(cid:13)वीकृत पे[ोिलयम गैस िविनदशa समय-समय पर अिधसूिचत ह(cid:21)गे ।
6. उ’ पादन क# पुि] ट (सी.ओ.पी.) परी4ण (cid:24)(cid:1)cया वह होगी जो समय-समय पर यथासंशोिधत
MoRTH/CMVR/TAP-115/116 म(cid:27) िविहत ह ै ।
7. इसम (cid:27) िविनTद] ट गैसोलीन या संपीिड़त (cid:24)ाकृितक गैस या (cid:13)वीकृत पै[ोिलयम गैस यान िनयम 115 के उपिनयम
(2) के खंड (i) के उपबंध(cid:21) का पालन कर(cid:27)ग े ।
8. इसम(cid:27) िविनTद] ट डीजल यान िनयम 115 के उपिनयम (2) के खंड (ii) के उपबंध(cid:21) का पालन कर(cid:27)गे ।
9. गैसोलीन चािलत यान (cid:24)णाली के िलए c(cid:27)ककेस वातायन को वातावरण म(cid:27) (cid:1)कसी c(cid:27)ककेस गैस के उ’स जKन को
अनुhात नहi (cid:1)कया जाएगा ।
10. गैसोलीन चािलत यान(cid:21) के िलए उ&ा]प न उ’स जKन, इस बात पर िनभKर करत े ,ए (cid:1)क िविनमाKता &ारा अंगीकृत
एच.सी.+NOx के िलए मानक (cid:13)M यमान उ’ सजKन मानक(cid:21) क# सारणी 1 के cमश: .त भं (3) या .त ंभ (4) ह ै या नहi, 2.0

NOTIFICATION
New Delhi, the 8th December, 2014
G.S.R. 878(E).—The following draft of certain rules further to amend the Central Motor Vehicle Rules, 1989,
which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor
Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act for
information of all persons likely to be affected thereby, and notice is hereby given that the said draft rules shall be taken
into consideration after the expiry of a period of thirty days from the date on which the copies of this notification as
published in the Gazette of India, are made available to the public;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
2. Objection or suggestion, if any, may be sent to the Joint Secretary (Transport), Ministry of Road Transport and
Highways, Transport Bhawan, Parliament Street, New Delhi–110001.
3. Any objection or suggestion which may be received from any person on the said draft rules before the expiry
of the aforesaid period shall be considered by the Central Government;
Draft Rules
1. (1) These rules may be called the Central Motor Vehicles (Amendment) Rules, 2014.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the principal rules), in rule 115, in sub-rule (14),
after the second proviso, the following provisos shall be inserted, namely:-
“Provided also that three wheelers manufactured on and after the 1st April, 2016, for the areas other than those
specified in para (a) of sub-rule (15) of rule 115, shall be type approved as per requirements of sub-rule (17):
Provided also that the conformity of production requirements shall also be as specified in sub-rule (17).”
3. In the principal rules, in rule 115, after sub-rule (16), the following sub-rule shall be inserted, namely:-
“(17) Mass emission standards (Bharat Stage IV) for three wheelers
Mass emission standards (Bharat Stage IV) for three wheelers manufactured on and after the 1stApril 2016.

Explanation.–– For the purpose of this clause,
1. For vehicles operating on compressed natural gas mode, the provisions of rule 115B shall be applicable.
2. For vehicles operating on liquefied petroleum gas mode, the provisions of rule 115C shall be applicable.¹Hkkx IIµ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 5
3. The provisions of clauses (a), (c), (d), (e) and (f) of sub-rule (12) of rule 115, except the proviso therein at the end
of the sub rule, shall be applicable.
4. The reference fuel shall be as specified in Annexure IV-J for gasoline vehicles and Annexure IV-K for diesel
vehicles of the principal rules. Reference fuel for compressed natural gas and liquefied petroleum gas shall be as
available commercially.
5. The specification of commercial gasoline and diesel shall be as specified in Annexure IV-N and Annexure IV-O
respectively of the principal rules. For the areas other than those specified in para (a) of sub-rule 15 of rule 115 of
principal rules, commercial gasoline shall be as per Bureau of Indian Standards specification IS: 2796-2008
(Amendment No. 1- January 2008) for gasoline and IS 1460:2005 (fifth revision) for diesel. Specification for
commercial compressed natural gas and liquefied petroleum gas shall be as notified from time to time.
6. Conformity of production (COP) test procedure shall be as described in MoRTH/CMVR/TAP-115/116 as
amended from time to time.
7. Gasoline or compressed natural gas or liquefied petroleum gas vehicles specified herein shall comply with the
provisions of clause (i) of sub-rule (2) of rule 115.
8. Diesel vehicles specified herein shall comply with the provisions of clause (ii) of sub-rule (2) of rule 115.
9. Crank case ventilation for gasoline driven vehicles system shall not permit the emission of any of the crank case
gases into the atmosphere.
10. Evaporative emission for gasoline driven vehicles shall not be more than 2.0 g/test or 6.0 g/test, depending on
whether the norm for HC+NOx adopted by manufacturer is from Column (3) or Column (4), respectively, of
Table 1 of mass emission norms. Test procedure shall be as per MoRTH/CMVR/TAP-115/116, as amended from
time to time.”
