Gazette Notification Description

  • This Extraordinary Gazette Notification from the Ministry of Railways (East Central Railway), dated October 21, 2024, announces the final acquisition of land for the construction of a new broad gauge (BG) railway line between Jhajha and Batia (20 km) in Jamui District, Bihar.
  • The notification follows an earlier notification (S.O. 1195(E), dated March 9, 2024) declaring the intent to acquire the land. Objections were received, considered, and addressed according to Section 20D of the Railway Act, 1989. A report was submitted to the Central Government per Section 20E(1) of the Act.

Key Changes

  • The Central Government formally declares the acquisition of land detailed in the annexed schedule for the Jhajha-Batia rail project.
  • Upon publication of this notification, the specified land becomes the absolute property of the Central Government, free from all encumbrances (Section 20E(2) of the Railway Act, 1989).
  • The schedule lists 21 plots of land totaling approximately 13.47 acres (5.45 hectares) to be acquired. The land ownership varies, including some plots owned by the Government of Bihar (river and road sections) and others by private individuals.
  • The acquisition is under the authority of Section 20A and 20E of the Railway Act, 1989.

Impact Analysis

  • Potential for disputes regarding compensation amounts, and legal challenges to the acquisition process.

Government of Bihar

  • Need to coordinate with the Ministry of Railways during the land acquisition and construction phases.

Ministry of Railways

  • Need for effective communication and engagement with affected stakeholders.
