Executive Summary & Key Takeaways

**Summary:** The Electric Mobility Promotion Scheme (EMPS) 2024 was implemented by the Government of India, Ministry of Heavy Industries, for a period of six months, from April 1, 2024, to September 30, 2024. The scheme's objective was to accelerate the adoption of electric two-wheelers (e2W) and electric three-wheelers (e3W) and to further stimulate the electric vehicle (EV) manufacturing ecosystem in India. EMPS 2024 focused on incentivizing domestically manufactured e2Ws and e3Ws. A key component of the scheme was the mandated compliance with the Phased Manufacturing Programme (PMP), which requires the indigenization of EV component manufacturing. The intended outcomes of the EMPS 2024 included the strengthening of domestic EV production and supply chains, as well as the creation of employment opportunities within the EV sector for original equipment manufacturers (OEMs) of e2Ws and e3Ws.
