## Policy Summary: Nationwide Digital Life Certificate Campaign 4.0
The Department of Pension & Pensioners' Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, will conduct the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from November 1st to 30th, 2025. This campaign aims to promote digital empowerment of pensioners by leveraging Face Authentication technology for DLC submissions.
Building upon the success of previous campaigns, DLC Campaign 4.0 adopts a saturation model to reach an estimated 2 crore DLC submissions. It will expand its reach to over 1850 districts, cities, and towns across India, significantly exceeding the 845 cities covered in the previous Campaign 3.0 in November 2024, which recorded 1.62 crore DLC submissions. The campaign will take place across 2500 camp locations.
The DoPPW has issued comprehensive guidelines for the campaign via O.M. dated July 30, 2025. The initiative involves collaborative efforts from Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners' Welfare Associations, CGDA, DoT, Railways, DoP, EPFO, UIDAI, and MeitY. IPPB will establish camps at 1600 District/Sub-divisional Post offices, utilizing its network of 1.8 lakh postmen and Gramin Dak Sewaks and also provide doorstep DLC services. Nineteen Pension Disbursing Banks will host camps in 315 cities at over 900 locations. Fifty-seven Pension Welfare Associations will mobilize pensioners for the camps. Ministries/Departments including Do Telecommunications, Ministry of Railways, Do Posts, Ministry of Defence CGDA EPFO will also organize camps nationwide at designated locations.
State-wise and Bank-wise distribution of camp locations are detailed in the original announcement. For instance, Uttar Pradesh will have camps in 170 cities/towns, with State Bank of India hosting camps in 82 of those locations. Madhya Pradesh will have camps in 127 cities/towns, with Punjab National Bank hosting camps in 31 locations.

Digital Life Certificate Campaign which will be held in more than 1850 districts/cities/towns (2500 camp
locations) across India from November 1-30, 2025. The department has notified comprehensive guidelines for

Disbursing Banks, India Post Payments Bank, Pensioners’ Welfare Associations, CGDA, DoT, Railways,

Today, Shri. V. Srinivas, Secretary, DoPPW reviewed preparations for the forthcoming campaign. It is
informed that. IPPB will be holding Camps at 1600 District/Sub-divisional Post offices through its vast
network of 1.8 lakh postmen and Gramin Dak Sewaks. IPPB also provides doorstep DLC services. 19 Pension
Disbursing Banks will also hold camps at 315 cities at more than 900 locations. 57 Pension Welfare
Associations will play a crucial role by mobilizing pensioners for the camps. Concerned
Ministries/Departments, i.e. D/o Telecommunications, Ministry of Railways, D/o Posts, Ministry of Defence
(CGDA) & EPFO will also organize camps throughout the country at identified locations.
