इन जनयमों म,ें िब तक संिभ वसे अन्द् यथा अपेजित न हो,- (क) ‘अजधजनयम’ से अनुसंधान राष्ट्रीय अनुसंधान प्रजतष्ठान अजधजनयम, 2023 (2023 का 25) अजभप्रेत ह;ै (ख) "प्रजतष्ठान" से अजधजनयम की धारा 3 की उपधारा (1) के अंतगवत स्ट्थाजपत अनुसंधान राष्ट्रीय िोध प्रजतष्ठान अजभप्रते ह;ै (ग) “अनुसूची” से इन जनयमों के साथ संलग्न अनुसूची अजभप्रेत है, और (घ) िो िब्ि और िाकयांि इन जनयमों में प्रयुि और अपररभाजषत ह ैं दकन्द्तु अजधजनयम म ें पररभाजषत हैं, उनके िही अजभप्राय होंगे िो इस अजधजनयम में उनके जलए जनयत दकए गए ह।ैं 3. आििे न.- ये जनयम इन जनयमों से संलग्न अनुसूची के स्ट्तंभ (1) में जिजनर्िवष्ट पिों पर लागू होंगे। 4. पिों की सख्ं या, िगीकरण और िते न मरै रकस म ें स्ट्तर.- उि पिों की संख्या, उनका िगीकरण और िेतन मैररकस म ें स्ट्तर उि अनुसूची के स्ट्तंभ (2) से (4) म ेंजिजनर्िवष्ट अनुसार होंगे। 5. भती पद्धजत, आय ुसीमा, अहतव ाएं आदि- उि पि पर भती पद्धजत, आयु सीमा, अहतव ाएं और उससे संबंजधत अन्द्य बातें िे होंगी िो पूिोि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्िवष्ट ह।ैं 6. जनयजु ि प्राजधकारी.- प्रजतष्ठान का मख्ु य कायवकारी अजधकारी अनुसूची के स्ट्तंभ (1) में जिजनर्िवष्ट पि के जलए जनयुजि प्राजधकारी होगा। 7. जचदकत्सा सजु िधा: बोडव के अजधकारी नीचे जिजनर्िवष्ट जचदकत्सा सुजिधा के हकिार होंग:े क) बाहरी जचदकत्सा उपचार.– (1) अजधकारी स्ट्ियं एिं घोजषत पररिार के सिस्ट्यों के जलए जचदकत्सा प्रजतपूर्तव पाने का पात्र होगा। स्ट्पष्टीकरण: इस जनयम के प्रयोिनों के जलए, "पररिार" िब्ि का िही अथ वहोगा िो केंरीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 में दिया गया ह।ै (2) िष व के िौरान बाह्य जचदकत्सा व्यय की प्रजतपूर्त व िास्ट्तजिक व्यय या िष व की पहली िनिरी को एक माह के िेतन (मूल िेतन तथा महगं ाई भत्ता) िो भी कम हो, तक सीजमत होगी। बिते दक िष व के िौरान िते न िृजद्ध या पिोन्नजत िारी होने से 1 िनिरी की सीमा प्रभाजित नहीं होगी। (3) जचदकत्सा िािे के समथनव म ेंजचदकत्सा अजधकारी का पचाव और उपचार तथा ििाओं की खरीि के मूल कैि मेमो या जबल होने चाजहए, िो जचदकत्सा अजधकारी के हस्ट्तािर और मुहर से प्रमाजणत होन े चाजहए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (4) 1 िनिरी के बाि िष व के िौरान ड्यूटी म ें िाजमल होन े िाले अजधकारी के जलए िार्षवक पात्रता आनुपाजतक आधार पर प्रजतबंजधत होगी। (5) आउटडोर उपचार केिल फाउंडेिन द्वारा जिजधित पनै लबद्ध प्राजधकृत जचदकत्सा पररचारकों से ही प्राि दकया िाएगा। (6) िीघवकाजलक बीमाररयों के मामले में, ििाओं और परीिणों की लागत, यदि कोई हो, की प्रजतपूर्तव के प्रयोिनाथव केन्द्रीय सेिा जचदकत्सा पररचयाव जनयम, 1944 या केन्द्रीय सरकार स्ट्िास्ट््य योिना के अंतगतव मान्द्यता प्राि या किर दकए गए अस्ट्पतालों का परचा स्ट्िीकायव होगा। (7) लागत गहन उपचार के प्रयोिनों के जलए, प्रजतपूर्तव केन्द्रीय सरकार स्ट्िास्ट््य योिना या केन्द्रीय सेिा जचदकत्सा पररचारक जनयम, 1944 के प्रािधानों के अनुसार जिजनर्िवष्ट िरों पर, अलग-अलग मामल ेके आधार पर प्रजतष्ठान के अनुमोिन स ेस्ट्िीकायव होगी। (8) आपातकालीन जस्ट्थजत म,ें अजधकारी जनकटतम अस्ट्पताल में उपचार प्राि कर सकता ह ै और जचदकत्सा अजधकारी या अस्ट्पताल प्राजधकारी द्वारा आपातकालीन प्रमाण पत्र प्रस्ट्तुत करके, केन्द्रीय सरकार स्ट्िास्ट््य योिना के अतं गतव जिजनर्िवष्ट िरों के अनुसार व्यय की प्रजतपूर्तव की िाएगी। ख) इनडोर जचदकत्सा उपचार.- (1) इनडोर जचदकत्सा उपचार के प्रयोिनों के जलए, अजधकारी इस संबंध म ें प्रजतष्ठान द्वारा अजधकृत अस्ट्पतालों में उपचार प्राि करने के जलए पात्र होगा और इस प्रयोिन के जलए अस्ट्पताल आिास, नर्सिंग होम सुजिधा सजहत उपचार की लागत केंरीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के प्रािधानों के अनसु ार होगी, िो िेतन मैररकस में समकि िेतन प्राि करन े िाले केंरीय सरकार अजधकाररयों पर लाग ूहोती ह।ै (2) उप-जनयम (1) में जनर्िष्टव प्राजधकृत अस्ट्पतालों में उपचार िही होगा िो केन्द्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के अनुसार उपचार प्राि करने िाल ेकेन्द्रीय सरकार के अजधकाररयों के जलए अनुमेय ह।ै (3) उपजनयम (1) म ें जनर्िवष्ट प्राजधकृत अस्ट्पतालों में उपचार, आपातकालीन मामलों को छोड़कर केिल प्राजधकृत जचदकत्सा पररचारक की सलाह पर ही प्राि दकया िाएगा। 8. सिे ाजनिजृ त्त लाभ: नई पिें न योिना/एकीकृत पेंिन योिना/ग्रच्े युटी आदि के प्रािधान, िो संबंजधत िेतन स्ट्तर के केंरीय सरकारी अजधकाररयों पर लाग ूहोते ह,ैं प्रजतष्ठान के अजधकाररयों पर भी लागू होंगे। 9. अनहतव ा:- िह व् यजि, (क) जिसन े ऐसे व् यजि स े जििाह दकया ह ैजिसका पजत या जिसकी पत् नी िीजित ह,ै या (ख) जिसन े अपने पजत या अपनी पत् नी के िीजित रहते हुए दकसी व् यजि से जििाह दकया ह,ै उकत पि पर जनयुजि का पात्र नहीं होगा: परंत ु दक यदि केन्द् रीय सरकार का यह समाधान हो िाए दक ऐसा जििाह ऐसे व् यजि और जििाह के अन्द् य पिकार को लाग ू स्ट् िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्द् य आधार ह ैंतो िह दकसी व् यजि को इस जनयम के प्रितवन से छूट ि े सकेगी। 10. अिजिष्ट उपबधं .- अनुसूची के स्ट्तंभ (1) म ेंजिजनर्िवष्ट पिों को धारण करने िाले अजधकारी की सेिा की ितें, जिनके जलए इन जनयमों में कोई स्ट्पष्ट उपबंध जिजनर्िवष्ट नहीं ह,ै िेतन मैररकस में समतुल्य िेतन पाने िाल ेकेंरीय सरकार के अजधकाररयों पर उस समय लागू जनयमों और आििे ों द्वारा जनधावररत की िाएंगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 11. व्यािजृ त्त - इन जनयमों की कोई बात अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूिव सैजनकों और अन्द्य जििेष प्रिग व के व्यजियों के जलए इस संबंध म ेंकेन्द्रीय सरकार द्वारा िारी दकए गए आिेिों के अनुसार उपबंजधत दकए िाने के जलए आरिण, आय-ु सीमा में छूट और अन्द्य ररयायतों पर प्रभाि नहीं डालेगी। 12. जिजथलन की िजि- िहां केन्द्रीय सरकार की यह राय ह ैदक ऐसा दकया िाना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ैंउन्द्ह ेंलेखबद्ध करके, आिेि द्वारा, इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिगव के व्यजियों के संबधं में जिजथल कर सकती ह।ै अनसु चू ी पिनाम पिों की संख्या िगीकरण िेतन मैररकस में चाह ेचयन पि हो सीधी भती के जलए स्ट्तर या गैर-चयन पि आयु सीमा (1) (2) (3) (4) (5) (6) 1. लेखा 1 * सामान्द्य केन्द्रीय िेतन मैररकस में गैर-चयन. लागू नहीं सेिा, समूह 'बी' स्ट्तर-9 अजधकारी. (2025) रािपजत्रत, (Rs.53,100- * कायवभार के आधार पर पररितवन अननुसजचिीय। 1,67,800). के अधीन. सीधी भती के जलए कया सीधी भती के जलए पररिीिा अिजध, यदि भती की पद्धजत, सीधी भती द्वारा या पिोन्नजत आिश्यक िैजिक एिं जनधावररत आयु और िैजिक कोई हो। द्वारा या प्रजतजनयुजि द्वारा तथा जिजभन्न अन्द्य योग्यताएं। योग्यताएं पिोन्नत के मामले में पद्धजतयों स े भरी िाने िाली ररजियों का लागू होंगी। प्रजतित। (7) (8) (9) (10) लागू नहीं लागू नहीं लागू नहीं अल्पकाजलक अनुबंध सजहत पिोन्नजत/ प्रजतजनयुजि पिोन्नजत या प्रजतजनयुजि द्वारा भती के मामले में, िे ग्रेड जिनसे पिोन्नजत या प्रजतजनयुजि की िाएगी। (11) क) प्रोन्नजत: i) अनुभाग अजधकारी जिसने िेतन मरै रकस (47,600-1,51,100 रुपये) या समकि में स्ट्तर-8 में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में िो िषव की जनयजमत सेिा की हो; या ii) अनुभाग अजधकारी जिसने िेतन मैररकस (44,900 - 1,42,400 रुपये) या समकि में स्ट्तर-7 में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में तीन साल की जनयजमत सेिा की हो। जनयजमत आधार पर जनयुजि के बाि ग्रेड में उपरोि जनधावररत िषों की सेिा िाले जिभागीय अनुभाग अजधकाररयों पर भी प्रजतजनयुजि पर आए अजधकाररयों के साथ जिचार दकया िाएगा और यदि उन्द्ह ेंपि पर जनयुजि के जलए चुना िाता है, तो उसे पिोन्नजत द्वारा भरा गया माना िाएगा। रटप्पणी- िहां ऐसे कजनष्ठ व्यजियों के बारे में, जिन्द्होंने अपनी अहकव या पात्रता सेिा पूरी कर ली है, पिोन्नजत के जलए जिचार दकया िा रहा ह,ै िहां उनके िररष्ठ व्यजियों के बारे में भी जिचार दकया िाएगा, बिते दक उनकी अपेजित अहकव या पात्रता सेिा, ऐसी अहकव या पात्रता सेिा के आधे से अजधक या िो िषव से, इनमें से िो भी कम हो, कम न हो और उन्द्होंने अपने उन कजनष्ठ व्यजियों के साथ,[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 जिन्द्होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली है, अगले उच्चतर ग्रेड में पिोन्नजत के जलए अपनी पररिीिा अिजध सफलतापूिवक पूरी कर ली हो। (ख) प्रजतजनयजु ि: केंर सरकार या राज्य सरकार या संघ िाजसत प्रिासन या साििव जनक िेत्र के उपक्रम या मान्द्यता प्राि अनुसंधान संस्ट्थान या जिश्वजिद्यालय या अधव सरकारी या िैधाजनक या स्ट्िायत्त संगठन के अजधकारी, - (क) (i) मूल संिगव या जिभाग में जनयजमत आधार पर सििृ पि धारण करते हो; या (ii) िेतन मैररकस (47,600-1,51,100 रुपये) या समकि में स्ट्तर-8 में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में िो िषव की जनयजमत सेिा की हो; या (iii) िेतन मैररकस (44,900-1,42,400 रुपये) या समकि में स्ट्तर-7 में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में तीन िषव की जनयजमत सेिा की हो; और (ख) जनम्नजलजखत योग्यताएं रखने िाले: - (i) दकसी मान्द्यता प्राि जिश्वजिद्यालय/संस्ट्थान की जडग्री; या (ii) उपयुवि केन्द्रीय/राज्य कायावलयों में रोकड़, लेखा और बिट कायव में कम से कम 03 (तीन) िषव का अनुभि। रटप्पणी 1.- प्रजतजनयुजि की अिजध, जिसके अंतगवत केन्द्रीय सरकार या राज्य सरकार के उसी या दकसी अन्द्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहले धाररत दकसी अन्द्य बाह्य संिगव पि पर प्रजतजनयुजि की अिजध भी है, सामान्द्यतः तीन िषव से अजधक नहीं होगी। रटप्पणी 2.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राजि की अंजतम जतजथ को 56 िषव से अजधक नहीं होगी। यदि जिभागीय पिोन्नजत सजमजत ह ैतो उसकी संरचना कया है? िे पररजस्ट्थजतयााँ जिनमें भती करने में संघ लोक सेिा आयोग से परामिव दकया िाना ह।ै (12) (13) जिभागीय पिोन्नजत सजमजत म ेंजनम्नजलजखत िाजमल होंगे,- लागू नहींI (1) मुख्य कायवकारी अजधकारी – अध्यि, (2) प्रजतष्ठान के जनिेिक – सिस्ट्य, (3) प्रजतष्ठान के िैज्ञाजनक-ई – सिस्ट्य। [फा. स.ं आरआर/ऐऐनआरएफ/सीएफओ, सीओओ एिं ऐओ/2025] सुनील कुमार, अपर सजचि6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF SCIENCE AND TECHNOLOGY (Department of Science and Technology) NOTIFICATION New Delhi, the 12th September, 2025 G.S.R. 626(E).— The following draft of recruitment rules, which the Central Government proposes to make in exercise of the powers conferred by clause (d) of sub-section (2) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), is hereby published for information of persons likely to be affected thereby; and notice is hereby given that the said draft recruitment rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made available to the public; Objections and suggestions to these draft recruitment rules, if any, may be sent to the Director, Anusandhan National Research Foundation, Technology Bhawan, New Mehrauli Road, New Delhi-110016 email: anrf- director@anrf.gov.in. The objections or suggestions, if any, received from any person in respect of the said draft recruitment rules before the expiry of the aforesaid period of thirty days will be taken into consideration by the Central Government. Draft Rules 1. Short title and commencement.— (1) These Rules may be called the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Accounts Officer Rules, 2025. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) ‘Act’ means the Anusandhan National Research Foundation Act, 2023 (25 of 2023); (b) “Foundation” means the Anusandhan National Research Foundation established under sub- section (1) of section 3 of the Act; (c) “Schedule” means Schedule appended to these rules, and (d) words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning respectively assigned to them in the Act. 3. Application.- These rules shall apply to post specified in column (1) of the Schedule annexed to these rules. 4. Number of post, classification and level in pay matrix.- The number of said post, their classification and level in pay matrix shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 6. Appointing authority.- The Chief Executive Officer of the Foundation shall be the appointing authority for the post specified in column (1) of the Schedule. 7. Medical Facility: The officers of the Board shall be entitled to medical facility as specified below: a) Outdoor medical treatment.– (1) The officer shall be eligible to get medical reimbursement for self and declared members of family. Explanation: For the purposes of this rule, the expression “family” shall have the meaning assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month's pay on the 1st day of January of the year (basic pay plus dearness allowance) whichever is less: Provided that release of increment or promotion during the year shall not affect the limit as on the 1st day of January. (3) The medical claim shall be supported by medical officer’s prescription and the original cash memos or bills for treatment and purchase of medicines duly signed and authenticated with the signature and seal of the medical officer. (4) For officer joining the duty during the year after the 1st day of January, the annual entitlement shall be restricted on pro-rata basis.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (5) The outdoor treatment shall be availed only from the Authorised Medical Attendants duly empanelled by the Foundation. (6) In case of chronic ailments, prescription from the hospitals recognised or covered under the Central Service Medical Attendance Rules, 1944 or the Central Government Health Scheme shall be admissible for the purposes of reimbursement of the cost of medicines and tests, if any. (7) For the purposes of cost intensive treatment, the reimbursement shall be admissible at the rates specified in accordance with the provisions of the Central Government Health Scheme or the Central Services Medical Attendants Rules, 1944 with the approval of the Foundation on a case to case basis. (8) In case of emergency, the officer may avail treatment at the nearest hospital and expenditure shall be reimbursed as per the rates specified under the Central Government Health Scheme subject to production of emergency certificate from the medical officer or the hospital authorities. b) Indoor medical treatment.- (1) For the purposes of indoor medical treatment, the officer shall be eligible to avail treatment in hospitals authorised by the Foundation in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government officers drawing equivalent salary in pay matrix. (2) The treatment in authorised hospitals referred to in sub-rule (1) shall be the same as may be admissible to the Central Government officers availing the treatment in accordance with the Central Services (Medical Attendants) Rules, 1944. (3) The treatment at authorised hospitals referred to in sub-rule (1) shall be availed only on the advice of the Authorised Medical Attendant, except in emergency cases. 8. Retirement Benefits: The provision of the New Pension Scheme/Unified Pension Scheme/gratuity, etc. as applicable to central government officers of corresponding pay levels shall be applicable to the officers of the foundation. 9. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Residuary provision. - The conditions of service of the officer holding posts specified in column (1) of the Schedule for which no express provision is specified in these rules shall be determined by the rules and orders for the time being applicable to officers of the Central Government drawing equivalent salary in pay matrix. 11. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedules Castes, the Schedules Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government in this regard. 12.
