(2005 का 24) की धारा 3 के अनुसरण म,ें एतिद्वारा जनम्नजलजखत दििाजनिेि अजधसजू चत करती ह,ै अथातच ्:- 1. संजिप्त नाम और प्रारंभ. - (1) इन दििाजनिेिों का नाम भारत म ें न्यूजललयस ब्रीडडंग सेंटर और ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर की स्ट्थापना और प्रचालन दििाजनिेि ह ै। (2) य ेरािपत्र म ेंउनके प्रकािन की तारीख से लागू होंगे। भारत में न्यूजललयस ब्रीडडगं सेंटर और ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर की स्ट्थापना और प्रचालन के जलए दििाजनिेि लाग ू होना - (1) ये दििाजनििे रोग मुक्त ब्रडू स्ट्टॉलस के उत्सपािन के जलए तटीय िेत्रों में न्यजू ललयस ब्रीडडंग सेंटर और ब्रडू स्ट्टॉक मल्टीललीकेिन सेंटर स्ट्थाजपत करन े और प्रचाजलत करने के जलए मानिडं और प्रदिया अजभकजथत करते ह ैं। (2) जलटोपेजनयस िन्नामेई या पैजनयस मोनोडोन या पैजनयस इंजडकस, समुद्री बास या कोजबया या पोम्पानो या ग्रॉपर िैसी दिनदििेस और तािे पानी का झींगा मैिोब्राजचयम रोसेनबगी के दकसी भी कैंडीडेट स्ट्पीिीस के जलए न्यूजललयस ब्रीडडंग सेंटर और ब्रडू स्ट्टॉक मल्टीजललकेिन सटें र में तटीय िल कृजि की परू ी िमता के उपयोग के 2071 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] जलए पयाचिरणीय सरु िोपाय सजहत समुजचत िैि सुरिा, आनुिांजिक सुधार और सस्ट्टेनबे ल तरीकों के साथ इम्प्रोिाईज्ड स्ट्पेजसदिक पैथोिने फ्री या स्ट्पेजसदिक पैथोिेन टोलेरेन्ट या स्ट्पेदकदिक पथै ोिेन रेजसस्ट्टेंट ब्रडू बैंक स्ट्थाजपत करन े के जलए इन दििाजनिेिों के अधीन जिचार दकया िाएगा । 2. पात्रता- (1) भारत में स्ट्थानीय पाटचनर के साथ संयुक्त उद्यम द्वारा या दिर स्ट्ितंत्र रूप से तटीय िलकृजि म ें िमता िाल े कैंडीडेट स्ट्पीिीस के डोमेस्ट्टीकेिन और प्रिनन कायचिमों से िुड़ े हुए या स्ट्पेजसदिक पैथोिेन फ्री या स्ट्पेजसदिक पैथोिेन टोलरे ेन्ट या स्ट्पेजसदिक पथै ोिेन रेजसस्ट्टेंट ब्रूडस्ट्टॉक के दकसी जिद्यमान उत्सपािकों द्वारा तटीय िलकृजि सैलटर के उत्सपािन और उत्सपािकता में िृजि करन े के जलए न्यूजललयस ब्रीडडंग सेंटसच और ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटसच की स्ट्थापना की िाएगी । (2) आिेिक संगिन के पास न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीललीकेिन सेंटर की स्ट्थापना और प्रचालन के जलए अपेजित आिश्यक अनभु ि और िमताएं जिद्यमान जनयमों, जिजनयमों और प्रदिया के अनुसार व्यजक्तगत रूप स े (एकमात्र संगिन के रूप म)ें या संगिनों के संघ के प्रमखु भागीिार के रूप म ें (प्रमुख भागीिार के रूप म)ें िॉम-च एि-1 म ेंआिेिन कर सकते ह।ैं (3) आिेिकों के पास व्यजक्तगत या सामूजहक रूप स े जनम्नजलजखत तकनीकी िमता और अनुभि होना चाजहए, अथाचत:् - (i) जलटोपेजनयस िन्नामेई या ऐसी दकसी अन्य मछली या झींगा प्रिाजत के कम से कम 5 पीद़ियों का जिकास और रखरखाि करने िाल े न्यूजललयस ब्रीडडंग सेंटर या ब्रडू स्ट्टॉक मल्टीललीकेिन सेंटर को सिलतापूिचक जडिाइन और प्रचाजलत दकया ह ै - ; और (ii) जपछल े िस ििों म ें अपने स्ट्ियं के अनुसंधान और जिकास गजतजिजधयों के माध्यम से, जलटोपेजनयस िन्नामेई या ऐसी दकसी अन्य मछली या झींगा प्रिाजत के कम से कम 50 पठरिारों को सिलतापूिचक जिकजसत और प्रबंजधत दकया ह ै। (4) आिेिकों न े आिेिन की तारीख से पूिचिती जपछल े पांच ििों के भीतर कम स े कम एक न्यूजललयस ब्रीडडगं सेंटर या ब्रूडस्ट्टॉक मल्टीललीकेिन सेंटर की स्ट्थापना और प्रचालन का असाइनमेंट संभाला हो और इसका जििरण प्रस्ट्तुत करें । (5) सरकार के अधीन आनुिंजिक सुधार कायचिम और न्यूजललयस ब्रीडडगं सेंटर को कृजि अनुसंधान और जििा जिभाग के अंतगचत भारतीय कृजि अनुसंधान पठरिि के माध्यम से भारत सरकार के अन्य मत्रं ालयों और जिभागों तथा उनके अधीन संगिन और अन्य संस्ट्थाओं सजहत राज्य सरकारों और जनिी उद्यजमयों के साथ एक अजभसरण मोड पर प्रोत्ससाजहत दकया िाएगा। 3. न्यजू ललयस ब्रीडडंग सटें र या ब्रडू स्ट्टॉक मल्टीललीकेिन सटें र स्ट्थाजपत करन े के जलए पिू च अनमु जत.- (1) उक्त जनयम के जनयम 11 के अधीन दकए गए आिेिन पर जनम्नजलजखत सिस्ट्यों की एक पठरयोिना स्ट्िीडनंग सजमजत की जसिाठरिों के आधार पर न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीललीकेिन सेंटर स्ट्थाजपत करने के जलए पूि च अनुमजत केंद्रीय सरकार में मत्सस्ट्यपालन जिभाग, मत्सस्ट्यपालन पिुपालन और डेयरी मंत्रालय द्वारा िी िाएगी अथाचत ् :- (i) संयुक्त सजचि (समुद्री माजत्सस्ट्यकी ), मत्सस्ट्य पालन जिभाग - अध्यि (ii) सजचि, तटीय िल कृजि प्राजधकरण - सिस्ट्य (iii) जनिेिक, भारतीय कृजि अनुसंधान पठरिि- राष्ट्रीय मत्सस्ट्य आनिु ंजिक संसाधन ब्यूरो - सिस्ट्य (iv) जनिेिक, भारतीय कृजि अनुसंधान पठरिि - केन्द्रीय खारा िल कृजि संस्ट्थान - सिस्ट्य (v) जनिेिक, भारतीय कृजि अनसु ंधान पठरिि - केंद्रीय समुद्री माजत्सस्ट्यकी अनुसंधान - सिस्ट्य संस्ट्थान (vi) आर्थचक मामलों या कॉपोरेट मामलों के जिभाग से प्रजतजनजध - सिस्ट्य (vii) पठरयोिना जनिेिक, समुद्री उत्सपाि जनयाचत जिकास एिेंसी - रािीि गांधी िलकृजि केंद्र - सिस्ट्य[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (2) उक्त जनयम के जनयम,11 के अधीन आिेिन म ें जनम्नजलजखत िाजमल होंगे, लेदकन जनम्नजलजखत तक सीजमत नहीं होंगे, अथाचत:् (i) व्यजक्तगत िमच या कंसोर्टचयम की सामान्य पृष्ठभूजम और अिलोकन; (ii) अहतच ा का जििरण; (iii) असाइनमेंट और पठरजध का बोध; (iv) काय चपिजत; (v) जिस्ट्तृत मील के पत्सथर; (vi) न्यूजललयस ब्रीडडंग सेंटर या प्रिनन कायचिम (यदि कोई हो) के जडिाइन और प्रचालन म ें घरेल ू और अंतराष्ट्रच ीय अनुभि; (vii) पेिेिर और स्ट्थानीय भागीिार (यदि कोई हो); (viii) तकनीकी टीम का बल; (ix) प्रौद्योजगकी का जििरण; (x)आिेिकों द्वारा प्रचाजलत सुजिधाओं के जलए जिश्व पि ु स्ट्िास्ट््य संगिन संजहता के अनुसार िारी सरकार के सिम प्राजधकारी से बीमारी से मुजक्त के िैध प्रमाण पत्र । (3) पठरयोिना स्ट्िीडनंग सजमजत को केंद्रीय सरकार के आिेि द्वारा गठित एक तकनीकी और जनरीिण सजमजत द्वारा सहायता प्रिान की िाएगी। (4) पठरयोिना स्ट्िीडनंग सजमजत समय-समय पर प्राप्त आिेिनों की संिीिा करेगी और तकनीकी और जनरीिण सजमजत द्वारा भौजतक सत्सयापन और स्ट्थलीय जनरीिण के जलए पठरयोिना स्ट्थल को जििय म ेंरखेगी। (5) तकनीकी और जनरीिण सजमजत आिेिक द्वारा अिधारणा प्रस्ट्तुजत स े पूि च भौजतक सत्सयापन और स्ट्थलीय जनरीिण करेगी और न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टोक मल्टीजललकेिन सेंटर की स्ट्थापना के जलए प्रस्ट्ताजित स्ट्थल की उपयक्तु ता पर अपनी ठरपोटच प्रस्ट्तुत करेगी। (6) पठरयोिना स्ट्िीडनंग सजमजत समय-समय पर प्राप्त आिेिनों की संिीिा करेगी और जनम्नजलजखत पहलओंु को िाजमल करते हुए जिकास की योिना पर आिेिक द्वारा की गई एक अिधारणा प्रस्ट्तुजत के माध्यम से उनका मूल्यांकन करेगी, अथाचत्: - (i) आिेिकों की संजिप्त पृष्ठभूजम और आिेिकों द्वारा प्रचाजलत दकए िा रह े न्यूजललयस ब्रीडडंग सेंटर का जििरण या ब्रडू स्ट्टॉक मल्टीजललकेिन सेंटर का जििरण और साथ ही दकसी अन्य पठरयोिना म ें सेिाए ं प्रिान करन े का अनुभि, यदि कोई हो; (ii) प्रारंजभक लआे उट और साइट योिना, फ्लोर ललान, ऊंचाई, िहा ं कहीं भी आिश्यक हो, खडं सजहत पठरयोिना की िैचाठरक योिनाएं; (iii) न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर के जिजभन्न िेत्रों के जलए साकं ेजतक िेत्र आिंटन; (iv) प्रस्ट्ताजित न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर की प्रत्सयाजित जििेिताएं और कायचिमताएं (v) पठरयोिना के जिकास के जलए प्रारंजभक लागत अनुमान; (vi) प्रस्ट्ताजित चयनात्समक प्रिनन रणनीजत जिसे आिेिक िारीठरक जिकास, रोग सहनिीलता जििेिताओं के साथ बीमारी स ेमुजक्त और प्रिनन प्रििनच सजहत दियाजन्ित करना चाहता ह;ै (vii) आिेिकों द्वारा दकए गए अनुसंधान एि ंजिकास के ऐजतहाजसक पठरणामों का जिश्लेिण;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (viii) आिेिकों द्वारा पठरयोिना के जलए तैयार की िाने िाली मानक प्रचालन प्रदिया और मनै ुअल की प्रस्ट्तुजत और कम से कम अतं ःप्रिनन के साथ अलग-अलग पठरिारों को जिकजसत करने के जलए अपनाई िान े िाली प्रदिया। (ix) आिेिकों द्वारा प्रिान की िा रही प्रौद्योजगकी और ििै -सुरिा के लाभ और इस तरह के िजृ िकोण का औजचत्सय और लाभ। (7) पठरयोिना स्ट्िीडनगं सजमजत तकनीकी और जनरीिण सजमजत की ठरपोटच और न्यूजललयस ब्रीडडंग सेंटर और ब्रूडस्ट्टॉक मजल्टजललकेिन स्ट्थाजपत करने के जलए सिम प्राजधकारी द्वारा पूिच अनुमजत या अन्यथा िेन े के जलए मत्सस्ट्य पालन जिभाग को अिधारणा प्रस्ट्तुजत के आधार पर अपनी जसिाठरि करेगी। (8) सिम प्राजधकारी का जनणयच आिेिन प्राप्त होन े की तारीख से नब्बे दिनों के भीतर आिेिक को सूजचत दकया िाएगा। 4. सामान्य अपिे ाएँ - (1) न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर की स्ट्थापना के जलए चयजनत स्ट्थल स े 1000 मीटर (एक दकलोमीटर) के पठरजध म ें कोई िलीय कृजि गजतजिजधयाँ या दिि लैंडडगं सेंटर या प्रत्सयि संििू ण का कोई अन्य स्रोत नहीं होगा। (2) न्यूजललयस ब्रीडडंग सेंटर और ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर अलग-अलग स्ट्थानों पर होंगे और यदि कोई िोस कारण ह,ै तो िे स्ट्ितंत्र िल आपूर्तच और जनिचहन के साथ एक-िसू रे स े पयाचप्त भौजतक अंतर और अलगाि के साथ एक ही साइट पर सह-अजस्ट्तत्सि म ें रह सकत े ह।ैं (3) िलीय कृजि म ें बीमाठरयों की रोकथाम के जलए संबंजधत पयाचिरणीय िोजखम सजहत प्रिेिाथी प्रिाजतयों के िीिन और स्ट्िास्ट््य म ेंिोजखमों का जिश्लेिण और प्रबधं न करन ेके जलए पयाचप्त िैि सुरिा उपाय होंगे। (4) न्यूजललयस ब्रीडडंग सेंटर और ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर तटीय िलीय कृजि इकाइयों और भारतीय स्ट्टॉलस के जलए स्ट्िास्ट््य जनगरानी, रोग जनगरानी और स्ट्पेजसदिक पथै ोिन फ्री प्रमाणीकरण के जलए जनर्िचि दििाजनिेिों म ें िैि सुरिा, इन-हाउस िैि सुरिा ऑजडट, इन हाउस हल्े थ मोनीटररंग तथा कस्ट्टजड सैंपडलंग और टेडस्ट्टगं िृंखला की आिश्यकताओं एिं जिश्व पिु स्ट्िास्ट््य संगिन के िलीय पि ुस्ट्िास्ट््य कोड का अनपु ालन करेंग े । 5. इनफ्रास्ट्रलचर की अपिे ा. - न्यूजललयस ब्रीडडंग सेंटर या ब्रडू स्ट्टॉक मल्टीजललकेिन सेंटर में संपूण च िैि सुरिा सुजनजित करन े के जलए केंद्रों के पास जनम्नजलजखत सजहत पयाचप्त इनफ्रास्ट्रलचर होना चाजहए, अथाचत्: - (i) ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर के िार्िचक ब्रूडस्ट्टॉक उत्सपािन के अनुसार इनडोर ठरयररंग टैंक या न्यूजललयस ब्रीडडंग सेंटर म ें बनाए रखे िाने िाल े संस्ट्थापक पठरिारों की न्यूनतम संख्या सजहत बेजसक इंफ्रास्ट्रलचर । (ii) दकसी भी िॉस संििू ण स े बचने के जलए समर्पचत िल आपूर्त,च िातन और िल जनकासी प्रणाली के साथ इन हाउस प्राथजमक और माध्यजमक संगरोध (iii) पूणचतः िैि-सुरजित उत्सपािन ित्रे जिसम ें पठरजध पर पठरसर की िीिार, प्रिेि के जलए िॉिर और चेंडिंग रूम, मनुष्यों, सामग्री और िाहन के जलए कीटाणुिोधन, िॉसिॉडसगं स े बचन े के जलए प्रिेि और जनकास का अलगाि, पयाचप्त भौजतक िरू ी और पैककंग सुजिधा के साथ पालन इकाइयों का जिभािन (iv) डबल लाइन के साथ िैि सुरजित िल आपूर्तच और िातन प्रणाली ; (v) प्रत्सयेक जिभािन म ें ड्रेनेि के पानी के कीटाणुिोधन के प्रािधान के साथ ड्रेनेि जसस्ट्टेम को परू ी तरह से किर दकया गया हो ; (vi) िैि सुरजित फीड के जलए पयाचप्त तापमान-जनयंजत्रत भंडारण ; (vii) इंटेक िल उपचार सुजिधाएँ जिसमें पयाचप्त िमता िाले िलािय, जिजभन्न प्रकार के दिल्टर और अल्रा िायलेट या ओिोनाइिेिन का उपयोग करके इंटेक िल का अजनिायच स्ट्टेरीलाईिेिन ; (viii) एिफ्लुएंट रीटमेंट जसस्ट्टेम जिसमें यह सुजनजित करने की पयाचप्त िमता हो की कोई भी पानी जडजसनिेकिन के जबना जनकाला न िाए ;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 ( ix) सम्पूणच सुजिधा के साथ डीसीि डायग्नोजस्ट्टक लैबओरोटरी जिसमें आिश्यकता िाले सभी घटक के साथ साथ योग्य और प्रजिजित तकनीकी व्यजक्त हों ; (x) न्यूजललयस प्रिनन केंद्रों के मामले म ेंिीनोजमक जिश्लेिण करन ेकी िमता ; (xi) मृत या रोगग्रस्ट्त पिओंु को िलाने की पूणच सुजिधा ; (xii) एक पूण च जिकजसत स्ट्पेजसदिक पैथोिेन फ्री िैिाल संिधचन प्रणाली। 6. स्रोत सामग्री या िमलच लाज्म और चयनात्समक प्रिनन कायिच म- (1) न्यूजललयस ब्रीडडगं सेंटर सुजिधा उच्च स्ट्तर की आनुिंजिक जिजिधता के साथ एक मिबूत कंडीडेट प्रिाजत जिकजसत करन े के जलए अपने स्ट्ियं के िैज्ञाजनक रूप स े प्रलेजखत चयनात्समक प्रिनन कायचिम को लाग ू करेगी, िबदक रोग सजहष्णुता जििेिताओं और प्रिनन प्रििनच के साथ बीमारी से उच्च जिकास िमता की स्ट्ितंत्रता बनाए रखगे ी। (2) अत्सयजधक आनुिंजिक रूप से जिजिध प्रिनकों के संस्ट्थापक पठरिारों को या तो दकसी अन्य प्रिनन कायचिम या पयाचिरणीय जस्ट्थजतयों की एक श्ृंखला को किर करन े िाल े िंगली या खते ी िाल े स्ट्टॉक स े प्राप्त दकया िाएगा। िंगल से आन े िाली नई आबािी को कई संगरोध और स्ट्िीडनगं प्रदिया के माध्यम से साि दकया िाएगा। (3) न्यूजललयस प्रिनन केंद्र संस्ट्थापक पठरिारों के साथ पठरिार और पठरिार के भीतर प्रिनन कायचिम, संयुक्त पठरिार और पठरिार के भीतर चयन योिना सजहत आनुिंजिक सुधार कायचिमों को लाग ू करेंगे, िो िसल के आकार, िीजित रहन े की िर और स्ट्ितंत्रता या सहनिीलता या सूचीबि बीमाठरयों के प्रजतरोध पर ध्यान केंदद्रत करेंगे। (4) आनुिंजिक अखंडता और पठरितचनिीलता को बनाए रखते हुए अतं ःप्रिनन के संचय को रोकने के जलए िंिािली जिश्लेिण सजहत उजचत उपाय लाग ूदकए िाएंगे। (5) न्यूजललयस प्रिनन केंद्र, िहां तक संभि हो, प्रिनन केंडीडेट के बीच आनुिंजिक संबंधों का पता लगाएगा और आबािी का डीऑलसीराइबोन्यूजललक एजसड प्रोिाइल िानन े के जलए डीऑलसीराइबोन्यूजललक एजसड आधाठरत पैतृक असाइनमेंट द्वारा िानिरों का परीिण करेगा। (6) डीऑलसीराइबोन्यूजललक एजसड द्वारा पैतृक असाइनमेंट के साथ, जिजभन्न पठरिारों से संबंजधत िानिरों को टैडगंग के तरु ंत बाि पलू दकया िाएगा। (7) दकसी भी ब्रूडस्ट्टॉक गुणन केंद्र में स्ट्टॉककंग के जलए उपयोग की िाने िाली केंडीडेट प्रिाजतयां प्रमाजणत स्ट्पेजसदिक पैथोिेन फ्री तटीय िलीय कृजि इकाई से उत्सपन्न होंगी। (8) ब्रूडस्ट्टॉक मल्टीजललकेिन केंद्रों के पास भारत या जििेि म ें जस्ट्थत स्ट्थाजपत न्यूजललयस ब्रीडडंग सेंटर स े स्ट्पेजसदिक पैथोिन फ्री परै ेंट पोस्ट्ट लािाच की जिश्वसनीय आपूर्तच होगी । (9) िगं ली प्रकार के स्ट्ििेिी पालत ू ब्रूडस्ट्टॉक के मामल े में या जिसमें आनुिंजिक सुधार हुआ ह ै या नहीं, न्यूजललयस ब्रीडडंग सेंटर को रोग मक्तु , परीिण और स्ट्िच्छ ब्रूडस्ट्टॉक बनाए रखना चाजहए िो ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर के जलए आपूर्त च का स्रोत होना चाजहए। ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर को िलीय कृजि के जलए बीि आपूर्तच के जलए स्ट्िच्छ ब्रूडस्ट्टॉक जस्ट्थजत बनाए रखनी चाजहए। 7. स्रोत सामग्री का आयात और सगं रोध.- (1) न्यूजललयस ब्रीडडंग सेंटर या ब्रूडस्ट्टॉक मल्टीजललकेिन सेंटर स्त्रोत सामग्री या तो ब्रूडस्ट्टॉक या मलू पोस्ट्ट लािाच, आयात कर सकता सगं रोध स्ट्थान की उपलब्धता के अधीन रहत ेहुए हर महीने आयात कर सकता ह ै । (2) नाजमत आपूर्तचकताच के दकसी भी पठरितचन के मामल े म,ें मामला जिचार के जलए प्राजधकरण को भेिा िाएगा: बिते दक ब्रडू स्ट्टॉक मल्टीजललकेिन केंद्र दकसी भी समय दकसी एक नाजमत सूचीबि आपूर्तचकताच से आयाजतत स्रोत सामग्री के साथ कायच करेगा। (3) आयाजतत स्रोत सामग्री को िलीय सगं रोध सुजिधा म ें उस अिजध के जलए सगं रोध के अधीन दकया स्रोत सामग्री को प्राजधकरण या केंद्रीय सरकार द्वारा जनर्ििच डचंता िाल े रोगिनकों के अलािा संबंजधत केंडीडेट प्रिाजतयों के जलए जिश्व पिु स्ट्िास्ट््य संगिन में सूचीबि रोगिनकों के जलए िांचा िाएगा। (6) केंद्रीय सरकार समय-समय पर इस उद्दश्े य के जलए गठित तकनीकी सलाहकार सजमजत के परामि च स े डचंता के रोगिनकों, कायचप्रणाली या प्रदिया और उस रोगज़नक़ या उससे िुड़े दकसी अन्य मामल े के परीिण की परख, प्रत्सयेक प्रिाजत-जिजिि तटीय िलीय कृजि इकाई के जलए सूक्ष्मिीिजिज्ञानी सूचकांक जिजनर्िचि कर सकती ह।ै न्यजू ललयस ब्रीडडंग सटें र या ब्रडू स्ट्टॉक मल्टीजललकेिन सटें र की जनगरानी और जिजनयमन.- (1) section 3 of the Coastal Aquaculture Authority Act, 2005 (24 of 2005), read with clause (f) of rule 3 of the Coastal Aquaculture Authority Rules, 2024, the Central Government hereby notifies the following guidelines, namely:- 1. Short title and commencement. – (1) These guidelines may be called the Guidelines for establishment and operation of Nucleus Breeding Centre and Broodstock Multiplication Centres in India. (2) They shall come into force from the date of their publication in the Official Gazette. Guidelines for establishment and operation of Nucleus Breeding Centre and Broodstock Multiplication Centres in India. 1. Application.- (1) These guidelines lay down norms and procedure to govern the establishment and operation of Nucleus Breeding Centres and Broodstock Multiplication Centres in the coastal areas for the production of disease free broodstocks. (2) The Nucleus Breeding Centres and Broodstock Multiplication Centres for any candidate species including Litopenaeus vannamei or Paneaus monodon or Paneaus indicus, finfishes such as Sea Bass or Cobia or Pompano or Grouper and Fresh water prawn Macrobrachium rosenbergii to establish the improvised specific pathogen free or specific pathogen tolerant or specific pathogen resistant brood bank to harness the potential of coastal aquaculture shall be considered under these guidelines with appropriate biosecurity, genetic improvement and sustainability measures including environmental safeguards. 2. Eligibility.- (1) The Nucleus Breeding Centres and Broodstock Multiplication Centres shall be established for increasing production and productivity of the coastal aquaculture sector in India by any existing producers of specific pathogen free or specific pathogen tolerant or specific pathogen resistant broodstock as well those involved in domestication and breeding programmes of any potential candidate species for coastal aquaculture either from India or from overseas either independently or through a joint venture with the local partner from the India. (2) An applicant organization possesses the requisite experience and capabilities required for establishment and operation of Nucleus Breeding Centres or Broodstock Multiplication Centres may apply in Form- F-110 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] either individually (as sole organisation) or as lead partner of a consortium of organisations (as lead partner) as per the extant rules, regulations and procedure in force. (3) The Applicants shall individually or collectively possess the following technical capacity and experience, namely:- (i) have successfully designed and operated a Nucleus Breeding Centres or Broodstock Multiplication Centres for Litopenaeus vannamei or any such other fish or shrimp species which has developed and maintained a minimum of 5 generations; and (ii) have successfully developed and managed a minimum of 50 families of Litopenaeus vannamei or any such other fish or shrimp species, through its own research and development activities, in the last ten years. (4) The applicants must have been engaged in the establishment and operation of at least one Nucleus Breeding Centres or Broodstock Multiplication Centres assignment within the last five years preceding the date of application and submit details thereof. (5) The Genetic Improvement Programs and Nucleus Breeding Centre under the Government shall be encouraged through Indian Council of Agricultural Research under the Department of Agricultural Research and Education on a convergence mode with the other Ministries and Department of Government of India including organization and other entities under them, the State or union territory Governments and private entrepreneurs. 3. Prior permission for establishing Nucleus Breeding Centres or Broodstock Multiplication Centres.- (1) The prior permission for establishing the Nucleus Breeding Centres or Broodstock Multiplication Centres upon an application made under rule,11 of the said rules, shall be granted by the Central Government in the Department of Fisheries, Ministry of Fisheries Animal Husbandry and Dairying, based on the recommendations of a Project Screening Committee consisting of the following members, namely:- (i) Joint Secretary (Marine Fisheries), Department of Fisheries - Chairperson (ii) Secretary, Coastal Aquaculture Authority - Member (iii) Director, Indian Council of Agricultural Research - National Bureau of Fish - Member Genetic Resources (iv) Director, Indian Council of Agricultural Research - Central Institute of - Member Brackishwater Aquaculture (v) Director, Indian Council of Agricultural Research - Central Marine Fisheries - Member Research Institute (vi) Representative from Department of Economic Affairs or Corporate Affairs - Member (vii) Project Director, Marine Product Export Development Authority - Rajiv Gandhi - Member Centre for Aquaculture (2) The application under rule,11 of said rules shall contain but not limited to the following, namely:- (i) general background and overview of the individual firm or consortium; (ii) statement of qualification; (iii) understanding of the assignment and scope; (iv) work methodology; (v) detailed mile stones; (vi) domestic and international experience in design and operation of a Nucleus Breeding Centre or a breeding programme (if any); (vii) professional and local partners (if any); (viii) technical team strength; (ix) details of technology; (x) valid certificates of freedom from disease from the competent authority of the Government issued in accordance with the World Organization for Animal Health Code, for the facilities operated by the applicants.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 11 (3) The Project Screening Committee shall be assisted by a Technical and Inspection Committee to be constituted by an order of the Central Government . (4) The Project Screening Committee shall scrutinize the applications received from time to time and subject project site for physical verification and on-site inspection by the Technical and Inspection Committee. (5) The Technical and Inspection Committee shall conduct a physical verification and on-site inspection and submit its report on the suitability of the site proposed for establishment of Nucleus Breeding Centres or Broodstock Multiplication Centres before the concept presentation by the applicant. (6) The Project Screening Committee shall scrutinize the applications received from time to time and evaluate them through a concept presentation made by the applicant on the scheme of development covering the following aspects, namely:- (i) brief background of the applicants and the details of Nucleus Breeding Centres or Broodstock Multiplication Centres being operated by the applicants, as well as experience, if any, of having provided services in any other project; (ii) conceptual plans of the project including preliminary lay out and site plan, floor plans, elevations, sections wherever necessary; (iii) indicative area allocation for the different zones of the Nucleus Breeding Centres or Broodstock Multiplication Centres; (iv) expected features and functionalities of the proposed Nucleus Breeding Centres or Broodstock Multiplication Centres; (v) preliminary cost estimates for the development of project; (vi) proposed selective breeding strategy that the applicant seeks to implement including physical growth, freedom from disease with disease tolerance characteristics and reproductive performance; (vii) analysis of the historical outcomes of the research & development undertaken by the applicants; (viii) presentation of the Standard Operating Procedure and manuals to be prepared for the project by the applicants and the procedure to be adopted for developing distinct families with least inbreeding. (ix) advantages of the technology and bio-security being provided by the applicants and the rationale and benefits of such an approach. (7) The Project Screening Committee shall make its recommendation based on the report of the Technical and Inspection Committee and the concept presentation to the Department of Fisheries for grant of prior permission or otherwise by the competent authority to establish Nucleus Breeding Centres or Broodstock Multiplication Centres. (8) The decision of the competent authority shall be conveyed to the applicant within ninety days from the date of receipt of application. 4. General requirements.- (1) There shall be no aquaculture activities or Fish Landing Centres or any other source of direct contamination within a radius of 1000 meters (one kilometer) from the site selected for the establishment of the Nucleus Breeding Centres or the Broodstock Multiplication Centres. (2) The Nucleus Breeding Centres and Broodstock Multiplication Centres shall be in separate locations and in case there is substantial cause, they may coexist within the same site with adequate physical separation and isolation from each other with independent water supply and discharge. (3) There shall be adequate biosecurity measures to analyze and manage risks in the life and health of candidate species including associated environmental risk for the prevention of diseases in aquaculture. (4) The Nucleus Breeding Centres and Broodstock Multiplication Centres shall comply with the requirements for biosecurity, in-house biosecurity audit, in house health monitoring and disease surveillance and chain of custody sampling and testing as specified in the Guidelines for the Health Monitoring, Disease Surveillance and Specific Pathogen Free Certification of Coastal Aquaculture Units and Stocks in India and Aquatic Animal Health Code of World Organisation for Animal Health. 5. Infrastructure requirement. - The Nucleus Breeding Centres or Broodstock Multiplication Centres shall have sufficient infrastructure including the following for ensuring complete biosecurity, namely:- (i) the basic infrastructure including indoor rearing tanks in accordance with the annual broodstock production of the Broodstock Multiplication Centres or with the minimum number of founder families to be maintained at the Nucleus Breeding Centres;12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) in-house primary and secondary quarantine, with dedicated water supply, aeration and drainage system to avoid any cross contamination; (iii) a completely bio-secure production area with compound wall on the perimeter, shower and change room for entry, disinfection for men, materials and vehicles, isolation of entry and exit to avoid crisscrossing, compartmentalization of rearing units with adequate physical separation and packing facility; (iv) biosecured water supply and aeration system with double line; (v) completely covered the drainage system with provision for disinfection of the drainage water at each compartment; (vi) adequate temperature-controlled storage for biosecured feeds; (vii) intake water treatment facilities with sufficient capacity reservoirs, different types of filters and mandatory sterilisation of intake water using Ultra Violet or ozonization; (viii) an Effluent Treatment System with adequate capacity to ensure that no water is discharged without disinfection of the same; (ix) a fully equipped disease diagnostic laboratory with stock of all required primers as well as qualified and trained technicians; (x) capacity to carry out genomic analysis in the case of Nucleus Breeding Centres; (xi) a full- fledged facility for incineration of dead or diseased animals; (xii) a full fledged Specific Pathogen Free algal culture system. 6. Source material or germplasm and selective breeding programme.- (1) The Nucleus Breeding Centres facility shall implement its own scientifically documented selective breeding programme to develop a robust candidate species with a high level of genetic diversity, whilst maintaining high growth potential freedom from disease with disease tolerance characteristics and reproductive performance. (2) The founder families of highly genetically diverse breeders shall either be obtained from another breeding programme or wild or farmed stocks covering a range of environmental conditions. The new population from the wild shall be cleaned up through multiple quarantine and screening process. (3) The Nucleus Breeding Centres shall implement genetic improvement programs including family and within family breeding program, combined family and within-family selection scheme with the founder families which shall focus on improving size at harvest, survival rate and freedom or tolerance or resistance to listed diseases. (4) Appropriate measures including pedigree analysis shall be implemented to contain the accumulation of inbreeding whilst maintaining genetic integrity and variability. (5) The Nucleus Breeding Centres shall to the extent possible trace the genetic relationships among breeding candidates and test animals by Deoxyribonucleic acid based parental assignment to have a Deoxyribonucleic acid profile of the populations. (6) With parental assignment by Deoxyribonucleic acid, animals belonging to different families shall be pooled shortly after tagging. (7) Candidate species used for stocking in any Broodstock Multiplication Centres shall originate from a certified Specific Pathogen Free coastal aquaculture unit. (8) The Broodstock Multiplication Centres shall have a reliable supply of Specific Pathogen Free parent post larvae from an established Nucleus Breeding Centre located in India or overseas. (9) In the case of Indigenous Domesticated Broodstock of wild type or which has or not undergoes genetic improvement, the Nucleus Breeding Centre must maintain the disease free, tested and clean broodstock which should be source of supply to Broodstock Multiplication Centre. Broodstock Multiplication Centre must maintain the clean broodstock status for the seed supply down the line for aquaculture. 7. Import of source material and Quarantine. -(1) The Nucleus Breeding Centre or Broodstock Multiplication Centre may import the source material either Broodstock or parent post larvae as the case may be, including those required for sentinel trials, as the case may be from the designated empaneled supplier of the respective Nucleus Breeding Centre or Broodstock Multiplication Centre every month subject to the availability of quarantine space at the aquatic quarantine facility. (2) In case of any change of designated supplier, the matter shall be referred to the Authority for consideration:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 13 Provided that the Broodstock Multiplication Centre shall operate with the source material imported from one single designated empanelled supplier at any given point in time. (3) The imported source material shall be subjected to quarantine at the aquatic quarantine facility for a period as may be specified by the Authority or the Central Government, for such source material. (4) The imported source material shall undergo the required quarantine process at the in-house quarantine facility of the Nucleus Breeding Centres or Broodstock Multiplication Centres for period not less than one month to avoid any possible external contamination. (5) The imported source material shall be screened for all World Organisation for Animal Health listed pathogens for the candidate species concerned in addition to the pathogens of concern if any specified by the Authority or the Central Government. (6) The Central Government may from time to time specify the pathogens of concern, methodology or procedure and assay of testing of that pathogen or any other matter connected therewith, Microbiological Index for each species-specific coastal aquaculture unit, in consultation with the technical advisory committee constituted for the purpose. 8. Monitoring and regulation of Nucleus Breeding Centre or Broodstock Multiplication Centre.- (1) The Nucleus Breeding Centre or Broodstock Multiplication Centre shall comply with provisions of the Guidelines for the Health Monitoring, Disease Surveillance and specific pathogen free certification of coastal aquaculture units and stocks in India. (2) The Nucleus Breeding Centres shall keep the average rate of inbreeding per generation in the target lines selected for specific traits to suit the environment where they will be grown at low ranging between from 0.25 to 0.50 percent. (3) The Nucleus Breeding Centres shall ensure that genetic gain per generation for growth or any other selected parameter is increased substantially. (4) The Nucleus Breeding Centres shall maintain the records of performance analysis including the following namely: (i) completed generations of selection based on performance data from full-sib families; (ii) heritability estimates such as harvest weight, general survival, freedom from specific disease, resistance or tolerance to specific disease etc.; (iii) genetics trend analyses for average selection response per generation. (5) The Nucleus Breeding Centres or Broodstock Multiplication Centres shall supply certified High Health or specific pathogen free broodstock or source material alone to the coastal aquaculture units registered with the Authority or States, in a fair and transparent manner and the Broodstock Multiplication Centre shall maintain a record of such sales. (6) The Broodstock Multiplication Centre operator shall maintain a detailed record of the growth, survival, disease occurrence of the shrimp population during rearing. (7) The approved Nucleus Breeding Centres or Broodstock Multiplication Centres shall pay monitoring fee as prescribed by the Authority and shall deposit a performance bank guarantee for rupees five lakh in favour of the Costal Aquaculture Authority to ensure compliance of the guidelines by them and in the event of any violation the Bank Guarantee shall be invoked. (8) The non-compliance, if any, on the part of the Nucleus Breeding Centres or Broodstock Multiplication Centres or its operator, the performance Bank Guarantee shall be invoked and shall be liable for suspension or cancellation of the registration in accordance with the provisions of section 14 of the said Act.
