के उपबंधों के अनुसार सुिासन के जलए आधार अजधप्रमाणन (समाि कल्याण, नवाचार, ज्ञान) जनयम, 2020, (जिसे इसम ें
इसके पश्चात् उक्ट्त जनयम कहा गया ह)ै , के जनयम 3 के उपजनयम (1) के अधीन जवजनर्िडि प्रयोिनों के जलए, रेल मंत्रालय
को यह अनुज्ञात दकया था दक रेल भती जनयंत्रण बोडड को अजधप्रमाणन जनष्प ादित करन े की अनुज्ञा िी िाए और आधार
संख्या धारक की पहचान स्ट्थाजपत करने के जलए अजधप्रमाणन के िौरान आधार संख्या के उपयोग की अनुमजत िी िाए;
और अंजतम रूप से पिग्रहण करने तक भती प्रदिया के जवजभन्न चरणों म ें अभ्यर्थडयों और परीक्षा कार्मडकों जिसके
अंतगतड जनरीक्षक, जलजपकार और सहायक कमी भी हैं, के सत्यापन के जलए आधार अजधप्रमाणन स्ट्वैजछिक आधार पर दकया

अजधप्रमाणन सुजवधाओं का उपयोग करके रेल भती जनयंत्रण बोडड द्वारा संचाजलत पारििी भती प्रयोिन के जलए आधार
अजधप्रमाणन करेगा;
इसजलए, सुिासन (सामाजिक, कल्याण, नवाचार, ज्ञान) जनयम, 2020 के जनयम 5 के साथ पठित अजधजनयम
की धारा 4 की उपधारा (4) के खंड (ख) के उपखंड (ii) के अनुसरण म ें अब रेल मंत्रालय (रेल भती जनयंत्रण बोडड)
जनम्नजलजखत को अजधसूजचत करता ह,ै अथाडत््ः -
1. (1) रेल मंत्रालय, अजधजनयम के उपबंधों के अनुसार इसमें अजधप्रमाणन के प्रयोिन के जलए आधार संख्या
धारक की सहमजत अजभप्राप्त करेगा।
(2) आधार अजधप्रमाणन, उक्त जनयमों के जनयम 3 के उपजनयम (2) के अनुसार स्ट्वैजछिक आधार पर है, रेल
मंत्रालय आधार संख्या धारक को पहचान के वैकजल्पक और व्यवहायड साधनों के बारे में सूजचत करेगा और आधार
अजधप्रमाणन करवाने से इनकार करन े या ऐसा करने में असमथड होने पर आधार संख् या धारक को दकसी भी सेवा
से वंजचत नहीं करेगा, अथाडत्:-
(क) स्ट्थायी खाता संख्या (पैन)काडड।
(ख) मोटर यान अजधजनयम, 1988 के अधीन अनुज्ञजप्त प्राजधकारी द्वारा िारी चालन अनुज्ञजप्त।
2. यह अजधसूचना रािपत्र में उसके प्रकािन की तारीख को लाग ूहोगी।

NOTIFICATION
New Delhi, the 23rd September, 2025
G.S.R. 706(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the Ministry of Electronics and Information Technology, Government of India, after
consultation with the Unique Identification Authority of India, had allowed vide its letter no. eF.No.13(2)/2020-EG-II
(Vol-III), dated the 29th July, 2025 to the Ministry of Railways, Government of India, for the purposes specified under
sub-rule (1) of rule 3 of the Aadhaar Authentication for the Good Governance (Social Welfare, Innovation,
Knowledge) Rules 2020, herein after referred to as the said rules as per the provisions of sub-clause (ii) of clause (b)
of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and
Services) Act, 2016, herein after referred to as the said act, read with Rules, that the Railway Recruitment Control
Board may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication
for establishing identity of Aadhaar number holder;
And whereas, the Aadhaar authentication shall be performed on a voluntary basis for verification of
candidates and examination personnel including invigilators, scribes, and supporting staff at various stages of the
recruitment process until final joining, and that Railway Recruitment Control Board shall perform the Aadhaar
authentication only for transparent recruitment purpose conducted by the Railway Recruitment Control Board using
Yes/ No or/and Electronic- Know Your Customer (eKYC) authentication facilities;
Now, therefore, in pursuance of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act read
with rule 5 of the Good Governance (Social, Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Railways
(Railway Recruitment Control Board) hereby notifies the following, namely: —
1. (1) The Ministry of Railways shall obtain the consent of the Aadhaar number holder for the purpose of
authentication herein as per the provisions of the Act.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(2) Aadhaar authentication is on voluntary basis as accordance with sub-rule (2) of rule 3 of said rules, the
Ministry of Railways shall inform to the Aadhaar number holder of alternate and viable means of
identification and shall not deny any service to the Aadhaar number holder for refusing to, or being
unable to, undergo Aadhaar authentication, namely:-
(a) Permanent Account Number (PAN) Card.
(b) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988.
2. This notification shall come into on the date of its publication in the Official Gazette.
