It is brought to the notice of atl that Mr. Rakesh Kumar Vidyarthi was selected as Resident
Engineer by, M/s MSV lnternational lnc. in Association with M/s Sterting lndo Tech Consuttants
Pvt. Ltd. for the work of "Consuttancy Services for Authority's Engineer for Supervision of
"Construction of 2-Lane Road of Potin-Pangin section of NH-'13 (Package-B) (Design Chainage
from Km 117.560 to Km 247.050) on EPC mode in the state of Arunachal Pradesh under
Arunachal Pradesh Package of SARDP-NE".

The Authority's Engineer vide letter no MSV-SITC/MoRIh/AP/P-P Pkg-B/2025-2611157
dated 77.07.2025 has informed that Mr. Rakesh Kumar Vidyarthi has discontinued his services
on the project due to personal reasons. He has not adhered to his contractual obtigations and
disengaged from the project unitateratty. He was deptoyed on the project site after approval
accorded by the Authority vide letter no. SARDP-NE/P-P/Pkg-B/NH-13/Ar.Pr: {PWD12018-
19 I 1 16/AE / RO- lt a / 1 4715- 1 7 dated 1 6. 12.2024.

Therefore, as per stipulation of the GCC ctause 4.5.6 of Contract Agreement and as
recommended by the Authority's Engineer, Mr. Rakesh Kumar Vidyarthi is hereby
debarred/btacktisted from participation in future projects of MoRTH (inctuding atl agencies of
MoRTH) for a period of 7 years from the date of issue this notice.
