2. ऄब ददनांक 19.07.2018 की ईक्त ऄजधसूचना के पैरा 9 के ऄनुसरण म,ें केन्द्रीय सरकार ने जनणवय जलया ह ै दक
आस ऄजधसूचना का पैरा 5(ii) को जनम्नानुसार पढा जाए:-
“अर्ेदक को ददनांक 31 माच,व 2023 तक बैंक से ऋण संजर्तररत हो जाना चाजहए, जजसके न होने पर पररयोजना
के जलए सैिांजतक ऄनुमोदन रद्द हो जाएगा। ऐसे अर्ेदक जजन्द्होंने आस स्ट्कीम की ऄजधसूचना की तारीख के ईपरांत
परंतु ददनांक 19.07.2018 की ऄजधसूचना में जनधावररत ऄंजतम तारीख के भीतर खाद्य और सार्वजजनक जर्तरण

No. 1(10)/2018-SP-I.—The Central Government with a view to increase production of ethanol and
its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and
thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the
farmers, notified the scheme namely “Scheme for extending financial assistance to sugar mills for
enhancement and augmentation of ethanol production capacity” vide notification No. S.O. 3523(E) dated
19.07.2018 which was subsequently amended vide notifications No. S.O. 3952(E), S.O. 5219(E), S.O. 47
(E), S.O. 4104 (E), S.O.1262(E), S.O. 1523(E), S.O. 3886(E), S.O. 2026(E) and No. 1(10)/2018-SP-I
dated 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019, 17.04.2020, 20.05.2020, 29.10.2020, 25.05.2021
and 05.04.2022 respectively.
2. Now in pursuance of para 9 of the said notification dated 19.07.2018, Central Government has
decided that Para 5(ii) of the notification may be read as under:-
“The applicant should get the loan disbursed from the bank by 31st March, 2023, failing which the
in principle approval for the project will stand cancelled. The applicants who have submitted their
applications to DFPD after the date of notification of the scheme but within the cut-off date
prescribed in the notification dated 19.07.2018 and in case of whom, loans were disbursed to them
prior to the in-principle approval of DFPD, will also be eligible for interest subvention under the
scheme. Further, the project should be completed within two and a half years from the date of
disbursement of first installment of loan from bank.”

amended vide notification No. S.O. 2025(E) and No. 1(10)/2018-SP-I, dated 25.05.2021 and 05.04.2022
respectively.
2. Now in pursuance of para 10 of the said notification dated 08.03.2019, Central Government
has decided that Para 6(ii) of the notification may be read as under:-

ह ैदक ददनांक 15.09.2020 की ऄजधसूचना के पैरा 6 (ii) को जनम्नानुसार पढा जाए:-
“अर्ेदक को 31 माच,व 2023 तक बैंक से ऋण संजर्तररत हो जाना चाजहए, ऐसा न होने पर पररयोजना हते ु

गयी थी जजसे बाद में ऄजधसूचना सं. 1(10)/2018-एसपी-I ददनांक 05.04.2022 के तहत ऄजधसूजचत दकया गया था।

thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the
farmers notified the scheme namely “Scheme for extending financial assistance to sugar mills for
enhancement and augmentation of ethanol production capacity” vide notification No. S.O. 3523(E), dated
19.07.2018, which was subsequently amended vide notifications No. S.O. 3952 (E), No. S.O. 5219 (E), No.
S.O.47 (E), No. S.O. 4104 (E) and No. S.O. 1523 (E) dated 09.08.2018, 11.10.2018, 04.01.2019,
14.11.2019 and 20.05.2020 respectively. Thereafter a new scheme namely “New Scheme for extending
financial assistance to sugar mills for enhancement and augmentation of ethanol production capacity” was
notified on 08.03.2019 and further a new scheme namely- “New Scheme for extending financial assistance
to sugar mills for enhancement and augmentation of ethanol production capacity-2020” was notified on
15.09.2020 vide Notification No. S.O. 3136(E) and was subsequently amended vide Notification No.
1(10)/2018-SP-I dated 05.04.2022.
2. Now in pursuance of para 10 of the said notification dated 15.09.2020, Central Government
has decided that Para 6(ii) of the notification may be read as under:-[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 5
“The applicant should get the loan disbursed from the bank by 31st March, 2023, failing which the
in principle approval for the project will stand cancelled. Further, the project should be completed
within two years from the date of disbursement of first installment of loan from bank.”

से ददनांक 19.07.2018 की ऄजधसूचना सं. का.अ. 3523 (ऄ) द्वारा एक स्ट् कीम ऄथावत् – ‘आथेनॉल ईत् पादन क्षमता बढान े
और ईसमें र्ृजि करन े के जलए चीनी जमलों को जर्त् तीय सहायता प्रदान करन े संबंधी स्ट् कीम’ ऄजधसूजचत की थी, जजसम ें
तत्पश्चात ददनांक 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 और 20.05.2020 की ऄजधसूचना सं.
क्रमिः का.अ. 3952 (ऄ), का.अ. 5219 (ऄ), का.अ. 47 (ऄ), का.अ.4104 (ऄ) और का.अ.1523 (ऄ) द्वारा संिोधन
दकया गया था। आसके बाद “आथेनॉल ईत् पादन क्षमता बढान े और ईसमें र्ृजि करन े के जलए चीनी जमलों और िीरा अधाररत
स्ट् टैंडऄलोन जडजस्ट् टलररयों को जर्त् तीय सहायता प्रदान करने की स्ट् कीम” ददनांक 08.03.2019 को ऄजधसूचना सं.
का.अ.1227 (ऄ) और का.अ. 1228 (ऄ) द्वारा ऄजधसजू चत की गइ थी। आसके ऄलार्ा ददनांक 15.09.2020 को
ऄजधसूचना सं. का.अ. 3135 (ऄ) और का. अ. 3136 (ऄ) के द्वारा 30 ददनों के जलए एक छोटी डर्डो खोली गइ थी,
जजसमें िीरा अधाररत स्ट्टैंडऄलोन जडस्ट् टीलररयों और चीनी जमलों से आस स्ट्कीम के तहत अर्ेदन अमंजत्रत दकए गए थे।
तत्पश्चात, ददनांक 14.01.2021 को ऄजधसूचना सं. का.अ. 148 (ऄ) के माध्यम स े संिोजधत स्ट्कीम नामतः “पररयोजना
प्रस्ट्तार्कों को ईनकी आथेनॉल जडजस्ट्टलिे न क्षमता की र्ृजि करने या फीड स्ट्टॉक जैस े ऄनाज (चार्ल, गेह,ं जौ, मक्का तथा
सोरघम), गन्न,े चकुंदर अदद से फस्ट्टव जेनेरेिन (1जी) के ईत्पादन हते ु जडजस्ट्टलररयां स्ट्थाजपत करने हते ु जर्त्तीय सहायता देन े
के जलए स्ट्कीम” ऄजधसूजचत की गइ थी जजसे बाद में ऄजधसूचना सं. 1(10)/2018-एसपी-I ददनांक 05.04.2022 के तहत
ऄजधसूजचत दकया गया था।
2. ददनांक 14.01.2021 की ईक्त ऄजधसूचना के परै ा 9 के ऄनुसरण म ें ऄब केंरीय सरकार न े जनणवय दकया
ह ैदक ददनांक 14.01.2021 की ऄजधसूचना के पैरा 5 (ii) को जनम्नानुसार पढा जाएः-
“अर्ेदक को बैंक/एनसीडीसी/अइअरइडीए/एनबीएफसी/दकसी ऄन्द् य जर्त् तीय संस्ट् थान, जो नाबाडव से पनु र्तर्त् त
पोषण के जलए पात्र ह,ैं स े 31 माच,व 2023 तक ऋण संजर्तररत हो जाना चाजहए, ऐसा न होने पर पररयोजना के
जलए सैिांजतक ऄनुमोदन रद्द हो जाएगा। आसके ऄलार्ा, बैंक/एनसीडीसी/अइअरइडीए/एनबीएफसी/कोइ ऄन्द् य
जर्त् तीय संस्ट् थान, जो नाबाडव से पुनर्तर्त् त पोषण के जलए पात्र हैं, से ऋण की पहली दकस्ट् त के संजर्तरण की तारीख
से 2 र्षव के ऄंदर पररयोजना पणू व हो जानी चाजहए।”

No. 1(10)/2018-SP-I.—The Central Government with a view to increase production of ethanol and
its supply under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and
thereby to improve the liquidity position of the sugar mills enabling them to clear cane price arrears of the
farmers notified the scheme namely “Scheme for extending financial assistance to sugar mills for
enhancement and augmentation of ethanol production capacity” vide notification No. S.O. 3523(E), dated
19.07.2018, which was subsequently amended vide notifications No. S.O. 3952(E), No. S.O. 5219(E), No.
S.O.47 (E), No. S.O. 4104(E) and No. S.O. 1523(E) dated 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019
and 20.05.2020 respectively. Thereafter schemes for extending financial assistance to sugar mills &
molasses based standalone distilleries for enhancement and augmentation of ethanol production capacity
were notified on 08.03.2019 vide notifications No. S.O. 1227(E) & S.O. 1228(E). Further vide notifications6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]
No. S.O. 3135(E) & S.O. 3136(E) dated 15.09.2020, a small window was opened for 30 days for inviting
applications under the scheme from molasses based stand alone distilleries and from sugar mills.
Thereafter, a modified scheme namely “Scheme for extending financial assistance to project proponents for
enhancement of their ethanol distillation capacity or to set up distilleries for producing 1st Generation (1G)
ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane, sugar beet etc.”
was notified on 14.01.2021 vide Notification No. S.O. 148 (E) and was subsequently amended vide
Notification No. 1(10)/2018-SP-I dated 05.04.2022.
2. Now in pursuance of para 9 of the said notification dated 14.01.2021, Central Government
has decided that Para 5(ii) of the notification may be read as under:-
“The applicant should get the loan disbursed from the bank/NCDC/IREDA/ NBFCs/any other
financial institutions which are eligible for re-finance from NABARD, by 31st March, 2023,
failing which the in-principle approval for the project will stand cancelled. Further, the project
should be completed within two years from the date of disbursement of 1st installment of loan from
bank/NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from
NABARD.”
