Executive Summary & Key Takeaways

**Summary:** The Ministry of Heavy Industries implemented the Electric Mobility Promotion Scheme 2024 (EMPS 2024) from April 1, 2024, to September 30, 2024. This six-month scheme aimed to accelerate the adoption of electric two-wheelers (e2W) and electric three-wheelers (e3W) and foster the growth of the electric vehicle (EV) manufacturing ecosystem in India. EMPS 2024 provided incentives exclusively for domestically manufactured and sold e2W and e3W vehicles. The scheme mandated compliance with a Phased Manufacturing Programme (PMP), requiring the indigenization of EV component manufacturing. This focus on domestic production and supply chains is intended to strengthen the EV manufacturing ecosystem and create employment opportunities for original equipment manufacturers (OEMs) of e2W and e3W. Shri Bhupathiraju Srinivasa Varma, Minister of State for Heavy Industries & Steel, provided this information in a written reply in the Lok Sabha.
