L.-33004/99 सी.जी.-एम.एच.-अ.-03042024-253525 CG-MxHx-xEG-I0D3H0x4x2x0 24-253525 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 223] नई ददल्ली, मगं लिार, अप्रलै 2, 2024/चत्रै 13, 1946 No. 223] NEW DELHI, TUESDAY, APRIL 2, 2024/CHAITRA 13, 1946 परमाण ुऊजा ा जिभाग अजधसचू ना मुंबई, 2 अप्रैल, 2024 सा.का.जन. 237(अ).—राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परन् तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए, परमाणु ऊजाा जिभाग म ें आिुजलजपक श्रणे ी 'घ' के पदों पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनात े ह,ैं अथाात्:- 1. सजं िप्त नाम तथा प्रारंभ - (1) इन जनयमों का संजिप्त नाम परमाण ु ऊजा ा जिभाग (आिुजलजपक श्रणे ी 'घ') भती जनयम, 2024 ह।ै (2) य ेराजपत्र म ें प्रकािन की तारीख को प्रिृत्त होंग े । 2. पदों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर - उि पद की संख्या, उसका िगीकरण और उससे सलं ग्न िेतन मैट्ररक्स म ेंस्ट्तर िह होगा जो उि अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ें जिजनर्ददष्ट ह।ै 3. भती की पद्धजत, आय-ु सीमा, अहता ाएं, आदद - उि पद पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें िे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजनर्ददष्ट ह।ैं 2391 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. प्रारंजभक गठन - ऐसे पदधारी जो इन जनयमों के प्रारंभ होने स े ठीक पहले जनयजमत आधार पर आिुजलजपक श्रेणी 'घ' का पद धारण कर रह ेह ैंइन जनयमों के उपबंधों के अनसु ार जनयुि दकए गए समझे जाएंगे और उनके द्वारा संबंजधत श्रेजणयों म ें की गई उनकी जनयजमत और जनरंतर सेिा को परीिीिा, प्रोन्नजत, पुजष्ट और पेंिन के जलए अहका सेिा के प्रयोजनों के जलए गणना म ेंजलया जाएगा। 5. जनरहता ा - िह व्यजि- (क) जजसने ऐसे व्यजि स े जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया ह,ै या जििाह की संजिदा की ह,ै (ख) जजसने अपन े पजत या अपनी पत्नी के जीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजिदा की ह,ै उि पदों म ें स े दकसी पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान स ेछूट दे सकेगी । 6. जिजथल करन े की िजि - जहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए जो कारण ह ैंउन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी। 7. व्यािजृ त्त - इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूि ासैजनकों और अन्य जििेष प्रिगा के व्यजि यों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम पदों की सख्ं या िगीकरण िते न मट्रै रक्स म ेंस्ट्त र चयन पद या अचयन पद (1) (2) (3) (4) (5) आिुजलजपक 179*(2024) साधारण केंरीय सेिा, स्ट् तर-4 (25500- लाग ू नहीं होता श्रेणी 'घ' * कायाभार के आधार पर समूह 'ग', अराजपजत्रत, 81100) । पट्ररितान दकया जा सकता अनुसजचिीय पद। ह।ै सीध े भती दकए जान ेिाल े व्यजियों के जलए आय-ु सीमा । सीध े भती दकए जान े िाल े व्यजियों के जलए अपजे ित िजै िक और अन्य अहता ाएं। (6) (7) 18 और 27 िषा के बीच (केन्रीय सरकार द्वारा जारी दकए गए अनुदेिों दकसी मान्यता प्राप्त बोडा या जिश्वजिद्यालय स े या आदिे ों के अनुसार सरकारी कमाचाट्ररयों के जलए चालीस िषा तक 12 िीं उत्तीणा या समतुल्य परीिा। जिजथल की जा सकती ह)ै ट्रटप्पण -1 : आय ु सीमा अिधाट्ररत करने के जलए जनणाायक तारीख भारत म ें अभ्यर्थथयों स े आिेदन प्राप्त करने के जलए जनयत की गई अजं तम तारीख ट्रटप्पण : कंप्यूटर पर अग्रं ेजी म ें दस जमनट की होगी और न दक िह अंजतम तारीख जो असम, मेघालय, अरुणाचल प्रदेि, अिजध के अस्ट्सी िब्द प्रजत जमनट पचास जमनट म ें जलप् यतं रण करना होंगे। जमजोरम, मजणपुर, नागालडैं , जत्रपुरा, जसदिम, जहमाचल प्रदेि के लाहोल और स्ट्पीजत जजल े तथा लद्दाख संघ राज्य ित्रे , अंदमान और जनकोबार द्वीप[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 या लिद्वीप के अभ्यर्थथयों के जलए जिजहत की गई ह।ै सीध े भती दकए जान े िाल े व्यजियों के परीिीिा की भती की पद्धजत - भती सीध े होगी या प्रोन्न जत द्वारा या जलए जिजहत आय ु और िजै िक अहताएा ं अिजध, यदद प्रजतजनयजु ि /आमले न द्वारा और जिजभन्न पद्धजतयों द्वारा भरी प्रोन्न त व्य जियों की दिा म ें लाग ू कोई हो। जान े िाली ट्ररजियों का प्रजतितता। होंगी या नहीं। (8) (9) (10) आय ु– नहीं। एक िषा i) दस प्रजतित जिभागीय अहका परीिा के माध्यम स े प्रोन् नजत द्वारा जजसके न हो सकने पर सीधी भती अहता ा – हां। द्वारा; और ii) सीधी भती द्वारा नब् बे प्रजतित। प्रोन्न जत या प्रजतजनयजु ि/आमले न द्वारा भती की दिा म ें ि े यदद जिभागीय प्रोन्न जत सजमजत ह ै भती करन े म ें दकन श्रजे णया ं जजनस े प्रोन्न जत या प्रजतजनयजु ि/आमले न दकया तो उसकी सरं चना । पट्ररजस्ट्थजतयों म ें सघं जाएगा। लोक सिे ा आयोग स े परामि ा दकया जाएगा। (11) (12) (13) जिभागीय अहका परीिा के माध्यम स े प्रोन् नजत: क) समूह 'ग' जिभागीय प्रोन्नजत लाग ू नहीं होता। िेतन मैट्ररक्स के स्ट्तर - 2 (19900-63200 रु.) म ें ऐस े सजमजत (प्रोन्नजत पर जिचार करन े अिर श्रणे ी जलजपक जजन्होंने उस श्रेणी म ें दो िषा की के जलए) जजसम ें जनम्नजलजखत जनयजमत सेिा की ह ै। सजममजलत ह:ैं सीधी भती द्वारा : 1. जनदेिक (कार्थमक या प्रिासन) पात्र अन्यर्थथयों का चयन परमाणु ऊजाा जिभाग या दकसी अन्य भती अजभकरण द्वारा आयोजजत जलजख त/िस्ट्तुजनष्ठ या प्रमुख, कार्थमक प्रभाग या परीिा और आिुजलजप कौिल परीिा के माध्यम स े संबंजधत इकाई के मुख्य होगा। प्रिासजनक अजधकारी - ट्रटप्पण 1 - प्रोन्नजत के जलए पात्रता की अिजध की गणना अध्यि; करने की जनणाायक तारीख ट्ररजि िष ा की 1 जनिरी होगी। 2. सबं ंजधत इकाई के उप लेखा ट्रटप्पण 2 – स्ट्तंभ (7) के अनसु ार जिभागीय अहका परीिा जनयंत्रक- सदस्ट्य; के माध्यम स े चयन म ें जलजख त/िस्ट्तुजनष्ठ परीिा और 3. परमाण ु ऊजा ा जिभाग की आिुजलजप कौिल परीिा सजममजलत ह।ै संघटक इकाइयों म ें से एक स े ट्रटप्पण 3 – प्रोन् नत और सीधी भती के व्यजियों को प्रिासजनक अजध कारी-III / उप पट्रर िीिा अिजध के दौरान प्रिासजनक प्रजििण संस्ट्थान, स्ट्थापना अजध कारी समूह 'क' परमाणु ऊजाा जिभाग स ेप्रजििण प्राप्त करना होगा। अजधकारी- सदस्ट्य। ट्रटप्पण 4 - जहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जजन्होंन े अपनी अहका /पात्रता सेिा परू ी कर ली ह,ै प्रोन्नजत के जलए ख) समूह ‘ग’ जिभागीय पुजष्ट जिचार दकया जा रहा हो, िहां उनके ज्यष्ठे व्यजियों के सजमजत (पुजष्ट पर जिचार संबंध म ें भी जिचार दकया जाएगा परंत ु यह तब जब दक करने के जलए) जजसम ें उसके द्वारा की गई ऐसी अहका /पात्रता सेिा, अपेजित जनम्नजलजखत सजममजलत ह ैं: अहका /पात्रता सेिा के आध े से अजधक स े या दो िषा स,े इनम ें 1. जनदेिक (कार्थमक या प्रिासन) स े जो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कजनष्ठ या प्रमुख, कार्थमक प्रभाग या व्यजियों सजहत, जजन्होंने ऐसी अहका /पात्रता सेिा पहले ही संबंजधत इकाई के मुख्य पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए प्रिासजनक अजधकारी -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अपनी पट्ररिीिा की अिजध सफलतापूिाक परू ी कर ली हो। अध्यि; 2. संबंजधत इकाई के उप लेखा जनयंत्रक- सदस्ट्य; 3. परमाण ु ऊजा ा जिभाग की संघटक इकाइयों म ें से एक स े प्रिासजनक अजध कारी-III / उप स्ट्थापना अजध कारी समूह 'क' अजधकारी- सदस्ट्य। [फा. सं. 19/2/2023-सीसीएस/4934] ए. आर. सुल,े अपर सजचि DEPARTMENT OF ATOMIC ENERGY NOTIFICATION Mumbai, the 2nd April, 2024 G.S.R. 237(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Stenographer Grade ‘D’ in the Department of Atomic Energy, namely:- 1. Short title and commencement. - (1) These rules may be called the Department of Atomic Energy (Stenographer Grade ‘D’) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule. 3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Initial constitution - The incumbents holding the posts of Stenographer Grade ‘D’ on regular basis prior to the commencement of these rules shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service in their respective grades immediately before the commencement of these rules shall be counted for the purpose of probation, qualifying service for promotion, confirmation and pension. 5. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
