Ans. the 8 categories of Low - Voltage switchgear and controlgear: such as Circuit – Breakers, switches, disconnectors, switch disconnectors, etc. as described in column 2 of the table of the EEQCO and subsequent amendments made from time to time. Q2. Who is the Certifying and Enforcing Authority for the Order? Ans. Bureau of Indian Standards is the certifying and enforcing authority in respect of the Electrical Equipment specified in this order. Q3. Who will require to obtain the license for standard mark from BIS? Ans. Any person who is engaged in the manufacturing of the electrical equipment mentioned under the table. But any person who is engaged in import, distribute, sell, hire, lease, store or exhibit for sale is not permitted to do such activity, for product(s) mentioned in the table of the Order without a valid standard mark and license under Scheme-X of Schedule–II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 as per EEQCAO . Q4. What is the date of implementation of the Order? Ans. The implementation dates are as mentioned in the column no5 of the table mentioned in the EEQCO and subsequent amendments made from time to time.Q5. Will manufacturer, seller, exporter also require to get BIS license for products meant for exports? Ans. No, the order is not applicable on the electric equipment meant for export, and conform to any specification required by the foreign buyer. Q6. Our product confirms to requirement of Indian Standard mentioned in the Order, but it is certified against the International Standard. Will the same test certificate is applicable? Ans. No, you will require to an obtain a BIS license under Scheme-X of Schedule–II to the BIS (Conformity Assessment) Regulations for product conforming to respective Indian Standard mentioned in column 3 of the table of the Order and subsequent amendments made from time to time. Q7. Are Manufacturer(s) permitted to manufacture /produce Goods and articles covered under Electrical Equipment Quality Control Amendment Order 2023 for export Business. Ans. Products manufactured for exports are not covered under the Electrical Equipment Quality Control Order. Q8. Currently, our product (mention in the Order) comply to the Standard mentioned in the Order and we have also obtained the International Certification(s) such as: CE, CCC, etc. Do, our product also required license and a standard mark from BIS? Yes, your product will require to stamped with the Standard Mark under a licence from the Bureau of Indian Standards as per Scheme–X of Schedule–II to the BIS (Conformity Assessment) Regulations. Q9. Is it a possibility to use IECEE CB scheme to get a reduced test plan for QCO approval? Ans. No, IECEE CB scheme is not applicable. Q10. How to include an intermediate variant / rating of the Product in the existing License if there is no Construction Break. Ans. Application to be made along with document and Technical File to BIS, as per the BIS Guidelines for Grant of Licence under Scheme-X. Q11. Products manufactured in more than one plant across the globe and we are exporting / importing certain parts / assemblies from / to India from / to our plants outside India. Do these parts also need to qualify as per QCO? Products / Devices share same design and Components across different plants? Ans. Products meant for exports are exempted. BIS Certification is mandatory for products meant or imported for domestic use. For a given test sequence, if some tests are done in house and some in third party labs (CPRI, ERDA) then how the tests results be integrated into one single report since breaking of test sequence is not permitted by standard unless done by certification body under some rational.
