सा.का.जन. 407(अ).—ददव्ांगजन अजधकार जनयम, 2017 म ें संिोधन करने के जलए कजतपय जनयमों का
जनम्नजलजखत मसौदा, जजन्ह ें ददव्ांगजन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की उप-धारा (1) और
(2) द्वारा प्रदत्त िजियों का प्रयोग करत े हुए केन्रीय सरकार का प्रस्ट्ताि प्रकाजित करने का ह,ै इसके द्वारा प्रभाजित होन े
िाले संभाजित व्जियों की सूचना के जलए उि धारा की उप धारा (1) द्वारा यथा अपेजित अनुसार एतद्द्वारा प्रकाजित
दकया जाता ह ै और एतद्द्वारा नोरिस ददया जाता ह ै दक आजधकाररक राजपत्र की प्रजतया ाँ जजसम ें यह अजधसूचना प्रकाजित
की गई ह ै और जनता को उपलब्ध करा दी गई ह ै उस तारीख स े 30 ददन की अिजध की समाजि के पश्चात उि मसौदा
जनयमों पर जिचार दकया जाएगा ;
उि मसौदा जनयमों के संबंध म ें उपरोि जिजनर्ददष्ट अिजध की समाजि स े पूिव दकसी भी व्जि से प्राि होने िाली
आपजत्तयों और सुझािों पर केंर सरकार द्वारा जिचार दकया जाएगा;
आपजत्तयां और सुझाि, यदद कोई हो, श्री राम चरण मीणा, अिर सजचि, भारत सरकार, जिकलांग व्जियों के
अजधकाररता जिभाग (ददव्ांगजन), कमरा नंबर 11 ए, 5िीं मंजजल, पंजडत दीनदयाल अंत्योदय भिन, सीजीओ कॉम्प्लेक्स,
लोधी रोड, नई ददल्ली, 110003 या rcmeena.79@gov.in पर ईमेल द्वारा भेजा जा सकता ह।ै

1. संजिि िीर्कव और जिस्ट्तार.- (1) इन जनयमों को ददिय् ांगजन अजधकार (संिोधन) जनयम, 2023 कहा जाएगा ।
(2) ये राजपत्र म ें इनके प्रकािन की तारीख स ेलाग ू होंगे।
2. ददव्ांगजन अजधकार जनयम, 2017 म,ें जनयम (15) म,ें उप-जनयम (1) म,ें खंड (च)* के बाद, जनम्नजलजखत खंड
अंत: स्ट्थाजपत दकया जाएगा, अथावत:् -
"(छ) स्ट्िास्ट््य और पररिार कल्याण मंत्रालय, भारत सरकार की अजधसूचना संख्या T.21017/20/2021-NCD.I
(NPPCD)/Part, ददनांक 4 मई 2023 म ेंजनर्ददष्ट स्ट्िास्ट््य देखभाल के जलए सुगम्पयता मानक।

NOTIFICATION
New Delhi, the 1st June, 2023
G.S.R. 407(E).—The following draft of certain rules to amend the Rights of Persons with Disabilities Rules,
2017, which the Central Government proposes to make in exercise of the powers conferred by sub-sections (1) and (2)
of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), is hereby published as required by
sub-section (1) of the said section, for the information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date
on which the copies of the Official Gazette in which this notification is published are made available to the public;
Objections and suggestions, if any, may be addressed to Shri Ram Charan Meena Under Secretary to the
Government of India, Department of Empowerment of Persons with Disabilities (Divyangjan), Room No 11A,
5th Floor, Pandit Deen Dayal Antyodaya Bhawan, CGO Complex, Lodhi Road, New Delhi, 110003 or by email at

The objections and suggestions, which may be received from any person with respect to the said draft rules
before the expiry of the period specified above, will be considered by the Central Government.
DRAFT RULES
1. Short title and extent.- (1) These rules may be called the Rights of Persons with Disabilities (Amendment)
Rules, 2023.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Rights of Persons with Disabilities Rules, 2017, in rule (15), in sub-rule (1), after clause (f), the
following clause shall be inserted, namely:-
“(g) Accessibility Standards for Health Care as specified in the notification of the Ministry of Health and
Family Welfare, Government of India, vide number T.21017/20/2021-NCD.I (NPPCD)/Part, dated the
4th May 2023.”
