L.-33004/99 सी.जी.-एम.एच.-अ.-03042024-253526 CG-MxHx-xEG-I0D3H0x4x2x0 24-253526 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 224] नई ददल्ली, मगं लिार, अप्रलै 2, 2024/चत्रै 13, 1946 No. 224] NEW DELHI, TUESDAY, APRIL 2, 2024/CHAITRA 13, 1946 परमाण ुऊजा ा जिभाग अजधसचू ना मुंबई, 2 अप्रैल, 2024 सा.का.जन. 238(अ).—राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परन् तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए, परमाण ु ऊजाा जिभाग म ें अिर श्रेणी जलजपक के पद पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनात े ह,ैं अथाात:- 1. सजं िप्त नाम तथा प्रारंभ - (1) इन जनयमों का संजिप्त नाम परमाणु ऊजाा जिभाग (अिर श्रेणी जलजपक) भती जनयम, 2024 ह ै। (2) य ेराजपत्र म ें प्रकािन की तारीख को प्रिृत्त होंग े । 2. पदों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर - उि पद की संख्या, उसका िगीकरण और उससे सलं ग्न िेतन मैट्ररक्स म ेंस्ट्तर िह होगा जो इन जनयमों स े उपाबद्ध अनसु ूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ें जिजनर्ददष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहता ाएँ, आदद - उि पद पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें िे होगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्ददष्ट ह।ैं 2392 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहता ा - िह व्यजि- (क) जजसने ऐसे व्यजि स े जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया ह,ै या जििाह की संजिदा की ह,ै (ख) जजसने अपन े पजत या अपनी पत्नी के जीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजिदा की ह,ै उि पदों म ें स े दकसी पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान स ेछूट दे सकेगी । 5. प्रारंजभक गठन - ऐस े पदधारी जो इन जनयमों के प्रारंभ होने स े ठीक पहल े जनयजमत आधार पर अिर श्रेणी जलजपक का पद धारण कर रह े ह ैं इन जनयमों के उपबंधों के अनुसार जनयुि दकए गए समझे जाएंगे और उनके द्वारा संबंजधत श्रेजणयों म ें की गई उनकी जनयजमत और जनरंतर सेिा को परीिीिा, प्रोन्नजत, पुजष्ट और पेंिन के जलए अहका सेिा के प्रयोजनों के जलए गणना म ेंजलया जाएगा। 6. जिजथल करन े की िजि - जहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए जो कारण ह ैंउन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी। 7. व्यािजृ त्त - इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूि ासैजनकों और अन्य जििेष प्रिगा के व्यजि यों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम पदों की सख्ं या िगीकरण िते न मट्रै रक्स म ेंस्ट्तर चयन पद अचयन पद (1) (2) (3) (4) (5) 1. अिर श्रेणी 76*(2024) साधारण केंरीय सेिा, स्ट्तर -2 चयन पद। जलजपक * कायाभार के आधार समूह 'ग', अराजपजत्रत, (19900-63200 पर पट्ररितान दकया जा अनुसजचिीय। रु.)। सकता ह।ै सीध े भती दकए जान ेिाल े व्यजियों के जलए आय-ु सीमा। सीध े भती दकए जान े िाल े व्यजियों के जलए अपजे ित िजै िक और अन्य अहता ाएं। (6) (7) लाग ू नहीं होता। लाग ू नहीं होता।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 सीध े भती दकए जान े िाल े व्यजियों के परीिीिा की अिजध, भती की पद्धजत - भती सीध े होगी या प्रोन्न जत द्वारा या जलए जिजहत आय ु और िजै िक अहताएा ं यदद कोई हो । प्रजतजनयजु ि /आमले न द्वारा और जिजभन्न पद्धजतयों द्वारा प्रोन्न त व्य जियों की दिा म ेंलाग ू होंगी भरी जान े िाली ट्ररजियों का प्रजतितता। या नहीं। (8) (9) (10) लाग ू नहीं होता। एक िषा प्रोन्नजत द्वारा प्रोन्न जत या प्रजतजनयजु ि/आमले न द्वारा भती की दिा यदद जिभागीय प्रोन्न जत सजमजत भती करन े म ें दकन म ें ि े श्रजे णया ं जजनस े प्रोन्न जत या प्रजतजनयजु ि/आमले न (प्रोन्नजत पर जिचार करन े के जलए) पट्ररजस्ट्थजतयों म ें सघं लोक दकया जाएगा। ह ै तो उसकी सरं चना । सेिा आयोग स े परामि ा दकया जाएगा। (11) (12) (13) जिभागीय अहका परीिा के माध्यम स े प्रोन् नजत:- समूह 'ग' जिभागीय प्रोन्न जत लाग ू नहीं होता। सजमजत (प्रोन् नजत पर जिचार करने िेतन मैट्ररक्स के स्ट्तर 1 (18000-56900 रु.) म ें के जलए) जजसम ें जनम्नजलजखत समूह 'ग' कमाचाट्ररयों म ें स े इनका चयन दकया जाएगा, सजममजलत ह:ैं जजनके पास 12िीं किा उत्तीणा या समतुल्य अहता ा ह ै और जजन्होंने उस श्रणे ी म ें तीन िषा की जनयजमत सेिा 1. संबंजधत इकाई के मुख्य प्रदान की ह।ै प्रिासजनक अजधकारी - िांछनीय: अंग्रेजी टंकण म ें न्यूनतम तीस िब्द प्रजत अध्यि; जमनट की गजत। 2. संबंजधत इकाई के उप लेखा ट्रटप्पण 1 - प्रोन् नजत के जलए पात्रता की अिजध की जनयंत्रक - सदस्ट्य; गणना करन े की जनणाायक तारीख ट्ररजि िष ा की 1 3. अन्य घटक इकाई स े प्रिासजनक जनिरी होगी। काडर म ें समूह 'क' ट्रटप्पण 2 – जिभागीय अहका परीिा के माध्यम स े अजधकारी- सदस्ट्य। चयन के जलए परमाणु ऊजा ा जिभाग द्वारा आयोजजत जलजख त या िस्ट्तुजनष्ठ परीिा सजममजलत ह।ै ट्रटप्पण 3 - प्रोन् नत व्यजियों को पट्ररिीिा अिजध के दौरान प्रिासजनक प्रजििण संस्ट्थान, परमाणु ऊजाा जिभाग स े प्रजििण प्राप्त करना होगा। ट्रटप्पण 4 - जहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जजन्होंने अपनी अहका /पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया जा रहा हो, िहा ं उनके ज्येष्ठ व्यजियों के संबंध म ें भी जिचार दकया जाएगा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परंतु यह तब जब दक उसके द्वारा की गई ऐसी अहका /पात्रता सेिा, अपेजित अहका /पात्रता सेिा के आधे स े अजधक स े या दो िषा स,े इनम ें स े जो भी कम हो, कम न हो और उन्होंन े अपने ऐस े कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी अहका /पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रणे ी म ें प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो। [फा. सं. 19/2/2023-सीसीएस/4932] ए. आर. सुल,े अपर सजचि DEPARTMENT OF ATOMIC ENERGY NOTIFICATION Mumbai, the 2nd April, 2024 G.S.R. 238(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in the Department of Atomic Energy, namely:- 1. Short title and commencement. - (1) These rules may be called the Department of Atomic Energy (Lower Division Clerk) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial constitution. - The incumbents holding the posts of Lower Division Clerk immediately before the commencement of these rules shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service in their respective grades shall be counted for the purposes of probation, qualifying service for promotion, confirmation and pension.[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
