L.-33004/99 सी.जी.-डी.एल.-अ.-10092024-257035 CG-DxLx-xEG-I1D0H0x9x2x0 24-257035 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 509] नई दिल्ली, सोमिार, जसतम्ब र 9, 2024/भाद्र 18, 1946 No. 509] NEW DELHI, MONDAY, SEPTEMBER 9, 2024/BHADRA 18, 1946 खान मंत्रालय अधिसचू ना नई दिल् ली, 5 जसतम्ब र, 2024 सा.का.जन. 551(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन् तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और खान मंत्रालय, भारतीय भूिैज्ञाजनक सिेक्षण, समूह ‘क’,’ख’ और ‘ग’, प्रिासजनक िाखा, भती जनयम, 2013, िहां तक इनका संबंध उपमहाजनिेिक (कार्मिक एि ं प्रिासन) के पि से ह,ै को उन बातों के जसिाय अजधक्ांत करते हुए जिन्ह ें ऐसे अजधक्मण से पहले दकया गया ह ै या करने का लोप दकया गया ह,ै खान मंत्रालय, भारतीय भूिैज्ञाजनक सिेक्षण में उपमहाजनिेिक (कार्मिक एिं प्रिासन) के पि की भती पद्धजत को जिजनयजमत करते हुए, एतद्द्वारा जनम्नजलजखत जनयम बनाते ह,ैं अर्ाित : — 1. सजं क्षप्त नाम और प्रारंभ:—(1) इन जनयमों का नाम खान मंत्रालय, भारतीय भूिैज्ञाजनक सिेक्षण, उपमहाजनिेिक (कार्मिक एिं प्रिासन) भती जनयम 2024 ह ै । (2) य े रािपत्र में प्रकािन की तारीख को प्रिृत्त होंगे। 5762 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. पि सख्ं या, िगीकरण, िते न बैंड तर्ा ग्रेड िते न या िते नमान:--उि पि की संख्या, उसका िगीकरण और उसके संबद्ध िेतन मैट्ररक्स में स्ट्तर उि जनयमों के उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) में जिजनर्ििष्ट ह।ैं 3. भती की पद्धजत, आयु सीमा आदि, अहताए,ं —भती की पद्धजत, आयु सीमा और अहति ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जिजनर्ििष्ट ह।ैं 4. जनरहति ा: िह व्यजि— (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व् यजि से जििाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्तु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व् यजि और जििाह के अन् य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलये अन् य आधार ह ैं तो िह दकसी व् यजि को इस जनयम के प्रितिन स े छूट िे सकती ह।ै 5. जिजर्ल करने की िजि: िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामिि करके इन जनयमों के दकसी उंपबंध को दकसी िगि या प्रिगि के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकती ह।ै 6. व्यािजृ त्त: इन जनयमों की कोई बात, ऐसे आरक्षणों, आय ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूि ि सैजनकों और अन्य जििेष प्रिगि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की संख्य ा िगीकरण िेतन बैंड और ग्रेड चयन पि है अर्िा सीधे भती दकए िते न अर्िा अचयन पि िाने िाले व्यजियों िेतनमान के जलये आयु-सीमा 1. 2. 3. 4. 5. 6. उप महाजनिेिक 02*(2024) साधारण केन्द्रीय िेतन मैट्ररक्स में चयन लागू नहीं होता (कार्मिक एिं *कायिभार के आधार सेिा, समूह 'क', स्ट्तर 14 (रू प्रिासन) पर पट्ररितिन दकया 144200- रािपजत्रत, िा सकता ह।ै 218200) अनुसजचिीय सीधी भती दकए िान ेिाल े सीधी भती दकए िान ेिाल े पट्ररिीक्षा की अिजध, यदि कोई भती की पद्धजत : भती सीध े व्यजियों के जलए अपजे क्षत व्यजियों के जलए जिजहत आय ु हो होगी या प्रोन्नजत द्वारा या िजै क्षक और अन्य आहताऐंि और िजै क्षक आहताएि ँ प्रोन्नत प्रजतजनयजु ि या आमले न द्वारा व्यजियों की ििा म ेंलाग ूहोंगी तर्ा जिजभन्न पद्धजतयों द्वारा या नहीं भरे िान ेिाल ेट्ररि पिों की प्रजतितता 7 8 9 10 लागू नहीं होता लागू नहीं होता लागू नहीं होता (I ) पचास प्रजतित प्रोन् नजत द्वारा जिसके न हो सकने पर प्रजतजनयुजि द्वारा ;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ii ) पचास प्रजतित प्रजतजनयुजि द्वारा। प्रोन्नजत द्वारा या प्रजतजनयजुि या आमले न यदि जिभागीय प्रोन्नजत सजमजत ह ैतो उसकी संरचना भती करन ेम ेंदकन द्वारा भती की ििा म ेंि ेश्रजे णया ँजिनस े पट्ररजस्ट्र्जतयों म ें प्रोन्नजत / प्रजतजनयजु ि / आमले न दकया सघं लोक सिे ा िाएगा आयोग स ेपरामि ि दकया िाएगा। 11. 12. 13. प्रोन्नजत : जनिेिक (कार्मिक और प्रिासन) जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत हते ु): दकसी अजधकारी की िेतन मैट्ररक्स में िेतन स्ट्तर -13 1. अध्य क्ष या सिस्ट् य, संघ लोक सेिा आयोग --अध्य क्ष; प्रजतजनयुजि पर (123100-215900 रुपये) में, ग्रेड में तीन जनयुजि करते समय 2. महाजनिेिक, भारतीय भूिैज्ञाजनक सिेक्षण --सिस्ट् य; संघ लोक सेिा िषि की जनयजमत सेिा सजहत और प्रिासन, 3. अपर सजचि, खान मंत्रालय --सिस्ट् य आयोग से परामिि लेखा, स्ट्र्ापना, जिजधक और सतकिता आिश् यक है। मामलों में िो सप्ताह का प्रजिक्षण सफलतापूििक पूरा दकया हो। ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में जिन्होंने अपनी अहकि / पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब ज़ब दक उसके द्वारा की गई ऐसी अहकि / पात्रता सेिा, अपेजक्षत अहकि / पात्रता सेिा के आधे से अजधक से या िो िष,ि इनमें से िो भी कम हो, से कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत जिन्होंने ऐसी अहकि / पात्रता सेिा पहले ही पूरी कर ली ह ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध फलतापूििक पूरी कर ली हो। प्रजतजनयजु ि: केन्द्रीय सरकार अर्िा राज्य सरकार अर्िा संघ राज्यक्षेत्रों के अधीन ऐसे अजधकारी िो: (क) (i) मूल संिगि /जिभाग या संगठन में सििृ पि धारण कर रह ेह;ै या (ii) िेतन मैट्ररक्स में स्ट्तर 13’क’ (रू. 131100-216600) अर्िा मूल संिगि / जिभाग में समतुल्य में उस पि पर जनयुजि के पश्चात उस श्रेणी में िो िषो की जनयजमत सेिा की हो; या (iii) िेतन मैट्ररक्स में स्ट्तर 13 (रू. 123100-215900) अर्िा मूल संिगि / जिभाग/ संगठन में समतुल्य में उस पि पर जनयुजि के पश्चात उस श्रेणी में तीन िषो की जनयजमत सेिा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहति ा और अनुभि रखते हैं: अर्ाित4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक की जडग्री और, (iii) समूह 'क' पि पर पंद्रह िषि का अनुभि जिनमें से प्रिासन अर्िा लेखा अर्िा स्ट्र्ापना अर्िा जिजधक अर्िा सतकिता संबंधी मामलों में तीन िषि का अनुभि। ट्रटप्पण 1: फीडर श्रेणी के जिभागीय अजधकारी िो पिोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर जनयुि व्यजि पिोन्नजत द्वारा जनयुजि के जलए जिचार के पात्र नहीं होंगे। ट्रटप्पण 2: केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि स े ठीक पहले धाट्ररत दकसी अन्य काडर-बाह्य पि पर प्रजतजनयुजि की अिजध सजहत प्रजतजनयुजि की अिजध आमतौर पर तीन िष िसे अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयजु ि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आििे न प्राप्त होने की अंजतम जतजर् को छप्पन िषि से अजधक नहीं होगी। [फा. स.ं 16/1/2019-एम.II] मनीष कुमार, उप सजचि MINISTRY OF MINES NOTIFICATION New Delhi, the 5th September, 2024 G.S.R. 551(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Ministry of Mines, Geological Survey of India, Group-‘A’, ‘B’ and ‘C’, Administrative Stream, Recruitment Rules, 2013, in so far as they relate to the post of the Deputy Director General (Personnel and Administration), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Deputy Director General (Personnel and Administration) in Geological Survey of India, Ministry of Mines, namely:— 1. Short title and commencement. – (1) These rules may be called the Ministry of Mines, Geological Survey of India, Deputy Director General (Personnel and Administration) Recruitment Rules 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person,— (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation: Officer under the Central Government or State Government or Union territory Administrations: (A) (i) holding analogous post on regular basis in the parent Cadre or department or organisation; or (ii) with two years’ service rendered after appointment to the post on regular basis in level 13 A (Rs. 1,31,100- 2,16,600/-) in the pay matrix or equivalent in the parent cadre or department or (iii) with three years’ service rendered after appointment to the post on regular basis in level-13 (Rs.1,23,100-2,15,900/-) in the pay matrix or equivalent in the parent cadre or department or organisation; and (B) possessing the following educational qualifications and experience, namely: - (i) Bachelor’s degree from a recognised University or Institute; and (ii) Fifteen years’ experience in Group A post, out of which three years’ experience should be in Administration or Accounts or Establishment or Legal or Vigilance matters. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
