It details the applicability, implementation procedures, eligibility criteria, and reporting requirements for providing financial assistance and restructuring loans to borrowers impacted by such events. The guidelines are effective from April 1, 2026, and require specific actions from SLBC/DCC, AIFIs, and borrowers. **Key Points / Main Content** * **Preliminary Information:** * These guidelines are named the "All India Financial Institutions - Relief Measures in areas affected by Natural Calamities." * Effective date: April 01, 2026. * Applicable to all All India Financial Institutions (AIFIs). * Covers borrowers impacted by natural calamities or external events leading to economic loss. * Definitions of "exposure," "natural calamity," and "date of invocation" are provided. * **General Instructions:** * Directions are effective upon declaration of a natural calamity by Central/State Governments. * SLBC/DCC Responsibilities: * The SLBC convenor must convene a special meeting within 15 days if a large part of the state is affected, or the DCC convenor does so for a smaller area. * Assess the impact of the calamity and determine criteria for identifying affected borrowers and potential moratorium periods. * Communicate decisions immediately to members, the RBI, and relevant financial institutions. * Publicity of decisions by SLBCs/DCCs/AIFIs. * Relief measures are to be reviewed periodically by a specially constituted Task Force/Sub-Committee. * AIFIs must factor the impact of natural calamities into their credit assessments. * **Eligibility and Coverage:** * Only borrowers with accounts classified as 'Standard' and not in default for more than 30 days are eligible. * Borrowers not fulfilling these conditions may still be considered for resolution under other guidelines. * **Resolution Plan:** * The resolution plan may include rescheduling payments, converting interest, or granting a moratorium. * The plan may also propose sanctioning additional finance. * Invocation must be within 45 days of the calamity declaration and implemented within 90 days of invocation. * SLBC/DCC convenor can request a 30-day extension from the RBI under exceptional circumstances. * **Asset Classification, Income Recognition, and Provisioning:** * Borrower accounts classified as 'Standard' may retain this classification if the resolution plan adheres to these guidelines. Accounts that slipped to NPA may be upgraded to "Standard." * After resolution plan implementation, subsequent asset classification is based on RBI's other guidelines. * Interest income recognition is on an accrual basis. AIFIs must make an additional specific provision of 5% of the outstanding debt (subject to a ceiling of 100%). * **Repeated Restructuring:** * Accounts that are restructured under paragraph 22, where a subsequent restructuring is necessitated under these Directions, shall continue to be classified as 'Standard', subject to specific conditions, including cash-basis interest income recognition and additional provisioning. * **Reversal of Provisions:** * Additional provisions may be written back if the borrower pays at least 20% of the outstanding debt without becoming an NPA or undergoing further restructuring. * If the post-restructuring debt is only non-fund-based, provisions can be reversed after one year if the borrower remains non-defaulting. * **Ancillary Measures:** * AIFIs may consider insurance proceeds while restructuring loans. * Interest Subvention/Prompt Repayment Incentive benefits must be made available without exception. * AIFIs should factor in existing relief measures from the Government/States. * Acceptance of alternative land security documents for agricultural loans. * AIFIs may provide further relief, such as waiver/reduction of fees, for up to one year. * **Reporting Requirements:** * The SLBC convenor must upload natural calamity/external event notifications on the CIMS portal within 15 days of the SLBC/DCC meeting. * AIFIs must upload data on relief measures on a half-yearly basis (September 30th and March 31st) on the CIMS portal, or a "NIL" statement if no relief measures were extended. **Impact Analysis** **Stakeholder: All India Financial Institutions (AIFIs)** * **Impact:** AIFIs are required to implement the specified relief measures, adjust their credit policies, and adhere to the prescribed asset classification, income recognition, provisioning, and reporting requirements. * **Action Required:** AIFIs must revise their credit policies to incorporate these guidelines, implement the relief measures, ensure compliance with asset classification and provisioning norms, and submit timely reports on the CIMS portal. **Stakeholder: Borrowers affected by Natural Calamities** * **Impact:** Borrowers who meet the eligibility criteria will have access to relief measures, including loan restructuring, moratoriums, and potentially additional financing. * **Action Required:** Borrowers should apply to their respective AIFIs for relief, providing the necessary documentation and information to support their eligibility. **Stakeholder: State Level Bankers' Committee (SLBC) / District Consultative Committee (DCC)** * **Impact:** SLBC/DCC are required to convene meetings, assess the impact of calamities, determine objective criteria for identifying affected borrowers, and coordinate relief efforts. * **Action Required:** SLBC/DCC convenors must organize special meetings within the specified timeframes, assess the impact of calamities, and communicate decisions to relevant stakeholders.
