ददल्ली ईच् च न्यायालय न े ददनाकं 23.12.2015 कद जस्ट्थजत के ऄनुसार याजचका-कताषओं कद जस्ट्थजत म ें पररितषन नहीं करन े
संबंधी माननीय केन्रीय प्रिासजनक प्राजधकरण ्ारा ददए गए जनणषय को यथापूिष जस्ट्थजत के ऄनुसार बनाए रखने का जनदेि
ददया ह।ै ईपरोक्त जनदेि के ऄनुसार, ददनांक 02.11.2015 को ऄजधसूजचत चयन सूची-2003 (जिस्ट्ताररत) म ें अन े िाल े
िररष्ठ सजचिालय सहायकों कद जस्ट्थजत ददनांक 23.12.2015 को भी समान बनाए रखनी ऄपेजक्षत ह।ै चूंदक माननीय
ददल्ली ईच् च न्यायालय न े अिदे कों ्ारा दिष ओए सं. 4700/2015 और 639/2016 ्ारा ईठाए गए मामले म ें ऄपना
ऄंजतम जनणषय ऄभी तक नहीं ददया ह,ै आसजलए सहायक ऄनुभाग ऄजधकारी ग्रेड कद िर्ष 2013 से अगे कद चयन सूची तैयार
नहीं कद गइ ह।ै
3. मैं यह समझता ह ं दक सहायक ऄनुभाग ऄजधकाररयों कद िर् ष 2013 (भाग II) के बाद कद चयन सूची को ऄंजतम रूप
नहीं ददया गया ह,ै ऄतः 2018 के बाद से ऄनुभाग ऄजधकारीआअिुजलजपक सीजमत जिभागीय प्रजतयोगी परीक्षा का अयोिन
भी रुक गया ह।ै म ैं यह भी समझता ह ं दक काफद संख्या म ें सहायक ऄनुभाग ऄजधकाररयों, िररष्ठ सजचिालय सहायक ग्रेड स े
पदोन्नत होकर तदथष अधार पर कायषरत सहायक ऄनुभाग ऄजधकाररयों सजहत, से ऄभ्यािेदन प्राप्त होन े पर, सरकार न,े
ईपरोक्त मुकदमों के बाििूद चयन सूची, 2003 (केिल सीएसएल सं. 1966 के जलए) और चयन सूची, 2003 (जिस्ट्ताररत)
के सभी िररष्ठ सजचिालय सहायकों को पूणषतया ऄस्ट्थ ायी अधार पर ऄनुभाग ऄजधकारीआअिुजलजपक सीजमत जिभागीय
प्रजतयोगी परीक्षा, 2018 में ईपजस्ट्थत होने कद ऄनुमजत प्रदान करते हुए 2018 के जलए ऄनुभाग ऄजधकारी हते ु सीजमत
जिभागीय प्रजतयोगी परीक्षा अयोजित करने का जनणषय जलया ह ैिो जनम्न जलजखत िततों के ऄध्य धीन होगी
i. चयन सूची-2003 (जिस्ट्ताररत) हते ु िररष्ठ सजचिालय सहायक ग्रडे कद सामान्य िरीयता सूची को ऄंजतम रूप
ददए िाने तक तथा तत्पश्चात ईपयुषक् त पैरा-1 में लंजबत ररट याजचकाओं पर ऄंजतम जनणषय के अधार पर 2013
(भाग II) से अगे के िर्तों के जलए सहायक ऄनुभाग ऄजधकारी ग्रडे कद चयन सूची और माननीय ददल्ली ईच्च
न्यायालय ्ारा ररट याजचका के ऄंजतम जनपटान के ईपरांत दाजखल दकसी ऄन्य न्यायालयी मामल े के अधार
पर भी, परीक्षा म ें िाजमल होने स े ईम्मीदिारों को परीक्षा में ईनकद पात्रताआचयन के जलए जिचार दकए िान े
का कोइ ऄजधकार प्रदान नहीं होगा।
ii. सघं लोक सेिा अयोग ्ारा अयोजित परीक्षा(ओं) के ऄंजतम पररणाम कद घोर्णा, िर्ष 2013 (भाग II) के
जलए सहायक ऄनुभाग ऄजधकाररयों कद चयन सूची को ऄंजतम रूप ददए िाने के पश्चात परीक्षा में ईनके प्रिेि
कद ऄंजतम रूप से पात्रता का जनधाषरण होने के पश्चात कद िाएगी, िो लंजबत ररट याजचकाओं पर ददए गए
जनणषय के पररणाम के बाद दकया िाएगा।
iii. यह दक, ईपयुषक् त लंजबत ररट याजचकाओं के ऄंजतम जनणषय के ईपरांत िर्ष 2013 (भाग II) के जलए सहायक
ऄनुभाग ऄजधकारी ग्रडे कद चयन सूची िरीयता कोटा के तहत तैयार कद िाएगी और तद्नुसार, जिन
ऄजधकाररयों के नाम सहायक ऄनुभाग ऄजधकारी चयन सूची-2013 (भाग II) म ें होंग े और िो िर्ष 2018 कद
ऄनुभाग ऄजधकारीआअिुजलजपक सीजमत जिभागीय प्रजतयोगी परीक्षा में ऄहकष होंगे, ईनके चयन को मान्य माना

G.S.R. 851(E).—In partial modification of this Department’s Notification No. 6/2/2022-CS.I (P)
Part-I dated 09.11.2022 conveying the rules for the Combined Section Officers’/Stenographers’ (Grade ‘B’/
Grade- ‘I’) Limited Departmental Competitive Examination for the year 2018, it is hereby conveyed that
Annexure-V of the said Rules is substituted with the Annexure enclosed herewith and it shall be treated as
Annexure-V of the said Notification now onwards.

UNDERTAKING
I, Shri/Mrs/Ms. ____________ undertake that I am working as in the Min/Dept. of _________________.
I belong to SL-2003(including extended) of SSA at Sr. No.___________ of the lists of O.M. and
Corrigendum/Addendum mentioned below (tick the appropriate list):-
i. O.M. No. 20/53/2008-CS.II(B) Vol.II dated 16.12.2011(for SL No. 1966 only).
ii. O.M. No. 12/5/2015-CS.II dated 02.11.2015.
iii. O.M. No. 12/6/2016-CS.II(B) dated 15.09.2017 vide which 68 officials (who had qualified Sp.
UD Grade LDCE, 2012) in SL-2003(Extended) on the basis of the order of Ld. CAT dated
01.08.2016 in OA No. 794/2015. (copy enclosed).
iv. O.M. No. 19/4/2016-CS.II(B) dated 27.04.2016 vide which UPSC was requested to conduct DPC
of the 40 JSAs of SL-1990 intimated by UPSC vide letter No. C.18013/287-Admn.V(Pt.) dated
31.03.2016 for their inclusion in the SSA SL-2003(Extended). (copy enclosed).
v. Annexure-II(Revised) of the Corrigendum/Addendum issued vide No. 12/1/2011-CS.II(B) (Vol.II)

2. I understand that the issue of seniority of SSAs of 2003 (Extended) is under challenge in WP Nos.
8616/2019 and 8454/2019 in the Hon’ble High court of Delhi, where the Hon’ble Delhi High Court has
directed to maintain status quo as granted by the Ld. CAT regarding non-alteration of the position of the
petitioners as on date (23.12.2015). As per the above direction, the position of the SSAs belonging to
SL-2003 (Extended) notified on 02.11.2015 is required to be maintained as on 23.12.2015. As the Hon’ble
High Court of Delhi has not yet delivered its final judgement on the issue raised by the applicants in
OA No. 4700/2015 and 639/2016, preparation of Select List of ASO Grade for 2013 onwards are pending.
3. I do understand that pending finalisation of Select List of ASOs for 2013 (Part-II) onwards, the
SOs’/Stenos’ Limited Departmental Competition Examination for 2018 onwards has been held up. I do
further understand that consequent upon representation from a large number of ASOs including those
working as ad-hoc ASOs after promotion from SSA grade, the Government despite the above-mentioned
litigations, has decided to conduct the LDCE for SO for 2018 by allowing all the SSAs belonging to Select
List 2003 (for CSL No. 1966 only) and SL-2003 (Extended) to appear the SOs’/Stenos’ LDCE 2018 purely
on provisional basis subject to the following conditions:
i. That Appearing in the examination shall not confer any right on the candidates to consider his/her
eligibility/selection in the examination till finalization of Common Seniority List of SSA Grade
for SL-2003 (Extended) and subsequently the Select list, 2013 (Part-II) onwards based on the
final decision on the pending WPs mentioned in para-1 above and also in any other court case
filed subsequently after final disposal of the WP by the Hon’ble High Court of Delhi.
ii. That final results of the examination(s) conducted by UPSC shall be declared subject to
determination of final eligibility to appear in the examination after finalization of the select list of
ASOs for 2013 (Part-II), which will be finalized after the outcome of the decision on the above
WPs.
iii. That after the final outcome on the above-mentioned WPs the Select List of ASO Grade for 2013
(Part-II) under seniority quota will be prepared and accordingly the officials who would have
figured in the ASO SL-2013 (Part-II) and qualified SOs’/Stenos’ LDCE for 2018, their selection
would be considered as valid.
iv. That the declaration of the results of the SOs’/Stenos’ LDCE, 2018 are also subject to outcome of
the Jarnail Singh batch of cases as per para 5 of the O.M. No. 36012/16/2019-Estt.(Res.) dated
12.04.2022.
4. Having gone the above facts and understanding the conditions under which I am being allowed to
appear in SOs’/Stenos’ LDCE, 2018, I do hereby agree that my candidature for the SOs’/Stenos’ LDCE,
2018 is purely provisional and undertake to abide by all the above conditions.
