Corrigendum to Notification No 18 2025 26 dated 17 06 2025 on amendment in Import Policy of specific items covered under Chapter 71 of ITC HS 2022 of Schedule I Import Policy reg
## Policy Analysis Report: Amendment to Import Policy for Specific Items under Chapter 71 of ITC HS 2022
**1. Executive Summary:**
This report analyzes a notification issued by the Directorate General of Foreign Trade (DGFT), Government of India, which amends the Import Policy Condition for specific items (Iridium, osmium, and ruthenium alloys) classified under Chapter 71 of the ITC (HS) 2022 Schedule I (Import Policy). The amendment, detailed in Notification No. 18202526 dated 17.06.2025, revises the phrasing relating to gold content within these alloys. This change clarifies that the import of iridium alloys consisting of osmium alloy and ruthenium alloy containing gold more than 1 percent by weight is restricted.
**2. Introduction:**
The purpose of this report is to provide a detailed analysis, based solely on the provided policy text, of the amendment to the Import Policy concerning specific items under Chapter 71 of the ITC (HS) 2022 Schedule I (Import Policy). This report aims to inform affected stakeholders about the changes and their potential impact.
**3. Policy Overview:**
* **Original Policy:** This amendment relates to the Import Policy of specific items covered under Chapter 71 of ITC HS 2022 of Schedule I Import Policy.
* **Core Objective(s):** Based on the text, the core objective appears to be the regulation, specifically restriction, of the import of certain precious metal alloys, especially those containing gold.
**4. Background and Rationale:**
This notification serves as a Corrigendum to Notification No. 18202526 dated 17.06.2025. The likely reason for this specific amendment is to clarify the language used in the original notification to prevent ambiguity regarding the composition requirements that trigger import restrictions. The original condition might have been interpreted in multiple ways, necessitating this clarification to ensure consistent enforcement.
**5. Key Provisions / Changes:**
This amendment specifically modifies the import policy condition for the following ITC HS codes:
* **71104100: Iridium, osmium and ruthenium : Iridium alloy consisting of osmium alloy and ruthenium Unwrought or in powder form**
* **71104900: Iridium, osmium and ruthenium : Iridium alloy consisting of osmium alloy and ruthenium Other**
The change made is a clarification in the descriptions. The existing and revised policies are as follows:
* **Existing Import Policy Condition:** However, import of Iridium alloy consisting of gold more than 1 percent by weight is Restricted.
* **Revised Import Policy Condition:** However, import of Iridium alloy consisting of osmium alloy and ruthenium alloy containing gold more than 1 percent by weight is Restricted.
The difference introduced by this change ensures that the restriction specifically applies to iridium alloys that consist of osmium alloy and ruthenium alloy *and* contain gold exceeding 1 percent by weight. This means the restriction focuses on specific alloy compositions.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are businesses and entities involved in:
* The import of Iridium, osmium, and ruthenium alloys.
* The manufacture, trade, and use of these alloys, especially those containing gold.
* Customs officials responsible for enforcing import regulations.
**7. Implementation Aspects (Inferred):**
* **Responsible agency:** The Directorate General of Foreign Trade (DGFT) is the responsible body for issuing and enforcing these regulations.
* **Procedures:** Customs officials will need to be aware of the revised wording and apply it when assessing imports under the specified ITC HS codes. They will have to verify the composition of the imported alloys to determine if the gold content exceeds the 1% threshold.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes is to:
* Reduce ambiguity in the import regulations, leading to consistent application by customs officials.
* Provide clarity to importers regarding the specific alloy compositions that are subject to import restrictions.
* Potentially impact the import volumes and sourcing strategies of companies dealing with these specific Iridium, osmium, and ruthenium alloys, ensuring only compliant items are imported.
**9. Conclusion:**
The amendment to the Import Policy for specific items under Chapter 71 of ITC HS 2022 represents a refinement of existing regulations. The key change involves clarifying the alloy compositions subject to import restrictions based on their gold content. This change is significant as it provides more precise guidance for both importers and regulatory bodies.
