Mumbai: 23 September 2026 The Directorate General of Taxpayer Services (DGTS), Mumbai Zonal Unit, under the Central Board of Indirect Taxes and Customs (CBIC), Department of Revenue, Ministry of Finance, in association with CGST & Central Excise, Thane Commissionerate, organised an Outreach Programme on “Empowering Taxpayers, Facilitating Compliance” on September 23, 2026.
The programme brought together tax officers, tax professionals, taxpayers, trade and industry representatives and other stakeholders to enhance awareness about GST procedures and compliance and provide a platform for interaction with the tax administration.
The programme commenced with the Welcome Address by Shri Akhilesh Pandey, Commissioner, CGST & Central Excise, Thane Commissionerate. He highlighted the importance of regular taxpayer outreach and engagement in addressing practical difficulties and facilitating better compliance through timely guidance and communication.Shri Sumit Kumar, Principal Additional Director General, DGTS, Mumbai Zonal Unit, delivered the Keynote Address. He highlighted the role of taxpayer outreach in creating awareness, facilitating grievance redressal and strengthening communication between taxpayers and the tax administration. He emphasised the importance of understanding GST Registration, refunds and the appeal process before GSTAT.
The first technical session was conducted by CA Ankit Shah of Vinay Bhushan & Associates, who explained the GST registration framework and refund procedures.
He covered registration requirements, timelines, amendments, cancellation and revocation, Input Tax Credit documentation and refund provisions under Section 54.
The second session, conducted by CA Vinay Bhushan, focused on the e-filing procedure for appeals before the GST Appellate Tribunal (GSTAT). Participants were briefed on filing timelines, pre-deposit requirements, essential documents and the online filing process.
The programme concluded with an interactive discussion on GST compliance, refund-related issues and GSTAT appeals.
With this programme, DGTS, Mumbai Zonal Unit has conducted/participated in 49 outreach programmes since April 2026, comprising 28 Seminars/Webinars/Hybrid events and 21 Interactive Sessions, aimed at promoting tax literacy, voluntary compliance and effective taxpayer services.
