Sub: Declaration of additional 53 taluks as drought affected for the Kharif 2026 season (assessment period 1st June 2026 to 16th September 2026).

Ref: 1. Integrated Drought Assessment by KSNDMC for the Period from 1st June to 16th September 2026.

2. Notification for undertaking Ground Truthing for additional 53 taluks, dated: 17-09-2026.

3. Notification of even number dated 27th August reg. declaration of 101 taluks as drought affected.

Preamble:

Pursuant to the Ground Truthing Notification of even number dated 14th August 2026, Ground Truthing (GT) was undertaken in respect of 102 taluks that had qualified under Stage-II assessment. Subsequently, based on the integrated assessment and the findings of the Ground Truthing, 101 taluks were declared drought-affected vide

notification dated:27.08.2026 of which 89 taluks were categorized as severely affected and 12 taluks as moderately affected.

Further, KSNDMC carried out a scientific assessment of the drought parameters prescribed under the Manual for Drought Management 2020 for the period from 1st

(1)2 June to 2nd September 2026 in respect of the remaining 139 taluks. Based on the KSNDMC Integrated Drought Assessment, comprising Trigger-1 (Mandatory Indicators) and Trigger-2 (Impact Indicators), 24 taluks qualified for Step-3: Ground Truthing. Consequently, Ground Truthing of these 24 taluks was undertaken.

Subsequently, based on the integrated assessment and the findings of the Ground Truthing, 23 taluks were declared drought-affected vide notification dated:17.09.2026, of which 21 taluks were categorized as severely affected and 2 taluks as moderately affected.

As stated in the earlier notification, drought assessment is a continuous process and is required to continue until the end of the South-West Monsoon period.

Accordingly, KSNDMC has carried out a further scientific assessment of the drought parameters prescribed under the Manual for Drought Management 2020 for the period from 1st June to 16th September 2026 in respect of the remaining 115 taluks. Based on the KSNDMC Integrated Drought Assessment, comprising Trigger-1 (Mandatory Indicators) and Trigger-2 (Impact Indicators), 53 taluks across 17 districts have qualified for Step-3: Ground Truthing.

Consequently, as per the notification referred to at Sl. No.2 above, GT was undertaken using Mobile application. GT covered 574 villages covering 53 taluks. The findings of the Ground Truthing exercise were shared with KSNDMC and incorporated into the Integrated Drought Assessment in accordance with the three-stage methodology prescribed under the Manual for Drought Management, 2020, comprising Stage 1 – Mandatory Indicators, Stage 2 – Impact Indicators and Stage 3 – Ground Truthing.

Based on the integrated assessment and the findings of the Ground Truthing exercise, 53 taluks have qualified for declaration as drought-affected, out of which 51 has been categorized as severely affected and rest of the 2 taluks as moderately affected. As per Clause 3.4 of the Manual for Drought Management, 2020, the State Government shall declare drought through a notification clearly specifying the geographical extent and administrative units, such as taluks, and indicating the intensity of drought, i.e., Moderate or Severe. Hence, the following order.

In the circumstances explained above, and based on the scientific assessment undertaken in accordance with the parameters prescribed under the Manual for Drought Management, 2020, sanction of the Government is hereby accorded for the declaration of additional 53 taluks, as detailed in the Annexure, as drought-affected for Kharif3

2026. Of these 53 additional taluks, 51 taluks are categorised as severely drought- affected and 2 taluks as moderately drought-affected, as per the assessed severity of drought. The declaration shall take effect immediately from the date of this order and remain in force for a period of six months, unless revoked earlier by the State Government.

The Deputy Commissioners-cum-Chairpersons of the District Disaster Management Authorities of declared taluks are authorised to undertake necessary drought relief and response measures in accordance with the prevailing SDRF items and norms of assistance.

Further, the Commissioner Agriculture, Director Horticulture and the concerned Deputy Commissioners are directed to undertake a joint survey of crop loss in the drought-affected taluks and submit the assessment reports to the Government in the prescribed format forthwith.

It is reiterated that KSNDMC shall continue to undertake weekly assessment of drought conditions until the end of the Kharif 2026 season. Accordingly, notifications for declaration of additional taluks as drought-affected will be issued from time to time during the Kharif 2026 season, as and when the taluks qualify based on the prescribed assessment process and Ground Truthing.
