जनवेि संवधधन एक बहुआयामी कायधनीजतक गजतजवजध ह ै िो मौिूिा और संभाजवत जनवेिकों के जलए जनवेि अवसर उपलब् ध
कराने का कायध करती है। यह ििे में पूंिी, नौकररयों, कौिल, प्रौद्योजगकी के अंतवाधह तथा उत् पािकता और नवप्रयोग को बढावा िने े पर
भी िोर िते ी है। इन लाभों को प्राप्त करने के जलए जनवेि संवधधन के जलए सतत प्रयास करने की आवश् यकता ह ै जिनका अन् य
दियाकलापों के साथ–साथ प्रत् यक्ष जवििे ी जनवेि सुधार, ईि ऑफ डूइंग जबिनेस सुधार, जनवेि संबंधी सुजवधा और लजक्षत आउटरीच
िैसे मुख्य दियाकलापों पर ध्य ान दिया िाना चाजहए।
वाजणज्य और उद्योग मंत्रालय के अधीन उद्योग संवधधन और आंतररक व् यापार जवभाग (डीपीआईआईटी) को ििे में घरेलू और
जवििे ी जनवेि आकर्र्धत करने का कायध सौंपा गया ह।ै जवभाग जनवेि अंतवाधह बढाने के जलए अन् य के साथ-साथ कई सारी पहल और
सुधार कायध कर रहा ह ै िैसे दक मेक इन इंजडया की िुरूआत करना, अग्रणी क्षेत्रों और उप-क्षेत्रों की सहायता करना, सजचवों का

अजधकार प्राप्त समूह और पररयोिना जवकास प्रकोष्ट ठ का गठन, िीआईएस आधाररत औद्योजगक सूचना प्रणाली और राष्ट रीय जनवेि
मंिूरी प्रकोष्ट ठ िाजमल है। इन दियाकलापों को दिनांक 11 नवंबर 2008 के कायाधलय ज्ञापन संख्य ा आई 1(आई)/2004-आईपी और
आईसी-IV के द्वारा िुरू की गई "जनवेि संवधधन हते ु स्ट् कीम" के अंतगधत सहायता प्रिान की िा रही है। इस स्ट् कीम कायाधन् वयन की अंजतम
अवजध जवत् तीय वर् ध2017-18 से 2019-20 तक थी।
चूंदक भारत वर्ध 2025 तक 5 ररजलयन डॉलर की अथधव् यवस्ट्थ ा बनाने का आकांक्षी ह ै इसजलए एसआईपी िैसी स्ट् कीमों का
अथधव् यवस्ट्थ ा के जनवेि संबंधी माहौल को बढावा िने े में जविेर् महत् व होता ह।ै इस स्ट् कीम के जविन से ििे में घरेलू और जवििे ी, िोनों
प्रकार के प्रत् यक्ष जनवेि में वृजि होने का माहौल तैयार होगा। यह कारगर ढंग से ििे को ‘ब्ांड इंजडया’ के रूप में तैयार करने में भी सक्षम
होगा। इसके अजतररक् त, यह स्ट् कीम जनवेि प्राप्त करने में आन ेवाली प्रदियागत चुनौजतयों को िरू करने के जलए ििे में और ििे के बाहर
प्रचार-प्रसार के आयोिनों को बढावा िगे ी। यह स्ट् कीम जविेर् कायधिालाओं और प्रजिक्षण कायधिमों के माध्य म से घरेलू और जवििे ी
जनवेिकों को सहायता प्रिान करने में भी जवभाग को सक्षम बनायेगी।
मौिूिा गजत को बनाए रखने तथा उसमें तेिी लाने के जलए, ‘जनवेि संवधधन स्ट् कीम’ के तहत मेक इन इंजडया और आत् मजनभधर
भारत को बढावा िने े हते ु गजतजवजधयों को अजधक फोकस और लक्ष् य के तरीके से िारी रखना महत् वपूणध ह।ै इसे ध्य ान में रखते हुए,
‘जनवेि संवधधन स्ट् कीम’ को जनम् नजलजखत घटकों के साथ जवत्त ीय वर् ध 2021-22 से 2025-26 तक िारी रखने के जलए अनुमोदित दकया
गया ह ै:
(i) जनवेिकों को लजक्षत करना व सहायता करना – घरेलू और अंतराधष्ट रीय गजतजवजधयां
(ii) जनवेि संवधधन – जवस्ट्त ार और आउटरीच गजतजवजधयां
(iii) पररयोिना प्रबंधन गजतजवजधयां
(iv) जवििे यात्रा
1. जनविे कों को लजक्षत करना व सहायता करना – घरेल ूऔर अतं राष्टध र ीय गजतजवजधया ं
जनवेि के सम् पूणध िीवनचि के िौरान जनवेिकों की सहायता के जलए उच् च गुणवत् ता वाली सेवाओं का प्रावधान अत् यजधक
महत् वपूणध है। नए तथा संभाजवत जनवेिकों को अन् य प्रकार की सहायता के साथ-साथ स्ट् थल जवश् लेर्ण और पहचान, जवजनयामक संबंधी
सलाह, केंद्र तथा राज्य स्ट् तर पर पररयोिना के अनुमोिन तथा मंिूरी संबंधी सहायता िैसी जवजभन् न सेवाएं प्रिान की िाती ह।ैं
जनवेिकों की सुजवधा के तहत प्रस्ट् ताजवत अन् य गजतजवजध जनम्न जलजखत ह ैं-:
i. जनवेिकों को लजक्षत करना तथा ििे के सेक् टर आउटरीच पर अजधक ध्य ान िने ा
ii. सीईओ फोरम और संयुक्त आयोग की बैठकें आयोजित करना
iii. संस्ट् थागत जनवेिकों को आकर्र्धत करने के जलए जवत् तीय जनवेिक संबंधी पहल
iv. मेक इन इंजडया पहल के तहत बािार प्रवेि सहायता कायधिम के जलए जवििे ों में भारतीय जमिनों की (एमईएसपी)
सहायता करना
v. पीएमिी इन् वेस्ट् ट इंजडया प्रको्ठ के िररए पररयोिनाओं की जनगरानी करना

आयाम अपनाया िा रहा ह।ै इन आउटरीच गजतजवजधयों का उद्देश् य नए भारत को वैजिक जनवेिकों के जलए प्राथजमकता वाले जनवेि
स्ट् थल के रूप में स्ट् थाजपत करना है।
संवधधन क्षेत्र से संबंजधत अन् य उप -:जलजखत हदैं ियाकलाप जनम् न-
i. जवस्ट्त ार और आउटरीच के जलए ब्ांलडंग और संचार कायधनीजतयों को लागू करना
ii. जनवेि संवधधन दियाकलापों और मेक इन इंजडया पहल के जलए जवििे ों में भारतीय जमिनों की सहायता करना
iii. राज्य सरकारों का जनवेि संवधधन दियाकलापों में सहायता करना
iv. जनवेि संवधधन दियाकलापों के जलए उद्योग संघों की सहायता करना
“व् यावसाजयक और जनवेि संवधधन कायधिमों के आयोिन” संबंधी दििाजनििे www.dpiit.gov.inपर उपलब् ध हैं।
3. पररयोिना प्रबधं न गजतजवजधया ं
इस स्ट् कीम के प्रभावी ढंग से प्रबंधन करने के जलए, स्ट् कीम के संयुक् त मूल् यांकन सजहत पररयोिना प्रबंधन संबंधी सहायता
उपलब् ध कराने का प्रस्ट् ताव दकया िाता ह।ै इसमें जनवेि आकर्र्धत करने के जलए उद्योग/क्षेत्रगत ररपोटें तैयार करके क्षमता जनमाणध करना
तथा अजभनव पररयोिनाओं के जलए संकल् पना िस्ट् तावेि तैयार करना िाजमल होगा। यहां इसका उद्देश् य जनवेिकों के साथ सम् पूणध ज्ञान
साझा करना और इसके साथ-साथ जनवेि स्ट् थल के रूप में भारत की क्षमता को प्रिर्िधत करना ह।ै जवजभन् न कायों की प्रगजत की जनगरानी
के जलए एक पररयोिना जनगरानी प्रकोष्ट ठ द्वारा भी समय-समय पर सहायता प्रिान की िाएगी।
इस पररयोिना जनगरानी के तहत अन् य उप-दियाकलाप जनम् नजलजखत ह:ैं-
i. कायधनीजतक जनवेि अनुसंधान इकाई द्वारा जनवेि संवधधन पररवेि का गहन अनुसंधान और जवश् लेर्ण करना
ii. राज्य जनवेि संवधधन एिेंजसयों का क्षमता जनमाधण
iii. पररयोिना जनगरानी प्रकोष्ट ठ द्वारा मेक इन इंजडया कायध योिनाओं की जनगरानी करना
iv. जवजभन् न क्षेत्रों, राज्य ों और ििे ों में जडजिटल प् लेटफॉमध के िररए सहायक गजतजवजधयों, संवधधनात् मक पहलों तथा
अन् य गजतजवजधयों की प्रगजत की जनगरानी करना।
4. जवििे यात्रा
जनवेिकों के साथ बातचीत करने, जनवेि संवधधन और आउटरीच गजतजवजधयां िुरु करने तथा भारत में जनवेि करने संबंधी
उनकी लचंताओं को समझने के जलए यह प्रस्ट् ताव दकया गया ह ै दक सरकारी अजधकाररयों को आवश् यकतानुसार जवििे में आजधकाररक
प्रजतजनजधमंडल के रूप में जनयुक्त दकया िाए।

of the Scheme for Investment Promotion (SIP), a Central Sector scheme, for the duration of five years (i.e., FY 2021-
22 to 2025-26) with a financial outlay of INR 970 crores. The scheme comprises a number of components and
activities for promotion of investment into the country; enhancing international co-operation for promoting FDI &
capacity building.
Investment promotion is a multi-faceted strategic activity that pursues bringing investment opportunities to
the existing & potential investors. It also accentuates the influx of capital, jobs, skills, technology, and increases4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]
productivity and innovation for a country. To garner these benefits, investment promotion requires continuous efforts
to be channelized around the main activities such as Foreign Direct Investment reforms, Ease of Doing Business
reforms, Investment facilitation and Targeted outreach amongst other activities.
Department for Promotion of Industry & Internal Trade (DPIIT) under the Ministry of Commerce & Industry
has been entrusted with the task of attracting domestic and foreign investments in the country. To increase the
investment inflow, the department has been undertaking various initiatives and reforms such as the launching of Make
in India, supporting champion sectors and subsectors, setting up of an Empowered Group of Secretaries and Project
Development Cells, creating a GIS based Industrial Information System and National Investment Clearance Cell
amongst others. These activities are being supported under the “Scheme for Investment Promotion" launched vide OM
No. I l(I)/2004-IP&IC-IV dated November 11th, 2008. The last implementation period of the scheme was from the FY
2017-18 to 2019-20.
As India aspires to be a USD 5 trillion economy by the Year 2025, schemes such as SIP hold a special
significance in boosting the investment climate of the economy. The vision of the scheme enables creating an
atmosphere in the country that would lead to both increased domestic and foreign direct investments.It will also enable
the country to craft the ‘Brand India’ effectively. Apart from this, the scheme will empower the promotional events
held domestically & abroad making sustained efforts towards overcoming procedural challenges in bringing
investments. The scheme will also enable the department in providing hand-holding support to domestic and foreign
business investors through focused workshops and training programs.
To sustain and take the momentum forward, it is important to continue with the activities under "Scheme for
Investment Promotion" in a more focused and targeted manner thereby promoting Make in India and AatmaNirbhar
Bharat. Given this, continuation of the “Scheme for Investment Promotion” from FY 2021-22 to 2025-26 has been
approved with the following components:
(i) Investor targeting & facilitation – Domestic & International activities
(ii) Investment promotion - Amplification & outreach activities
(iii) Project management activities

1. Investor targeting & facilitation – Domestic & International activities
The provision of high-quality services to support investors throughout the investment life cycle is extremely
important. Various services, such as, location analysis and identification, regulatory advisory, support regarding
project approvals and clearances at Central and State level, amongst others, are provided to the new and prospective
investors.
Other activities proposed under investor facilitation are –
i. Focused investor targeting & country sector outreach
ii. Organizing CEO Forums and Joint Commission meetings
iii. Financial Investors Initiatives for attracting institutional investors
iv. Support to Indian missions abroad for Market Entry Support Programme (MESP) under Make in India
initiative
v. Project Monitoring via PMG Invest India Cell

promoting “Brand India”, an inclusive approach is being followed to involve all the stakeholders involved in the
investment facilitation process for international and domestic engagements. The objective of outreach activities is to
position New India as a preferred investment destination for global investors.
Other sub-activities on the promotion front are –
i. Executing branding and communication strategies for amplification & outreach
ii. Support to Indian Missions abroad for investment promotion activities and Make in India initiative
iii. Support to State Governments in their investment promotion activities
iv. Support to industry associations for investment promotion activities

3. Project management activities
To enable effective management of the scheme, it is proposed to provide project management support along
with the concurrent evaluation of the scheme. This will include capacity building by preparing industry/sectoral
reports and preparation of concept papers for the innovative projects to attract investments. The intent here is to share
the insights with the investors and showcase India’s strength as an investment destination simultaneously. Support
will also be provided by a Project Monitoring Cell in monitoring the progress of various tasks from time to time.
Other sub-activities under project monitoring are –
i. Undertaking in-depth research and analysis of the investment promotion ecosystem by Strategic
Investment Research Unit
ii. Capacity building of the State Investment Promotion Agencies
iii. Monitoring of the Make in India action plans by Project Monitoring Cell
iv. Monitoring the progress of facilitation activities, promotional initiatives and other activities across
sectors, states and countries via digital platform.
4. Foreign Travel
To engage with the investors, undertake investment promotion and outreach activities, and understand their
concerns about investing in India, it is proposed that Government officials may be deputed as official delegations
abroad as per requirements.
