Extension for the period of exports of broken rice HS code 1006 40 00 from 15th September 2022 till 30th September 2022 as mentioned in Notification No 31 dt 08 September 2022.
## Report on Amendment Regarding Export of Broken Rice (HS Code 1006 40 00)
**1. Executive Summary:**
This report analyzes a notification issued by the Directorate General of Foreign Trade, Ministry of Commerce and Industry, Government of India, regarding an amendment to the export policy for broken rice (HS Code 1006 40 00). This amendment extends the period for export of broken rice, as initially outlined in Notification No. 31 dated 08.09.2022, from September 15, 2022, to September 30, 2022. The core purpose is to allow for a longer window for existing export permissions of broken rice. Key findings indicate a time-sensitive adjustment to the export timeline with no changes to existing conditions except for the extended period.
**2. Introduction:**
This report aims to provide an informative overview of the amendment outlined in Notification No. 34/2015-2020, issued on September 20, 2022, regarding the export of broken rice (HS Code 1006 40 00). The analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
* This notification amends the policy regarding the export of broken rice as initially stipulated in Notification No. 31 dated 08.09.2022.
* **Core Objective (inferred from text):** To extend the period allowed for the export of broken rice, potentially to accommodate existing trade commitments or logistical constraints.
**4. Background and Rationale:**
The amendment extends the export period, suggesting that there was a need to provide additional time for the export of broken rice consignments that were already approved under the original Notification No. 31. The rationale could stem from unforeseen delays in logistics, pending approvals, or other market-related factors that made it difficult to complete exports by the original deadline of September 15, 2022.
**5. Key Provisions / Changes:**
This notification specifically amends the export period for broken rice (HS Code 1006 40 00).
* **Specific Part Changed:** The export deadline defined in Notification No. 31 dated 08.09.2022.
* **New Rule/Provision:** The new deadline for export of broken rice (HS Code 1006 40 00) is September 30, 2022.
* **Difference/Effect:** The original deadline of September 15, 2022, has been extended by 15 days to September 30, 2022. This allows exporters an additional two weeks to complete shipments approved under Notification No. 31. All other conditions stated in Notification No. 31 remain unchanged.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* Exporters of broken rice (HS Code 1006 40 00) who had already been granted permission to export under Notification No. 31 dated 08.09.2022.
* Customs officials responsible for enforcing export regulations.
* Logistics and shipping companies involved in the export of broken rice.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Directorate General of Foreign Trade (DGFT) is the responsible agency, as evidenced by the notification's origin and the signatory (Director General of Foreign Trade).
* **Timelines:** The amendment is effective immediately (from September 20, 2022), and the extended export period concludes on September 30, 2022. Exporters have until September 30, 2022, to complete their shipments under the conditions specified in Notification No. 31.
* Exporters need to comply with the original Notification No.31 with the exception of the export timeline.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is likely to:
* Prevent disruption of approved export consignments of broken rice.
* Provide exporters with additional time to fulfill existing export orders.
* Minimize potential losses for exporters due to the original deadline.
**9. Conclusion:**
The amendment extends the export period for broken rice (HS Code 1006 40 00) from September 15, 2022, to September 30, 2022. This time-sensitive adjustment to Notification No. 31 provides exporters with a longer window to complete approved shipments, potentially mitigating disruptions and financial losses. The notification underscores the government's responsiveness to potential challenges faced by exporters in meeting regulatory deadlines.
