Now in pursuance of para 9 of the said notification dated 19.07.2018, Central Government has decided that Para 5(ii) of the notification may be read as under:- “The applicant should get the loan disbursed from the bank by 30th September, 2023, failing which the in principle approval for the project will stand cancelled. The applicants who have submitted their applications to DFPD after the date of notification of the scheme but within the cut-off date prescribed in the notification dated 19.07.2018 and in case of whom, loans were disbursed to them prior to the in-principle approval of DFPD, will also be eligible for interest subvention under the scheme. Secy. अजधसचू िा िई दिल्ली, 21 िूि, 2023 स.ं 1(10)/2018-एसपी-I.—केंरीय सरकार ि े इथेिॉल का उत्पािि बढाि े और पेरोल के साथ इथेिॉल ब्लेंडडंग (ईबीपी) कायवक्रम के अधीि, जर्िेष रूप स े अजधिेष र्ाल े मौसम म,ें इसकी आपूर्त व बढाि े और इसस े चीिी जमलों की िकिी की जस्ट् थजत म ें सधु ार करि,े तादक उन्द् ह ें दकसािों के गन्द् िा मूल् य बकाया का भुगताि करि े म ें सक्षम बिाया िा सके, की िजृ ष्ट से दििांक 19.07.2018 की अजधसूचिा स.ं का.आ. 3523 (अ) द्वारा एक स्ट् कीम अथावत् – ‘इथेिॉल उत् पािि क्षमता बढाि े और उसम ें र्ृजि करि े के जलए चीिी जमलों को जर्त् तीय सहायता प्रिाि करि े संबंधी स्ट् कीम’ अजधसूजचत की थी, जिसम ें तत्पश्चात दििांक 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 और 20.05.2020 की अजधसूचिा स.ं क्रमिः का.आ. 3952 (अ), का.आ. 5219 (अ), का.आ. 47 (अ), का.आ.4104 (अ) और का.आ.1523 (अ) द्वारा संिोधि दकया गया था। इसके बाि “इथेिॉल उत् पािि क्षमता बढाि े और उसम ें र्ृजि करि े के जलए चीिी जमलों और िीरा आधाररत स्ट् टैंडअलोि जडजस्ट् टलररयों को जर्त् तीय सहायता प्रिाि करिे की स्ट् कीम” दििांक 08.03.2019 को अजधसूचिा स.ं का.आ.1227 (अ) और का.आ. 1228 (अ) द्वारा अजधसजू चत की गई थी। इसके अलार्ा दििांक 15.09.2020 को अजधसूचिा स.ं का.आ. 3135 (अ) और का. आ. 3136 (अ) के द्वारा 30 दििों के जलए एक छोटी डर्डं ो खोली गई थी, जिसम ें िीरा आधाररत स्ट्टैंडअलोि जडस्ट् टीलररयों और चीिी जमलों स े इस स्ट्कीम के तहत आर्ेिि आमंजत्रत दकए गए थे। तत्पश्चात, दििांक 14.01.2021 को अजधसूचिा स.ं का.आ. 148 (अ) के माध्यम स े संिोजधत स्ट्कीम िामतः “पररयोििा प्रस्ट्तार्कों को उिकी इथेिॉल जडजस्ट्टलिे ि क्षमता की र्ृजि करिे या फीड स्ट्टॉक िैस े अिाि (चार्ल, गेह,ं िौ, मक्का तथा सोरघम), गन्न,े चकुंिर आदि स ेफस्ट्टव िेिेरेिि (1िी) के उत्पािि हते ु जडजस्ट्टलररयां स्ट्थाजपत करिे हते ु जर्त्तीय सहायता िेि े के जलए स्ट्कीम” अजधसूजचत की गई थी जिसे बाि म ें अजधसूचिा स.ं 1(10)/2018-एसपी-I दििांक 05.04.2022, 06.10.2022 और 03.02.2023 के तहत अजधसूजचत दकया गया था। 2. दििांक 14.01.2021 की उक्त अजधसूचिा के पैरा 9 के अिसु रण म ें अब केंरीय सरकार ि े जिणवय दकया ह ै दक दििांक 14.01.2021 की अजधसूचिा के पैरा 5 (ii) को जिम्नािसु ार पढा िाएः-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] “आर्ेिक को बैंक/एिसीडीसी/आईआरईडीए/एिबीएफसी/दकसी अन्द् य जर्त् तीय संस्ट्थ ाि, िो िाबाड व स े पुिर्र्वत् त पोषण के जलए पात्र ह,ैं स े 30 जसतबं र, 2023 तक ऋण संजर्तररत हो िािा चाजहए, ऐसा ि होिे पर पररयोििा के जलए सैिांजतक अिुमोिि रद्द हो िाएगा। इसके अलार्ा, बैंक/एिसीडीसी/आईआरईडीए/एिबीएफसी/कोई अन्द् य जर्त् तीय संस्ट् थाि, िो िाबाडव स े पुिर्र्वत् त पोषण के जलए पात्र ह,ैं स े ऋण की पहली दकस्ट् त के संजर्तरण की तारीख स े 2 र्षव के अंिर पररयोििा पूण व हो िािी चाजहए।” सुबोध कुमार डसंह, अपर सजचर् NOTIFICATION New Delhi, the 21st June, 2023 No. 1(10)/2018-SP-I.— The Central Government with a view to increase production of ethanol and its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the farmers notified the scheme namely “Scheme for extending financial assistance to sugar mills for enhancement and augmentation of ethanol production capacity” vide notification No. S.O. 3523(E), dated 19.07.2018, which was subsequently amended vide notifications No. S.O. 3952(E), No. S.O. 5219(E), No. S.O.47 (E), No. S.O. 4104(E) and No. S.O. 1523(E) dated 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 and 20.05.2020 respectively. Thereafter schemes for extending financial assistance to sugar mills & molasses based standalone distilleries for enhancement and augmentation of ethanol production capacity were notified on 08.03.2019 vide notifications No. S.O. 1227(E) & S.O. 1228(E). Further vide notifications No. S.O. 3135(E) & S.O. 3136(E) dated 15.09.2020, a small window was opened for 30 days for inviting applications under the scheme from molasses based stand alone distilleries and from sugar mills. Thereafter, a modified scheme namely “Scheme for extending financial assistance to project proponents for enhancement of their ethanol distillation capacity or to set up distilleries for producing 1st Generation (1G) ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane, sugar beet etc.” was notified on 14.01.2021 vide Notification No. S.O. 148 (E) and was subsequently amended vide Notification No 1(10)/2018-SP-I dated 05.04.2022, 06.10.2022 and 03.02.2023. 2. Now in pursuance of para 9 of the said notification dated 14.01.2021, Central Government has decided that Para 5(ii) of the notification may be read as under:- “The applicant should get the loan disbursed from the bank/NCDC/IREDA/ NBFCs/any other financial institutions which are eligible for re-finance from NABARD, 30th September, 2023, failing which the in-principle approval for the project will stand cancelled. Further, the project should be completed within two years from the date of disbursement of 1st installment of loan from bank/NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from NABARD.” SUBODH KUMAR SINGH, Addl. No.1(10)/2018-SP-I.—The Central Government with a view to increase production of ethanol and its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the farmers opened a window for six months w.e.f. 22.04.2022 under modified scheme dated 14.01.2021 for inviting fresh applications from those project proponents who have acquired land for ethanol project and obtained Environmental Clearance (EC) for enhancement of their existing ethanol distillation capacity or to set up new distillery for producing 1st Generation (1G) ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane (including sugar, sugar syrup, sugarcane juice, B-heavy molasses, C-heavy molasses), sugar beet etc. vide notification No. 1(10)/2018-SP-I dated 22.04.2022 which was further extended for one year w.e.f 22.04.2022 vide notification dated 20.10.2022 and amended vide notifications dated 06.05.2022 and 03.02.2023. 2. Now in pursuance of para 9 of the said notification dated 22.04.2022, Central Government has decided that Para 5(ii) of the notification dated 22.04.2022 may be read as under:- “The applicant should get the loan disbursed from the bank/ NCDC /IREDA / NBFCs / any other financial institutions which are eligible for re-finance from NABARD, within one year or 30.09.2023, whichever is later, from the date of in-principle approval of DFPD, failing which the in-principle approval for the project will stand cancelled. Further, the project should be completed within 2 years from the date of disbursement of 1st instalment of loan from bank/ NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from NABARD.” SUBODH KUMAR SINGH, Addl.
