## Policy Analysis Report: Directorate General of Foreign Trade, Lower Division Clerk Recruitment Rules, 2021 **1. Executive Summary:** This report analyzes the Directorate General of Foreign Trade (DGFT), Lower Division Clerk (LDC) Recruitment Rules, 2021, as published in the Gazette of India. This is a new policy that establishes the rules governing the recruitment process for the post of Lower Division Clerk within the DGFT. The policy specifies the number of posts, classification, pay scale, eligibility criteria, age limits, and methods of recruitment, including direct recruitment through the Staff Selection Commission and internal promotions. The key finding is the formalization of the recruitment process and eligibility criteria for LDCs within the DGFT. **2. Introduction:** The purpose of this report is to provide an informative overview and analysis of the Directorate General of Foreign Trade, Lower Division Clerk Recruitment Rules, 2021, based solely on the text of the official gazette notification. This report aims to clarify the policy's objectives, key provisions, and potential impact. **3. Policy Overview:** * This is a **New Policy**. * **Core Objective(s):** The core objective of this policy is to establish a structured and regulated process for the recruitment of Lower Division Clerks in the Directorate General of Foreign Trade. This includes defining eligibility criteria, age limits, and the methods of recruitment. **4. Background and Rationale:** As this is a new policy, it suggests the need for a formalized framework for recruiting LDCs within the DGFT. The policy replaces previous rules (2011) and likely aims to standardize the recruitment process, ensuring transparency and efficiency in filling these positions. This addresses potential inconsistencies or ambiguities in the previous recruitment procedures. **5. Key Provisions / Changes:** * **Number of Posts, Classification, and Pay Matrix:** The policy establishes that there are 411 Lower Division Clerk positions classified as General Central Service, Group 'C', with a pay level of Level 2 in the pay matrix (Rs. 19900-63200). The number of posts is subject to variation based on workload. * **Age Limit:** The age limit for direct recruitment is between 18 and 27 years, relaxable for government servants as per central government guidelines. Specific age relaxations are provided for different zones (Western, Southern, Eastern, and Northern). * **Disqualification:** The policy disqualifies individuals who have married someone with a living spouse, or who have married while still having a living spouse. However, the Central Government can grant exemptions under specific circumstances. * **Educational Qualifications:** Direct recruits must possess a 12th Class or equivalent qualification from a recognized Board or University. * **Typing Speed:** Direct recruits must demonstrate a typing speed of 35 words per minute (w.p.m.) in English or 30 w.p.m. in Hindi on computer. * **Recruitment Methods:** The policy outlines direct recruitment through the Staff Selection Commission (85% of vacancies). Internal promotions will fill the remaining 15% through Departmental Examination or Seniority cum Fitness. * **Probation:** Newly recruited LDCs will undergo a probation period of two years. * **Relaxation Power:** The Central Government retains the power to relax any provision of these rules for any class or category of persons, provided the reasons are recorded in writing. * **Saving Clause:** The policy explicitly states that it will not affect existing reservations, age relaxations, or other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories. **6. Target Audience and Stakeholders:** The target audience and stakeholders directly affected by this policy include: * Candidates seeking employment as Lower Division Clerks in the DGFT. * Existing Group 'C' employees within the DGFT seeking promotion to the LDC position. * The Staff Selection Commission, responsible for conducting direct recruitment. * The DGFT administration, responsible for implementing the policy. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Directorate General of Foreign Trade (DGFT) is the primary responsible agency. The Staff Selection Commission is involved in direct recruitment. A Departmental Promotion Committee (DPC) is responsible for promotions. * **Timelines or Procedures:** The policy refers to the Staff Selection Commission's (SSC) procedures for direct recruitment. The crucial date for determining the age limit is determined by the SSC or, in the absence of SSC involvement, is the last date for receipt of applications. Internal promotions will be based on examinations and seniority. **8. Expected Outcomes / Impact of Changes:** The intended outcomes of this policy are likely to include: * A more structured and transparent recruitment process for Lower Division Clerks in the DGFT. * Clear eligibility criteria for both direct recruits and internal candidates. * Standardized testing and evaluation procedures. * A consistent approach to recruitment across different DGFT zones. * Improved efficiency and effectiveness in filling LDC vacancies. **9. Conclusion:** The Directorate General of Foreign Trade, Lower Division Clerk Recruitment Rules, 2021, represent a significant step towards formalizing and standardizing the recruitment process for LDCs within the DGFT. The policy outlines specific requirements and procedures, aiming to ensure a fair, transparent, and efficient recruitment process. The policy's impact will be seen in the consistency and quality of LDC recruitment within the DGFT, ultimately supporting the organization's operational efficiency.
