Exim Bank’s GOI-supported Line of Credit (LOC) for USD 700 million to the Govt. of Mongolia (GO-MNG), for financing construction of Crude Oil Refinery Plant in Mongolia
Okay, I'm ready to analyze the provided policy text from the Reserve Bank of India and generate the report.
**Report on RBI Circular No. 05/2025-26: GOI-supported Line of Credit for Mongolia**
**1. Executive Summary:**
This report analyzes Reserve Bank of India (RBI) Circular No. 05/2025-26, concerning a Government of India (GOI) supported Line of Credit (LoC) of USD 700 million to the Government of Mongolia (GOMNG) for financing the construction of a Crude Oil Refinery Plant in Mongolia. The circular outlines the conditions under which exports from India are allowed under this LoC, focusing on eligibility, disbursement timelines, declaration requirements, and agency commission regulations. The key findings are the establishment of a framework for Indian exporters to participate in the Mongolian refinery project, facilitated by Exim Bank, and the need for Authorised Dealer (AD) Category I banks to inform their constituents about the LoC details.
**2. Introduction:**
The purpose of this report is to provide an informative overview of RBI Circular No. 05/2025-26, based solely on the text provided, outlining the details of the GOI-supported Line of Credit to Mongolia. This report aims to clarify the implications of this circular for relevant stakeholders in the Indian export sector.
**3. Policy Overview:**
This is a *new* policy announcement, not an amendment to an existing one.
* **Core Objective(s):** The core objective, as inferred from the text, is to facilitate and regulate the export of eligible goods and services from India to Mongolia under a GOI-supported Line of Credit, specifically for the construction of a Crude Oil Refinery Plant. The circular aims to provide clarity on the operational aspects of this LoC for Indian banks and exporters.
**4. Background and Rationale:**
* **Problem/Issue Addressed:** The policy addresses the need to provide a structured framework for Indian exporters to participate in the Mongolian Crude Oil Refinery project, which is being financed by the GOI through a Line of Credit. It sets out the conditions and procedures for eligible exports, ensuring compliance with existing Foreign Trade Policy and the Foreign Exchange Management Act (FEMA). Without this framework, there would be uncertainty and potential inconsistencies in the execution of export transactions related to this LoC.
**5. Key Provisions / Changes:**
* The policy establishes a Line of Credit (LoC) of USD 700 million from the Government of India to the Government of Mongolia, managed by Exim Bank, for financing the construction of a Crude Oil Refinery Plant in Mongolia.
* It allows for the export of eligible goods and services from India, subject to their eligibility under the Foreign Trade Policy of the Government of India and agreement by Exim Bank for financing.
* The LoC agreement is effective from May 06, 2025.
* The last date for disbursement under the LoC is 48 months after the scheduled completion date of the contract.
* Shipments under the LoC must be declared in the Export Declaration Form/Shipping Bill as per RBI instructions.
* No agency commission is payable for exports under the LoC, but exporters can use their own resources or Exchange Earners Foreign Currency (EEFC) account balances for commission payments, subject to AD Category I bank approval after full value realization and compliance with existing instructions.
* AD Category I banks are directed to inform their exporter constituents about the LoC details and advise them to obtain complete details from Exim Bank.
* The directions are issued under sections 10(4) and 11(1) of FEMA, 1999.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* Category I Authorised Dealer (AD) Banks in India
* Indian exporters of goods and services relevant to the construction of a Crude Oil Refinery Plant
* Export-Import Bank of India (Exim Bank)
* Government of Mongolia
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** Reserve Bank of India (RBI) issues the circular and oversees compliance. Export-Import Bank of India (Exim Bank) manages the Line of Credit and provides details to exporters. AD Category I banks are responsible for informing exporters and processing export transactions under the LoC.
* **Timelines/Procedures:** The LoC is effective from May 06, 2025. The last date for disbursement is 48 months after the scheduled completion date of the contract. Exporters must declare shipments in the Export Declaration Form/Shipping Bill. AD Banks are to ensure compliance with FEMA regulations regarding commission payments.
**8. Expected Outcomes / Impact of Changes:**
* The intended outcome is to facilitate the smooth flow of exports from India to Mongolia for the refinery project, under a structured and regulated framework. This will likely lead to increased export opportunities for Indian businesses in relevant sectors (engineering, construction, equipment manufacturing, etc.). The circular aims to provide clarity and reduce ambiguity, ensuring efficient utilization of the Line of Credit. It also promotes transparency in export transactions related to the LoC.
**9. Conclusion:**
RBI Circular No. 05/2025-26 provides a crucial framework for Indian exporters participating in the GOI-supported Line of Credit to Mongolia for the Crude Oil Refinery Plant project. It clarifies the eligibility criteria, procedures, and responsibilities of various stakeholders, particularly AD Category I banks and Indian exporters. The policy's significance lies in its potential to boost Indian exports and strengthen economic ties between India and Mongolia. Exporters are advised to consult with Exim Bank for complete details of the LoC to maximize the potential benefits.
