सा.का.जन. 194(अ).—केन्द्रीर् सरकार, पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 6 और
धारा 25 द्वारा प्रित्त िजिर्ों का प्रर्ोग करते हुए, पर्ाावरण (संरक्षण) जनर्म, 1986 का और संिोधन करने के जलए
जनम्नजलजखत जनर्म बनाती ह,ै अर्ाात:-
1. (1) इन जनर्मों का संजक्षप्त नाम पर्ाावरण (संरक्षण) िसू रा संिोधन जनर्म, 2025 ह।ै
(2) र् ेइनके रािपत्र म ें प्रकािन की तारीख स ेएक वर्ा की अवजध की समाजप्त पर प्रवृत होंगे।
2. पर्ाावरण (संरक्षण) जनर्म, 1986 म,ें -
(क) अनुसूची-I म ें, -
(i) क्रम सख्ं र्ा 1 और उससे संबंजधत प्रजवजिर्ों के स्ट्र्ान पर जनम्नजलजखत क्रम संख्र्ा और प्रजवजिर्ां रखी िाएगं ी, अर्ाात्:-

1. र् े मानक जिल्ली सले प्रौद्योजगकी पर आधाररत काजस्ट्टक सोडा एकमात्र संर्ंत्रों पर
लागू होंगे और िो हाइड्रोक्लोररक एजसड , हाइड्रोिन, क्लोरीन और हाइपो का उत्पािन
करते ह ैं और र्े केवल अंतिेिीर् सतही िल जनकार्ों और ससंचाई के जलए भूजम पर
अपजिि िल के अंजतम जनवाहन पर, न दक गहरे समुर म ें जनपटान के जलए लाग ू होंगे।
2. र् े अपजिि मानक भूजम और सतही िल जनकार्ों म ें अपजिि िल के सभी जनवाहन पर
लागू होंगे, जिसम ें बागवानी र्ा ससंचाई के उद्देश्र् के जलए उपचाररत अपजिि िल का
उपर्ोग भी सजममजलत ह,ै तर्ा र् े सामान्द्र् अपजिि उपचार संर्ंत्र म ें अपजिि िल का
जनवाहन करन े वाले उद्योगों पर लाग ू नहीं होंगे।
* िैवपरख परीक्षण भारतीर् मानक ब्र्ूरो द्वारा जवजहत आईएस: 6582-1971 मानकों के
अनुसार संचाजलत दकर्ा िाएगा।
$ क्लोराइड और सल्फेट के मानक पुरान े संर्ंत्रों के जलए पर्ाावरण (सरं क्षण) िसू रा
संिोधन जनर्म, 2025 के लाग ूहोने की तारीख स ेिो वर्ा पश्चात लागू होंगे।
# अपजिि िल म ें जनर्मात कुल जवघरटत ठोस पिार् ा कच्चे िल के कुल जवघरटत ठोस
पिार्ों के अजतररि 1000 जमलीग्राम/लीटर स े अजधक नहीं होना चाजहए, परंत ु
उपचाररत बजहिःस्राव म ें अजधकतम मान 3100 जमलीग्राम/लीटर स े अजधक न हो तर्ा
सोजडर्म अविोर्ण अनुपात 26 स े अजधक नहीं होना चाजहए।

(संरक्षण) िसू रा संिोधन जनर्म, 2025 के प्रारंभ की तारीख स े िो वर्ों के जलए लाग ू
होगा और उसके पश्चात ् 5 जमलीग्राम/ एनएम 3 मानक लागू होगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(ii) क्रम संख्र्ा 28 और उससे संबंजधत प्रजवजिर्ों का लोप दकर्ा िाएगा।
(ख) अनुसूची VI में , -
(i) भाग ख "अपजिि िल उत्पािन मानक" में, क्रम संख्र्ा 5 और उससे संबंजधत प्रजवजिर्ों के स्ट्र्ान पर,
जनम्नजलजखत क्रम संख्र्ा और प्रजवजिर्ा ं रखी िाएंगी, अर्ाात्: -

NOTIFICAION
New Delhi, the 26th March, 2025
G.S.R. 194(E).—In exercise of the powers conferred by sections 6 and 25 of the Environment (Protection)
Act, 1986 (29 of 1986), the Central Government hereby makes the following rules further to amend the Environment
(Protection) Rules, 1986, namely :—
1. (1) These rules may be called the Environment (Protection) Second Amendment Rules, 2025.
(2) They shall come into force on the expiry of a period of one year from the date of their publication in the
Official Gazette.
2. In the Environment (Protection) Rules, 1986, —
(a) in Schedule-I, —4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(i) for serial number 1 and the entries relating thereto, the following serial number and the entries shall be substituted,
namely :—

Note:
1. 1. These standards shall apply to caustic soda standalone plants based on membrane cell
technology and produces Hydrochloric acid, Hydrogen, Chlorine and Hypo and shall
apply only to the final discharge of wastewater to inland surface water bodies and land
for irrigation and not for deep sea disposal.

3. 2. These effluent standards shall apply to all discharge of wastewater to land and surface
water bodies including use of treated wastewater for horticulture or irrigation purpose
and shall not apply to industry discharging wastewater to common effluent treatment
plant.
* The Bioassay test shall be conducted as per IS: 6582-1971standards prescribed by the
Bureau of Indian Standards.
$ The standards for chloride and sulphate shall come into force after two years from the
date of the commencement of the Environment (Protection) Second Amendment Rules,
2025 for the old plants.
# The built up total dissolved solids in wastewater shall not exceed 1000 mg/l over and
above the total dissolved solids of raw water, provided maximum value of 3100 mg/l is
not exceeded in the treated effluent and the sodium absorption ratio should not be more
than 26.
B: Standards for fugitive emission∞

∞ Every industries shall adopt emission standards prescribed under the Factories Act,
1948 (63 of 1948) relating to chlorine and Hydrochloric acid for two years from the date
of the commencement of the Environment (Protection) Second Amendment Rules, 2025
and thereafter for fugitive emission under this entry shall apply.
C: Standards for process emission

@ 10 mg/Nm3 standard for Hydrochloric acid emission shall apply for two years from

(ii) serial number 28 and the entries relating thereto shall be omitted.
(b) in Schedule VI, —
(i) in Part B “Wastewater Generation Standards”, for serial number 5 and the entries relating thereto, the following
serial number and the entries shall be substituted, namely :—
