய்தல்;4 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY (ஊ) நாகரையைாக்கல், கொபாருளாாதார ைளார்ச்சி ைற்றும் ைறுமைைக் குமைறாப்பு ஆகியமைை ஒன்சேறாாகொடான்று கொதாடர்புமைடயதால் தமிழ்நாாட்டின் கொபாருளாாதார ைளார்ச்சியிமை� நிமைலநிறுத்துைதற்கு நாகரையைாக்கல் சிறாப்பாக மைகயாளாப்பட சேைண்டும். இதன் கொபாருட்டு, நாகரையைாக்கலின் ைளார்ந்து ைரும் சேதமைைகமைளா அறிந்து அதற்குண்டா� ைழிகமைளா பரிந்துமைரத்தல். 4. ைார்ச் 31, 2025-ல் உள்ளாைாறு திருத்தியமைைக்கப்பட்டுள்ளா உள்ளாாட்சி அமைைப்புகளின் தற்சேபாமைதய நிமைலமைய கருத்தில் கொகாண்டு ஆமை�யம் ஊரக ைற்றும் நாகர்ப்புர உள்ளாாட்சி அமைைப்புகளின் நிதி நிமைலமைய ைதிப்பீடு கொசய்ய சேைண்டும். 5. ஆமை�யம், த�து பரிந்துமைரகமைளா அளிக்கும் கொபாழுது, ைாநில அரசின் நிதி ஆதாரங்கள், அைற்றின் மீதா� சேதமைைகள், குறிப்பாக ைாநில அரசின் ஓய்வூதியச் கொசலவு ைற்றும் ஊரக ைற்றும் நாகர்ப்புர உள்ளாாட்சி அமைைப்புகளின் சார்பாக கடன்கமைளாத் திருப்பிச் கொசலுத்துதல் உள்ளிட்ட கடன்கமைளாத் திருப்பிச் கொசலுத்துைது கொதாடர்பா� கொசலவு அல்லது இதர கொபாறுப்சேபற்றா கொசலவுகள் அல்லது ைாநில அரசின் கொசலவுப் கொபாறுப்புகள் ைற்றும் மூலத� க�க்கில் கொசலவு கொபாறுப்புகள் ைற்றும் ைாநில அரசின் இதர கொபாறுப்புகள் முதலியைற்றிற்குத் சேதமைையா� அளாவிற்கு ைருைாய்க் க�க்கில் உபரிமைய ஏற்படுத்த சேைண்டிய அைசியம் ஆகிய�ைற்மைறா கை�த்தில் கொகாள்ளா சேைண்டும். 6. 2027 ஆம் ஆண்டு ஏப்ரல் முதல் சேததியிலிருந்து கொதாடங்கும் ஐந்தாண்டுகளுக்கு கொபாருந்தும் ைமைகயில் ஆமை�யம், 2026 ஆம் ஆண்டு ஆகஸ்ட் திங்கள் 31 ஆம் சேததிக்குள் த�து அறிக்மைகமைய அளித்திட சேைண்டும். சேை 28, 2025, ஆஆர்ர்..எஎன்ன்.. ரரவிவி,, கொசன்மை�. தமிழ்நாாடு ஆளுநார்.
