Executive Summary & Key Takeaways

**Policy Summary: Electrification of Households under SAUBHAGYA Scheme and Subsequent Initiatives** In October 2017, the Government of India launched the Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) with the goal of providing electricity connections to all willing unelectrified households in rural areas and all willing poor households in urban areas. The SAUBHAGYA scheme concluded on March 31, 2022, with approximately 2.86 crore households electrified during its operational period. To further extend electrification efforts, the Government of India is supporting states through the ongoing Revamped Distribution Sector Scheme (RDSS). This scheme focuses on on-grid electrification of remaining households, based on surveys conducted by Utilities. It prioritizes vulnerable groups, including Particularly Vulnerable Tribal Group (PVTG) households under PM-JANMAN, tribal households under DAJGUA, Scheduled Caste households under PMAJAY, and households in remote border areas under the Vibrant Village Program (VVP), wherever feasible. Under RDSS, works amounting to Rs 6,487 Cr have been sanctioned for the electrification of 13.59 lakh households across the country. Additionally, the New Solar Power Scheme has sanctioned Rs. 50 Cr for off-grid solar-based electrification of 9,961 households as of June 30, 2025. The Minister of State for Power, Shri Shripad Yesso Naik, provided this information in a written reply in the Rajya Sabha.
