Executive Summary & Key Takeaways

**Summary:** On July 11, 2025, the Reserve Bank of India (RBI) issued a press release regarding draft directions related to the closure of shipping bills in the Export Data Processing and Monitoring System (EDPMS). The EDPMS was introduced in February 2014 to monitor the realization of export proceeds. The system has since been automated to include the flow of shipping bills from Customs via ICEGATE, data from the Express Cargo Clearance System (ECCS) from January 2022, and postal export bill data from January 2025. The RBI aims to simplify the reconciliation process within EDPMS, particularly for exporters of small value goods, due to a significant increase in export transactions flowing into the system. The draft directions address regulatory compliance issues related to reconciling these small value exports. The RBI is soliciting feedback on these draft directions. Stakeholders can submit comments through the "Connect 2 Regulate" section on the RBI website or via email to the address provided in the press release by July 31, 2025, using the subject line "Feedback on draft directions on closure of shipping bills in EDPMS." Further inquiries can be directed to the Department of Communication, Central Office, Shahid Bhagat Singh Marg, Fort, Mumbai – 400 001, or by phone at 022-2266 0502, or via email to helpdocrbi.org.in.
