और (2) द्वारा प्रित् त िजकरणयों का प्रयोग करत े हुए केन् रीय सरकार का प्रस्ट् ताग प्रकाजित करशे का ह,ै इसके द्वारा प्रभाजगत
होशे गाले संभाजगत व यजकरणयों की सूचशा के जलए उक्त धारा की उप धारा (1) द्वारा यथा अपेजित अशुसार एतद्द्वारा
प्रकाजित दकया िाता ह ै और एतद्द्वारा शोरिस दिया िाता ह ै दक आजधकाररक रािपत्र की प्रजतयााँ जिसमें यह अजधसूचशा
प्रकाजित की गई ह ै और िशता को उपलब् ध करा िी गई ह ै उस तारीख स े 30 दिश की अगजध की समाजि के पश् चात उक्त
मसौिा जशयमों पर जगचार दकया िाएगा ;
उकरण मसौिा जशयमों के संबंध म ें उपरोकरण जगजशर्िष्टि अगजध की समाजि स े पूगि दकसी भी व्जकरण से प्राि होशे गाली
आपजियों और सुझागों पर केंर सरकार द्वारा जगचार दकया िाएगा;

संजिि िीर्कि और जगस्ट्तार.—(1) इश जशयमों को दिव यांगिश अजधकार (संिोधश) जशयम, 2023 कहा िाएगा ।
(2) य े रािपत्र म ें इशके प्रकािश की तारीख स ेलागू होंगे।
दिव यांगिश अजधकार जशयम, 2017 म,ें जशयम (15) म,ें उप-जशयम (1) म,ें खंड (घ) के बाि, जशम्नजलजखत खंड अंत:
स्ट्थाजपत दकया िाएगा, अथाित:् -
"(ङ) खेल-जगभाग म ें भारत सरकार की अजधसूचशा संख्या 7-6/एमगाइएएस/एमडीएसडी/2021, दिशांक
13 अक्िूबर, 2022 म ें दिव्ागं जखलाज़ियों के जलए सुगम्य खेल पररसर और आगासीय सजु गधाओं पर यथाजशर्िष्टि
दििाजशिेि ।”

NOTIFICATION
New Delhi, the 28th April, 2023
G.S.R. 335(E).—The following draft of certain rules to amend the Rights of Persons with Disabilities Rules,
2017, which the Central Government proposes to make in exercise of the powers conferred by sub-sections (1) and (2)
of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), is hereby published as required by
sub-section (1) of the said section, for the information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date
on which the copies of the Official Gazette in which this notification is published are made available to the public;
Objections and suggestions, if any, may be addressed to Shri Nithali Ram, Deputy Secretary to the
Government of India, Department of Empowerment of Persons with Disabilities (Divyangjan), Room No 523, 5th
Floor, Pandit Deen Dayal Antyodaya Bhawan, CGO Complex, Lodhi Road, New Delhi, 110003 or by email at
nithali.ram@nic.in;
The objections and suggestions, which may be received from any person with respect to the said draft rules
before the expiry of the period specified above, will be considered by the Central Government.
DRAFT RULES
1. Short tile and extent.—(1) These rules may be called the Rights of Persons with Disabilities (Amendment)
Rules, 2023.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Rights of Persons with Disabilities Rules, 2017, in rule (15), in sub-rule (1), after clause (d), the following
clause shall be inserted, namely:-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
“(e) Guidelines on Accessible Sports Complex and Residential Facilities for Sports Persons with Disabilities as
specified in the notification of the Government of India in the Department of Sports, vide number
No. 7-6/MYAS/MDSD/2021, dated the 13th October, 2022.”
