Department of Biotechnology (DBT) has successfully completed Special Campaign 5.0 held from 2nd October 2025 to 31st October 2025 with enthusiastic and dedicated support of its Divisions, Scientific Units and Autonomous Institutes
The Department of Biotechnology (DBT) successfully completed Special Campaign 5.0 from October 2nd to October 31st, 2025, with a preparatory phase from September 15th to September 30th, 2025. The campaign focused on cleanliness (Swachhata), space management, disposal of pending matters, and e-waste disposal in compliance with E-waste Management Rules 2022.
Key achievements include:
* 100% of the 113 Cleanliness Campaign Sites were covered.
* 72% of Public Grievances and Appeals, with 12 pending Public Grievances and 1 Appeal, were disposed of.
* Record Management: 89% of 28,710 physical files and 100% of 20,133 e-files were reviewed; 83% of 10,974 files were weeded out.
* Space Management: 77,378 sq. ft. of office space was freed (100%).
* Revenue: ₹31,28,344/- (100%) was generated through e-waste and scrap disposal.
The Ministry organized activities such as 'Waste to Art Competitions', drawing and poster making competitions, Sharamdaan, Swachhata Pledge, and Waste Segregation awareness campaigns.
The campaign's progress was reviewed by the Secretary and Joint Secretary & Nodal Office. The Nodal Officer, Joint Secretary (Admn.), DBT, participated in a Panel Discussion at IIPA on October 29th, 2025. All activities were publicized via social media. The campaign’s preparatory phase was held from 15- 30 September 2025, and the main phase was
carried out from 02nd - 31 October, 2025. Apart from overall cleanliness (Swachhata) of workplaces,
space management, and optimum disposal of pending matters, the focus area of Special Campaign 5.0
was on disposal of e-waste generated in Government Offices in compliance of E-waste Management
Rules 2022.
The Department has registered significant achievements in Cleanliness, Grievance Redressal,
Record Management, and scrap disposal, as under: -

The Progress of the campaign has been regularly reviewed by Secretary and Joint Secretary & Nodal
Office for the campaign. The Nodal Officer i.e. Joint Secretary (Admn.), Department of
Biotechnology (DBT) also participated in the Panel Discussion held on 29th October, 2025 at Indian
Institute of Public Administration (IIPA) as part of media plan for effective implementation of Special
Campaign 5.0.
All activities conducted throughout the period were widely publicized online through social media
platforms (X, Facebook, Instagram) by the Department to ensure widespread participation in the
Special Campaign 5.0. The Department has made sincere and dedicated efforts to achieve the the
targets identified during the preparatory phase and to ensure saturation of Swachhata in all the offices
related to Department of Biotechnology.
