.आ. 3036(अ).—पहचान स्ट्थाजपत करने के जलए आधार संख्या का उपयोग व्यजकरणयों को सुजगधाजनक और जनबााध रीजत
मे से सजससडी, लाभ और सेगाएं प्राप्त करने में सक्षम बनाता है, साथ ही यह दकसी व यजकरण क पहचान स्ट्थाजपत करने के जलए दस्ट्तागेजों
क बहुलता क आगश्यकता को कम करता है, प्रदियाओं को सरल बनाता ह ैतथा पारदर्शिता और दक्षता को बढागा दते ा है;
और सामाजजक न्याय और अजधकाररता मंत्रालय, ददव यांगजन सिजकरणकरण जगभाग सजजसे इसमें इसके पश् चातय यथाजस्ट्थजत उकरण
मंत्रालय या उकरण जगभाग कहा गया ह)ै , ददव यांगजन अजधकार अजधजनयम, 2016 के कायाान्गयन के जलए केंद्रीय क्षेत्र क स्ट्क म सजसपडा)
सजजसे इसमें इसके पश् चातय उकरण स्ट्क म कहा गया) के अधीन ददव यांगजनों के क िल जगकास के जलए रा्ीय काया योजना का संचालन कर
रहा है;
और इस स्ट्क म के तहत, नकद लाभ अथाात पररगहन लागत, भोजन और आगास लागत, गाहन लागत, पोस्ट्ट प्लेसमेंट समथान
के जलए लागत आदद जो भी इस स्ट्क म के मानदडं ों के अनुसार लागू हो सजजसे इसमें इसके पश् चातय उकरण लाभ कहा गया ह)ै , उकरण स्ट्क म
और उसके संबंध में जारी दकए गए जनदिे ों और ददिाजनदिे ों के अधीन बताए गए अनुसार ददव यांगजनों सजजन्ह ें इसमें इसके पश् चात य
लाभाथी कहा गया ह)ै को ददया जाता है;
और उकरण स्ट्क म के जलए व्यय भारत क संजचत जनजध से दकया जाता है;

और उकरण जगभाग यह चाहता ह ैदक उकरण सरकार उकरण लाभ क प्राजप्त के जलए एक िता के रूप में लाभाथी क पहचान स्ट्थाजपत
करने के उद्देश्य से, यह अपेक्षा करती ह ै दक ऐसे लाभाथी का प्रमाणीकरण करना होगा, या उस आधार संख्या रखने का सबूत प्रस्ट्तुत
करना होगा या यदद दकसी व्यजकरण के पास आधार संख्या नहीं है, तो उससे आधार नामांकन के जलए आगेदन कराना होगा;
अत: अब आधार सजगत्तीय और अन्य सहायदकयों, प्रसुजगधाओं और सेगाओं का लजययत पररदान) अजधजनयम, 2016 (जजस े
इसमें इसके पश् चातय उकरण अजधजनयम कहा गया) क धारा 7 के उपबंधों के अनुसरण में, भारत सरकार जनम्नजलजखत अजधसूजचत करती है,
अथाातय:—
1. (1) उकरण स्ट्क म के अधीन उकरण लाभ प्राप्त करने के इच्छुक व्यजकरण से यह अपेजक्षत होगा दक गह अपना अजधप्रमाणन कराए, या
आधार संख्या रखने का सबूत प्रस्ट्तुत करे ।
(2) यदद ऐसे व्यजकरण को आधार संख्या प्रदान नहीं क गई है, तो उसस ेयह अपेजक्षत होगा दक गह नामांकन के जलए आगेदन करे;
परंतु यदद गह व्यजकरण एक बच्चा है, तो ऐसा आगेदन केगल उसके माता-जपता या जगजधक संरक्षक क सहमजत से दकया जाएगा।
(3) आधार सनामांकन और अद्यतन) जगजनयम, 2016 के जगजनयम 12 के उपबंधों के अनुसार, मंत्रालय या जगभाग को अपने
कायाान्गयन अजभकरण के माध्यम से उन लाभार्शथयों के जलए आधार नामांकन सुजगधाएं प्रदान करना सुजनजित करना होगा,
जजन् होंने अभी तक आधार के जलए नामांकन नहीं दकया है, या उपयुकय त उपायों के माध्य म स े उनका आधार जगगरण अद्यतन
करना सुजनजित करना होगा, जजसमें रजजस्ट्र ारों के समन् गय से सुजगधाजनक अगस्ट् थानों पर नामांकन केंद्रों क स्ट्थ ापना करना या
स्ट् गयं रजजस्ट्र ार बनकर आधार नामांकन प्रदान करना सजतमजलत ह:ै
परन्तु ऐसे लाभाथी को आधार संख्यांक जनयत दकए जाने तक, गह जनम्नजलजखत दस्ट्तागेज प्रस्ट्तुत करके, जजसके जलए गह
हकदार है और जो प्रस्ट्तुजत के समय गैध हैं, या यदद उकरण पहचान के जलए उकरण जगभाग द्वारा प्रदान दकया गया या प्राजधकृत
सॉफ्टगेयर पहचान हते ु जगगरण देने के जलए उसक तैयारी या रखरखाग का काया दखे ने गाले प्राजधकाररयों के डाटाबेस से ऐसे
दस्ट्तागेजों क जगषय-गस्ट्तु को प्रमाजणत करने गाली सूचना को इलेक्ट्रॉजनक रूप से प्राप्त करने में सहायता करता है, परंतु इस
तरह सूचना दने े हते ु लाभाथी को अपनी सह मजत दने ी होगी, अथाातय:—
(क) 18 गषा से कम आयु गाले बच्चे के जलए जजसे आधार संख्य ा नहीं ददया गया है:
सक) नामांकन केंद्र पर नामांकन प्रदिया को पूरा करने पर लाभाथी को ऑपरेटर द्वारा प्रदान क गई पागती, जजसम ें
नामांकन आईडी सईआईडी) अंतर्शगष्ट है; और
सख)जनम्नजलजखत दस्ट्तागेजों में से कोई एक यह प्रमाजणत करने के जलए दक लाभाथी 18 गषा से कम आयु का बच्चा है,
अथाात:य—
(i) जन्म और मृत्यु रजजस्ट्री अजधजनयम, 1969 के अधीन ददया गया जन्म प्रमाण पत्र, जजसे लाभाथी के जन्म से
संबंजधत जन्म रजजस्ट्टर में क गई प्रजगजष्ट से जलया गया है;
(ii) भारतीय पासपोटा;
(iii) स्ट्कूली जिक्षा के दकसी मान्यता प्राप्त बोडा द्वारा जारी मैररक या 10 गीं कक्षा या उच्चतर माध्यजमक या 12 गीं कक्षा
के अंकों का प्रमाण पत्र या जगगरणी;
(iv) दखे भाल और संरक्षण क आगश्यकता गाले बच्चे या जगजध से जगरोधरत बच्चे के संबंध में, जजसे दकिोर न्याय सबालकों
क दखे रेख और संरक्षण) अजधजनयम, 2015 के अधीन बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के साथ
रजजस्ट्री बाल दखे भाल संस्ट्थान में रखा गया है, तो ऐसे संस्ट् थान के प्रभारी अजधकारी, अधीक्षक, बाल कल्याण अजधकारी
या पररगीक्षा अजधकारी द्वारा जारी उसक जन्म जतजथ जगजनर्ददष्ट करने गाला प्रमाण पत्र, अथगा
(v) एक जगदिे ी नागररक के संबंध में,—
(i) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक है, तो उसका ओगरसीज जसटीजनजिप ऑफ इंजडया काडा;
(ii) यदद गह एक जतसबती िरणाथी है, तो एक जगदिे ी क्षेत्रीय रजजस्ट्री कायाालय द्वारा जारी रजजस्ट्री प्रमाण पत्र;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3
(iii) यदद गह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
(iv) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक है, जतसबती िरणाथी या नेपाल या भूटान के नागररक से
जभन्न कोई व्यजकरण है, तो जगदिे ी पासपोटा के साथ भारतीय गीजा या गतामान में गैध या गैधता समाप्त हुए जगदिे ी
पासपोटा के साथ भारत में रहने के संबंध में दीघाकाजलक गीजा ; अथगा
सग) जनम्नजलजखत दस्ट्तागेजों में से कोई एक, जजसमें लाभाथी क तस्ट्गीर हो, तादक माता-जपता या जगजधक संरक्षक के साथ उसके
संबंध साजबत हो सके, अथाातय:—
i. रािन काडा;
ii. राजपजत्रत अजधकारी द्वारा जारी जाजत प्रमाण पत्र या अजधगास प्रमाण पत्र, जो एक कायाकारी मजजस्ट्रेट या राज्य
सरकार का राजस्ट्ग अजधकारी है, जजसका पद तहसीलदार के पद से नीचे का नहीं है;
iii. सरकारी इकाई या पजसलक सेक्ट्टर उपिम द्वारा दकसी सेगाजनगृत्त या सेगारत लोक सेगक या उसके पररगार के
सदस्ट्य को जारी जचदकत्सा या बीमा पहचान पत्र;
iv. भारतीय पासपोटा;
v. स्ट्कूली जिक्षा के दकसी मान्यता प्राप्त बोडा द्वारा जारी मैररक या 10 गीं कक्षा या उच्चतर माध्यजमक या 12 गीं कक्षा
के अंकों का प्रमाण पत्र या जगगरणी;
vi. दखे रेख और संरक्षण क आगश्यकता गाले बच्चे या जगजध से संघषारत बच्चे के संबंध में, जजसे दकिोर न्याय सबालकों
क दखे रेख और संरक्षण) अजधजनयम, 2015 के अधीन बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के साथ रजजस्ट्री
बाल दखे रेख संस्ट्थान में रखा गया है, तो ऐसे संस्ट् थान के प्रभारी अजधकारी, अधीक्षक, बाल कल्याण अजधकारी या पररगीक्षा
अजधकारी द्वारा जारी उसक जन्म जतजथ गीजनर्ददष्ट करने गाला प्रमाण पत्र, अथगा
vii. एक जगदिे ी नागररक के संबंध में,—
(I) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक है, तो उसका ओगरसीज जसटीजनजिप ऑफ इंजडया काडा;
(II) यदद गह एक जतसबती िरणाथी है, तो एक जगदिे ी क्षेत्रीय रजजस्ट्री कायाालय द्वारा जारी रजजस्ट्री प्रमाण पत्र;
(III) यदद गह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
(IV) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक, जतसबती िरणाथी या नेपाल या भूटान के नागररक से जभन्न
कोई व्यजकरण है, तो जगदिे ी पासपोटा के साथ भारतीय गीजा या गतमा ान म ें गैध या गैधता समाप्त हुए जगदिे ी पासपोटा के
साथ भारत में रहने के संबंध में दीघाकाजलक गीजा ; अथगा
viii. एक लाभाथी के संबंध में जजसके पास जगजधक संरक्षक ह ैऔर जगजधक संरक्षकता साजबत करने हेतु दत् तक ्रहहण आदेि
सअडोप्ि न ऑडर) या अन् य दस्ट्तागेज है, जजसे न्यायालय या संरक्षक और प्रजतपाल्य अजधजनयम, 1890, दकिोर न्याय सबालकों
क दखे रेख और संरक्षण) अजधजनयम, 2015, रा्ीय स्ट्गपरायणता, प्रमजस्ट्तषक घात, मानजसक मंदता और बहुजन:िकरणता
्रहस्ट्त व यजकरण कल् याण न् यास अजधजनयम, 1999 या ददव यांगजन अजधकार अजधजनयम, 2016 और उकरण अजधजनयमों के अधीन
बनाए गए लागू जनयम और जगजनयम के अधीन सक्षम प्राजधकारी द्वारा जारी दकया गया हो; अथगा
ix. कोई अन्य दस्ट्तागेज जैसा दक उकरण जगभाग जगजनर्ददष्ट करे ।
सख) 18 गषा या उससे अजधक आयु के लाभार्शथयों के जलए, जजन्ह ेंआधार संख्या प्रदान नहीं क गई ह:ै
सक) नामांकन केंद्र पर नामांकन प्रदिया को पूरा करने पर लाभाथी को ऑपरेटर द्वारा प्रदान क गई पागती, जजसमें
नामांकन आईडी सईआईडी) अंतर्शगष्ट है; और
सख) जनम्नजलजखत दस्ट्तागेजों में से कोई एक, जजसमें लाभाथी का फोटो हो, अथाात : —4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(i) भारत जनगााचन आयोग द्वारा जारी जनगााचक फोटो पहचान पत्र;
(ii) रािन काडा;
(iii) एक राजपजत्रत अजधकारी द्वारा जारी जाजत प्रमाण पत्र या अजधगास प्रमाण पत्र, जो एक कायाकारी मजजस्ट्रेट या
राज्य सरकार का राजस्ट्ग अजधकारी ह,ै जजसका पद तहसीलदार के पद से नीचे का नहीं है;
(iv) दकसी सरकारी संस्ट्था या पजसलक सेक्ट्टर उपिम द्वारा सेगाजनगृत्त या कायारत लोक सेगक या उसके पररगार के
सदस्ट्य को जारी दकया गया जचदकत्सा या बीमा पहचान पत्र;
(v) भारतीय पासपोटा;
(vi) स्ट्कूली जिक्षा के दकसी मान्यता प्राप्त बोडा द्वारा जारी मैररक या 10 गीं कक्षा या उच्चतर माध्यजमक या 12 गीं कक्षा
के अंकों का प्रमाण पत्र या जगगरणी;
(vii) दकसी सरकारी संस्ट्था या पजसलक सेक्ट्टर उपिम द्वारा सेगारत या सेगाजनगृत्त लोक सेगक को जारी दकया
गया पहचान पत्र या अन्य पहचान दस्ट्तागेज;
(viii) ददव यांगजन अजधकार जनयम, 2017 के अधीन अजधसूजचत जचदकत्सा प्राजधकारी द्वारा जारी ददव यांगता
प्रमाण पत्र, या ददव्यांगजन सिजकरणकरण जगभाग, भारत सरकार द्वारा जारी जगजिष्ट ददव यांगता पहचान पत्र
सयूडीआईडी) काडा;
(ix) भारत में जारी दकये गए ड्राइवगग लाइसेंस:
(x) दखे भाल और संरक्षण क आगश्यकता गाले बच्चे या जगजध से संघषारत बच्चे के संबंध में, जजसे दकिोर न्याय सबालकों
क दखे रेख और संरक्षण) अजधजनयम, 2015 के अधीन बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के साथ
रजजस्ट्री बाल दखे भाल संस्ट्थान में रखा गया है, तो ऐसे संस्ट् थान के प्रभारी अजधकारी, अधीक्षक, बाल कल्याण अजधकारी
या पररगीक्षा अजधकारी द्वारा जारी उसक जन्म जतजथ जगजनर्ददष्ट करने गाला प्रमाण पत्र, अथगा
सxi) एक जगदिे ी नागररक के संबंध में,—
(I) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक है, तो उसका ओगरसीज जसटीजनजिप ऑफ इंजडया
काडा;
(II) यदद गह एक जतसबती िरणाथी है, तो जगदिे ी क्षेत्रीय रजजस्ट्री कायाालय द्वारा जारी रजजस्ट्री प्रमाण पत्र;
(III) यदद गह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
(IV) यदद गह ओगरसीज जसटीजन ऑफ इंजडया काडाधारक, जतसबती िरणाथी या नेपाल या भूटान के नागररक
से जभन्न कोई व्यजकरण है, तो जगदिे ी पासपोटा के साथ भारतीय गीजा या गतामान में गैध या गैधता समाप्त हुए जगदिे ी
पासपोटा के साथ भारत में रहने के संबंध में दीघाकाजलक गीजा ; अथगा
सxii) एक लाभाथी के संबंध में जजसके पास जगजधक संरक्षक ह ै और जगजधक संरक्षकता साजबत करने हते ु दत् तक ्रहहण
आदिे सअडोप्ि न ऑडर) या अन् य दस्ट्तागेज है, जजसे न्यायालय या संरक्षक और प्रजतपाल्य अजधजनयम, 1890, दकिोर
न्याय सबालकों क दखे रेख और संरक्षण) अजधजनयम, 2015, रा्ीय स्ट्गपरायणता, प्रमजस्ट्तषक घात, मानजसक मंदता
और बहुजन:िकरणता ्रहस्ट्त व यजकरण कल् याण न् यास अजधजनयम, 1999 या ददव यांगजन अजधकार अजधजनयम, 2016 और उकरण
अजधजनयमों के अधीन बनाए गए लाग ू जनयम और जगजनयम के अधीन सक्षम प्राजधकारी द्वारा जारी दकया गया हो;
अथगा
सxiii) कोई अन्य दस्ट्तागेज जैसा दक उकरण जगभाग जगजनर्ददष्ट करे ।
स4) उकरण जगभाग द्वारा अजभजहत अजधकारी जो उनक ओर से खंड स3) के अधीन प्रस्ट्तुत दस्ट्तागेजों या उनक जगषय-गस्ट्तु को
प्रमाजणत करने गाली सूचना के संबंध में जनम्नजलजखत जांच करेगा,—
सक) माई आधार पोटाल सhttps://myaadhaar.uidai.gov.in/portal) पर इलेक्ट्रॉजनक पहचान सईआईडी) जमा करके
नामांकन अनुरोध क जस्ट्थजत क जांच करना तादक यह पुजष्ट हो सके दक इलेक्ट्रॉजनक पहचान सईआईडी) गैध ह ै और
नामांकन अनुरोध अस्ट्गीकार नहीं दकया गया है; तथा[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 5
सख) अन्य दस्ट्तागेजों क जांच करना और इस प्रयोजन हते ु, गह ऐसे दस्ट्तागेजों में जनजहत सूचना क तैयारी या रखरखाग से
संबंजधत दकसी सरकारी इकाई या प्राजधकरण क सहायता ले सकेगा तथा उसके साथ प्रस्ट् तुत सूचना साझा कर सकेगा ।
2. लाभार्शथयों को उकरण लाभ आसानी से प्राप्त करने में समथा बनाने के जलए, मंत्रालय उकरण स्ट्क म के अंतगात आधार संख्या क
अपेक्षा के बारे में लाभार्शथयों को जागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार सुजनजित करने के जलए सभी आगश्यक
कदम उठाएगा।
3. जहां दकसी लाभाथी क आधार संख्या का प्रमाणीकरण दकसी भी बायोमेररक आधाररत प्रमाणीकरण जगजध सअथाातय चेहरे क
छजग, उंगजलयों के जनिान या आईररस स्ट्कैन आधाररत प्रमाणीकरण) के माध्यम से दकया जाता ह ैऔर गह प्रमाणीकरण दकसी भी कारण
से जगफल हो जाता ह,ै जैसे दक बायोमेररक सूचना क खराब गुणगत्ता, तो जनम्नजलजखत सुधारात्मक तंत्र अपनाए जाएंग,े अथाात: -
सक) यदद प्रमाणीकरण का कोई जगिेष बायोमेररक-आधाररत तरीका सफल नहीं होता है, तो बायोमेररक-आधाररत प्रमाणीकरण
का कोई अन्य तरीका, या गन-टाइम जपन सओटीपी) आधाररत प्रमाणीकरण जहां भी संभग और स्ट्गीकाया हो, पेि दकया जाएगा;
(ख) ऐसे मामलों में जहां बायोमेररक-आधाररत या ओटीपी-आधाररत प्रमाणीकरण तरीके संभग नहीं हैं, गहां यथाजस्ट्थजत आधार
सुरजक्षत त्गररत प्रजतदिया सक्ट्यूआर) कोड या आधार पेपरलेस ऑफ़लाइन ई-केगाईसी दस्ट्तागेज़ पर यूआईडीएआई के जडजजटल
हस्ट्ताक्षर प्रमाण पत्र के ऑफ़लाइन सत्यापन के माध्यम से आधार संख्या क गास्ट्तजगकता स्ट्थाजपत करने के पिात, उकरण स्ट्क म
योजना के अधीन लाभ जनम्नजलजखत में से दकसी भी आधार पर ददया जा सकेगा:
(i) आधार सुरजक्षत त्गररत प्रजतदिया सक्ट्यूआर) कोड जजसमें आधार काडा, आधार पत्र सअथाातय आधार संख्या धारक को
उसके आधार संख्या के सृजन पर जारी दकया गया पत्र) या ई-आधार सअथाातय यूआईडीएआई क गेबसाइट से डाउनलोड
करने योग्य आधार पत्र क पासगडा से सुरजक्षत इलेक्ट्रॉजनक प्रजत या इसके एमआधार ऐप का उपयोग करके प्राप्त दकया जा
सकता ह)ै सजतमजलत ह,ै इसक गास्ट्तजगकता आधार क्ट्यूआर स्ट्कैनर या एमआधार ऐप का उपयोग करके क्ट्यूआर कोड को
स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से स्ट्थाजपत होने के पिात ।
(ii) आधार पेपरलेस ऑफलाइन ई-केगाईसी दस्ट्तागेज सयूआईडीएआई क गेबसाइट से डाउनलोड दकया जा सकता है
या इसके एमआधार ऐप का उपयोग करके प्राप्त दकया जा सकता ह)ै , इसक गास्ट्तजगकता यूआईडीएआई क गेबसाइट पर
इस संबंध में ददए गए जगगरण के अनुसार, इस प्रयोजन के जलए संबंजधत मंत्रालय या जगभाग या स्ट्क म कायाान्गयन एजेंसी
द्वारा जगकजसत एजप्लकेिन के माध्यम से दस्ट्तागेज पर यूआईडीएआई के जडजजटल हस्ट्ताक्षर प्रमाण पत्र के ऑफलाइन
सत्यापन के माध्यम से स्ट्थाजपत होने के पिात।
4. ऊपर अंतर्शगष्ट दकसी बात के होते हुए भी,—
सक) उकरण स्ट्क म के अधीन लाभ से दकसी बच्चे को गंजचत नहीं दकया जाएगा-
सi) यदद गह प्रमाणीकरण पूरा करने पर अपनी पहचान स्ट्थाजपत करने में या आधार संख्या रखने का सबूत प्रस्ट्तुत करने में
असफल रहने क जस्ट्थजत में है; या
सii) यदद उसे आधार संख्य ा प्रदान नहीं क गई ह ैऔर गह नामांकन के जलए आगेदन प्रस्ट्तुत करने क जस्ट्थजत म ेंह;ै और
सख) उकरण स्ट्क म के अधीन लाभ ऐसे बच्चे को उसक पहचान सत्याजपत करके और उसके माता-जपता या जगजधक संरक्षक के साथ

NOTIFICATION
New Delhi, the 2nd July, 2025
S.O. 3036(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and
Empowerment in the Government of India (hereinafter referred to as the said Ministry or the said Department, as the
case may be) in the Government of India (hereinafter referred to as the said Government) is administering the National
Action Plan for Skill Development of Persons with Disabilities under the Central Sector Scheme for Implementation
of Rights of Persons with Disability Act, 2016 (SIPDA) (hereinafter referred to as the said scheme);
And whereas under the Scheme, cash benefits namely, transport cost, boarding and lodging cost, conveyance
cost, cost for post placement support etc. (whichever is applicable as per norms of the Scheme (hereinafter referred to
as the said benefit) is given to the Persons with Disabilities (hereinafter referred to as the beneficiaries) under the said
scheme and the instructions and guidelines issued in respect thereof;
And whereas expenditure for the said scheme is incurred from the Consolidated Fund of India;
And whereas the said Department is desirous that the said Government, for the purpose of establishing
identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo
authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar
number has been assigned, make an application for enrolment;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of
India hereby notifies the following, namely:—
1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo
authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an
application for enrolment;
Provided that if that individual is a child, such application shall be made only with the consent of his
parent or legal guardian.
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations,
2016, the Ministry or Department through its implementing agency shall ensure enrolment of such
beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures,
including coordination with Registrars and setting up enrolment centres at convenient locations or providing
enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his
identity to avail of the said benefit, by presenting the following documents to which he is entitled and which
are valid at the time of presentation, or, in case the software provided or authorised by the said Department for
such identification supports electronic obtaining of information evidencing the contents of such documents
from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent
for so obtaining, namely:—
(A) For a child below 18 years of age to whom an Aadhaar number has not been assigned:
(a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by
the operator at the enrolment centre, containing the Enrolment ID (EID); and
(b) Any one of the following documents to evidence that the beneficiary is a child below 18 years of
age, namely:—
(i) Certificate of birth given under the Registration of Births and Deaths Act, 1969, as extracted
from the entry made in the register of births regarding the birth of the beneficiary;
(ii) Indian passport;
(iii) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th

(iv) In respect of a child in need of care and protection or a child in conflict with law, who is
housed by Child Care Institution registered as such with the State Government concerned under
the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015,
certificate specifying his date of birth issued by the person-in-charge, superintendent, child
welfare officer or probation officer of such institution; or
(v) In respect of a foreign national,—
(V) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(VI) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional
Registration Office;
(VII) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(VIII) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national
of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to
India along with currently valid or expired foreign passport; or
(c) Any one of the following documents, having the photograph of the beneficiary, to evidence
his relationship with the parent or legal guardian, namely:—
(i) Ration card;
(ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive
Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(iii) Medical or insurance identity card issued by a government entity or public sector
enterprise to a retired or serving public servant or his family member;
(iv) Indian passport;
(vi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th
class, issued by a recognised board of school education;
(vii) In respect of a child in need of care and protection or a child in conflict with law, who is
housed by Child Care Institution registered as such with the State Government concerned
under the rules made by it under the Juvenile Justice (Care and Protection of Children)
Act, 2015, certificate specifying his date of birth issued by the person-in-charge,
superintendent, child welfare officer or probation officer of such institution; or
(viii) In respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional
Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a
national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long
Term Visa to India along with currently valid or expired foreign passport; or
(ix) In respect of a beneficiary who has a legal guardian, adoption order or other document to
evidence legal guardianship,which is issued by a court of law or competent authority under
the Guardians and Wards Act, 1890,the Juvenile Justice (Care and Protection of Children)
Act, 2015, the National Trust for Welfare of Persons withAutism, Cerebral Palsy, Mental
Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities
Act, 2016 and the applicable rules and regulations made under the said Acts; or
(x) Any other document as the said Department may specify.
(B) For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned:
(a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided
by the operator at the enrolment centre, containing the EID; and
(b) Any one of the following documents, having the beneficiary’s photograph, namely:—
(xi) Elector’s Photo Identity Card issued by the Election Commission of India;

(xiii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive
Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(xiv) Medical or insurance identity card issued by a government entity or public sector enterprise
to a retired or serving public servant or his family member;
(xv) Indian passport;
(xvi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th
class, issued by a recognised board of school education;
(xvii) Identity card or other identity document issued to serving or retired public servant by a
government entity or a public sector enterprise;
(xviii) Disability certificate issued by notified medical authority under Rights of Persons with
Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the
Department of Empowerment of Persons with Disabilities (Divyangjan), Government of
India;
(xix) Driving licence issued in India:
(xx) In respect of a child in need of care and protection or a child in conflict with law, who is
housed by Child Care Institution registered as such with the State Government concerned under
the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015,
certificate specifying his date of birth issued by the person-in-charge, superintendent, child
welfare officer or probation officer of such institution; or
(xxi) In respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration
Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of
Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to
India along with currently valid or expired foreign passport; or
(xxii) In respect of a beneficiary who has a legal guardian, adoption order or other document to
evidence legal guardianship, which is issued by a court of law or competent authority under the
Guardians and Wards Act, 1890, the Juvenile Justice (Care and Protection of Children) Act,
2015, the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation
and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities Act, 2016 and the
applicable rules and regulations made under the said Acts; or
(xxiii) Any otherdocument as the said Department may specify.
(4) An officer designated by the said Department in this behalf shall check in respect of the documents
presented or the information evidencing the contents thereof under clause (3),—
(a) the status of the enrolment request by submitting the Electronic Identification (EID) on myAadhaar
portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Electronic Identification (EID) is valid
and that the enrolment request does not stand rejected; and
(b) the other documents, and for this purpose, may take the assistance of and share the information
presented with any government entity or an authority that deals with the preparation or maintenance of
the information contained in such documents.
2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all
necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar
number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based
modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason,
such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:—
a. In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-
based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible,

b. In cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the
said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of
the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the
Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the
following:
(iii) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the
letter issued to an Aadhaar number holder on generation of his Aadhaar number)or e-Aadhaar (i.e., the
password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or
accessible using its mAadhaar app), after its genuineness is established through offline verification by
scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps.
(iv) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or
accessible using its mAadhaar app), after its genuineness is established through offline verification of
the digital signature certificate of UIDAI on the document through the application developed by the
Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with
the details given in this regard on the website of UIDAI.
4. Notwithstanding anything contained hereinabove,—
a. benefit under the said scheme shall not be denied to a child—
(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of
possession of Aadhaar number; or
(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar
number; and
b. benefit under the said scheme shall be given to such a child by verifying his identity and establishing his
relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of
paragraph 1; and
c. where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall
be reviewed and audited periodically by the Department.
5. In order to ensure that bonafide beneficiaries who are aged 18 years or more are not deprived of the benefit
due to them under the said scheme, the Ministry/Department through its implementing agency shall follow the
exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th
December, 2017of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on
https://dbtbharat.gov.in).
6. This notification shall be effective from the date of its publication in the Oficial Gazette.
