1. संजक्षप्त नाम और प्रारंभ -
(1) इन जनयमों को दिल्ली जवजधक माप जवज्ञान (सरकार द्वारा अनमु ोदित परीक्षण केन्द्द्र) सिं ोधन जनयम, 2026 कहा िाएगा।

2. जनयम 2 का सिं ोधन- दिल्ली जवजधक माप जवज्ञान (सरकार द्वारा अनुमोदित परीक्षण केन्द्द्र) जनयम, 2026 (जिसे आग े “मूल जनयम” कहा गया ह)ै के जनयम 2 म,ें उप-जनयम (1) म,ें खंड (g) के पश्चात ्जनम्नजलजखत खंड अंतःस्ट्थाजपत दकए िाएंग,े अथाात:् — “(h) “स्ट्व-प्रमाणन” (Self-Certification) स े आिय उस उपयोगकता/ास्ट्वामी, िो दकसी बाट या माप के पुनःसत्यापन के जलए उत्तरिायी ह,ै जनयत्रं क द्वारा जनधााठरत प्ररूप और रीजत म ें की गई ऐसी घोषणा स े ह,ै जिसम ें यह प्रमाजणत दकया िाता ह ै दक उि बाट या माप अजधजनयम, उसके अधीन बनाए गए जनयमों तथा उनके अधीन जनधााठरत मानकों या जवजनिेिों की लाग ू आवयकताओं के अनरूु प ह;ै
(i) “िोजखम श्रणे ी” (Risk Category) स े आिय ऐसी जवजनयामक वगीकरण प्रणाली स े ह,ै जिसके अंतगात यंत्रों को उनकी िठटलता, जघसावट या धोखाधडी के प्रजत संवेिनिीलता तथा उपभोिाओं और व्यापार पर उनके समग्र प्रभाव के आधार पर समूहबद्ध दकया िाता ह।ै ”
3. जनयम 5 का सिं ोधन-
(1) मूल जनयमों के जनयम 5 के उप-जनयम (1) म,ें — “प्रजत बाट या माप प्रजत वष ा िो लाख पचास हिार रुपय े(₹2,50,000/-) का िल्ु क िये होगा” िब्िों के स्ट्थान पर जनम्नजलजखत िब्ि रखे िाएंगे, अथाात:् — “बाट या माप की प्रत्यके उपकरण श्रणे ी के सबं धं म ेंिो लाख रुपय े (₹2,00,000/-) का िल्ु क िये होगा।”
(2) मूल जनयमों के जनयम 5 के उप-जनयम (6) म,ें — “इन जनयमों के अधीन प्रिान की गई अनुमोिन प्रारंभ में एक कैलेंडर वषा की अवजध के जलए वैध रहगे ी और तत्पश्चात ् इन जनयमों म ेंजवजनर्दिष्ट रूप म ें नवीकृत की िा सकेगी।” िब्िों के स्ट्थान पर जनम्नजलजखत िब्ि रखे िाएंगे, अथाात:् — “इन जनयमों के अधीन प्रिान की गई अनुमोिन तब तक जनरंतर वैध रहगे ी, िब तक दक इन जनयमों के उपबंधों के अनुसार जनयंत्रक द्वारा उसे जनलंजबत या जनरस्ट्त नहीं दकया िाता:
परंत ु यह दक सरकार द्वारा अनुमोदित परीक्षण केन्द्द्र द्वारा प्रत्येक कैलेंडर वषा के प्रथम माह के िौरान बाट या माप की प्रत्येक उपकरण श्रेणी के संबंध म ें िस हिार रुपय े(₹10,000/-) का वार्षषक िुल्क अिा दकया िाएगा।”
4. जनयम 6 का लोप - मूल जनयमों के जनयम 6 का लोप दकया िाएगा।
5. जद्वतीय अनसु चू ी का सिं ोधन - मूल जनयमों की जद्वतीय अनसु चू ी म,ें सरकार द्वारा अनमु ोदित परीक्षण केन्द्द्र के अनमु ोिन के जलए आवेिन म,ें — “प्रजत बाट या माप प्रजत वष ा िो लाख पचास हिार रुपय े(₹2,50,000/-) का िल्ु क िये होगा” िब्िों के स्ट्थान पर जनम्नजलजखत िब्ि रखे िाएंगे, अथाात:् — “बाट या माप की प्रत्यके उपकरण श्रणे ी के सबं धं म ेंिो लाख रुपय े (₹2,00,000/-) का िल्ु क िये होगा।”
6. चतथु ाअनसु चू ी का सिं ोधन - मूल जनयमों की चतथु ाअनसु चू ी म,ें सरकार द्वारा अनमु ोदित परीक्षण केन्द्द्र के प्रमाण-पत्र म,ें — “वधै ता की अवजध: ................................................................................” िब्िों का लोप दकया िाएगा।
7. छिी अनसु चू ी का प्रजतस्ट्थापन - मूल जनयमों की छिी अनसु चू ी के स्ट्थान पर जनम्नजलजखत अनुसूची रखी िाएगी, अथाात:् —[PART IV DELHI GAZETTE : EXTRAORDINARY 3 छिी अनसु चू ी [जनयम 20 िेख]ें सत्यापन एव ं मद्रु ाकं न के जलए िोजखम श्रणे ी का वगीकरण क्र. िोजखम का बाट एव ंमाप सबं धं ी वस्ट्तएु ँ स.ं वगीकरण
1. उच्च िुद्धता वग ा तथा जविेष िुद्धता वाले यांजत्रक एव ं इलेक्रॉजनक, िोनों प्रकार के वग ा I एव ं II के तौल यंत्र।
2. टोटलाइजिग मिीन।
3. आयतनजमतीय मापन यंत्र।
4. फ्लो/बल्क मीटर।
5. स्ट्वचाजलत रेल वेजिि।
6. स्ट्वचाजलत ग्रेजवमेठरक दफजलग यंत्र (जिसमें जमलीलीटर या लीटर अथवा उसके गणु कों म ें भरन े वाले यंत्र सजममजलत ह)ैं ।
7. असतत टोटलाइजिग स्ट्वचाजलत तौल यंत्र (टोटलाइजिग हॉपर वेट्स)। 01 उच्च िोजखम
8. संपीजडत प्राकृजतक गैस (Compressed Natural Gas)।

NOTIFICATION Delhi, the 5th October, 2026 F. No. 12(3)/W&M/Enforcement/2026/1452.— In exercise of the powers conferred by sub-section (1) read with clause (e) of sub-section (2) of section 53 and sub-section (3) of section 24 read with clause (q) of section 2 of the Legal Metrology Act, 2009 (1 of 2010), the Lieutenant Governor of the National Capital Territory of Delhi, hereby makes the following amendment in the Delhi Legal Metrology (Government Approved Test Centre) Rules, 2026 namely;[PART IV DELHI GAZETTE : EXTRAORDINARY 5 DELHI LEGAL METROLOGY (GOVERNMENT APPROVED TEST CENTRE) AMENDMENT RULES, 2026
1. Short title and commencement —
(1) These rules shall be called the Delhi Legal Metrology (Government Approved Test Centre) Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of Rule 2 - In the Delhi Legal Metrology (Government Approved Test Centre) Rules, 2026 (hereinafter referred to as the “principal rules”), in rule 2, in sub-rule (1), after clause (g), the following clauses shall be inserted, namely:— “(h) “Self-Certification” means a declaration by the user/owner responsible for re-verification of a weight or measure, in such form and manner as may be specified by the Controller, certifying that such weight or measure conforms to the applicable requirements of the Act, the rules made thereunder and the standards or specifications prescribed thereunder;
(i) “Risk Category” means a regulatory classification system to group instruments based on their complexity, susceptibility to wear or fraud, and their overall impact on consumers and trade”.
3. Amendment of Rule 5 —
(1) In rule 5 of the principal rules, in sub-rule (1), for the words— “A fee of Rs. Two Lakh Fifty Thousand (Rs. 2,50,000/-) per weight or measure per year will be paid” the following words shall be substituted, namely:— “A fee of Rs. Two Lakh (Rs. 2,00,000/-) in respect of each equipment category of weight or measure will be paid”.
(2) In rule 5 of the principal rules, in sub-rule (6), for the words— “Approval granted under these rules shall initially remain valid for a period of one calendar year and may thereafter be renewed as specified in these rules.” the following words shall be substituted, namely:— “The approval granted under these rules shall remain valid perpetually unless suspended or revoked by the Controller
in accordance with the provisions of these rules:
Provided that the Government Approved Test Centre shall pay an annual fee of Rupees Ten Thousand (₹ 10,000/-) in respect of each equipment category of weight or measure per year, during the first month of every calendar year”.
4. Omission of rule 6 —
Rule 6 of the principal rules shall be omitted.
5. Amendment of Second Schedule — In the Second Schedule to the principal rules, in the Application for Approval of Government Approved Test Centre, for the words— “A fee of Rs. Two Lakh Fifty Thousand (Rs. 2,50,000/-) per weight or measure per year will be paid” the following words shall be substituted, namely:— “A fee of Rs. Two Lakh (Rs. 2,00,000/-) in respect of each equipment category of weight or measure will be paid”.
6. Amendment of Fourth Schedule — In the Fourth Schedule to the principal rules, in the Certificate of Government Approved Test Centre, the words— “Valid up to:................................................................................” shall be omitted.
7.
