L.-33004/99 सी.जी.-डी.एल.-अ.-16022024-252167 CG-DxLx-xEG-I1D6H0x2x2x0 24-252167 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 103] नई ददल्ली, िुक्रगार, फरगरी 16, 2024/माघ 27, 1945 No. 103] NEW DELHI, FRIDAY, FEBRUARY 16, 2024/MAGHA 27, 1945 सामाजजक न्याय और अजधकाररता मत्रं ालय (ददवय ागं जन सिजकरणकरण जगभाग) अजधसचू ना नई ददल्ली, 15 फरगरी, 2024 सा.का.जन. 114(अ).—जबदक भारत के राजपत्र, असाधारण, भाग-II, खंड 3, उप-खंड (i) में प्रकाजित सामाजजक न्याय और अजधकाररता मंत्रालय, ददव्ांगजन सिजकरणकरण जगभाग, भारत सरकार की ददनांक 06 ददसंबर, 2023 की अजधसूचना संख्या. सा.का.जन 892 (अ.) के माध्यम से ददव्ांगजन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की उप-धारा (1) द्वारा यथा अपेजित ददव्ागं जन अजधकार जनयमागली, 2017 में आग े और संिोधन के जलए कजतपय जनयमों का एक मसौदा प्रकाजित दकया गया था जजसमें आजधकाररक राजपत्र की उकरण अजधसूचना गाली प्रजतयां जनता को जजस तारीख से उपलब्ध कराई गई थी, उस तारीख से तीस ददनों की समाजि से पहले, इससे प्रभाजगत होने की संभागना गाले सभी व्जकरणयों से आपजियां और सुझाग आमंजत्रत दकए गए थ े। और जबदक उकरण अजधसूचना की प्रजतयां 13 ददसंबर, 2023 को जनता के जलए उपलब्ध कराई गई थीं; और जबदक उकरण अजधसूचना के संबंध में जनता से प्राि आपजियों और सुझागों पर केंद्र सरकार द्वारा जगचार दकया गया ह ै; अब, इसजलए, ददव्ांगजन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की उप-धाराओं (1) और (2) द्वारा प्रदि िजकरणयों का प्रयोग करत े हुए, केंद्र सरकार ददव्ांगजन अजधकार जनयमागली, 2017 में आगे और संिोधन करने के जलए एतदद्वारा जनम्नजलजखत जनयम बनाती ह,ै अथाात्:- 1086 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) इन जनयमों को ददव्ांगजन अजधकार (संिोधन) जनयमागली, 2024 कहा जाए। (2) ये आजधकाररक राजपत्र म ेंउनके प्रकािन की तारीख स ेलागू होंगे। 2. ददव्ांगजन अजधकार जनयमागली, 2017 म,ें जनयम (15) म,ें उप-जनयम (1) म,ें खंड (ञ) के पश् चात् जनम्नजलजखत खडं को अंत: स्ट्थाजपत दकया जाएगा, अथाात:् - “(ट) ददनांक 8 नगंबर, 2023 के अजधसूचना सख्ं या फा. सं. सीडी-11053/63/2021-समन्ग य के माध् यम से पिन, पोत पररगहन और जलमाग ा मंत्रालय, भारत सरकार की अजधसूचना म ें जगजनर्ददष् ट दकए गए अनुसार पिन िेत्र म ें सुगम्यता मानकों के जलए ददिाजनदेि । [स.ं आई-14002/15/2021-एआईसी] राजीग िमाा, संयुकरण सजचग नोट: ददव्ांगजन अजधकार जनयमागली, 2017 को ददनांक 15 जून, 2017 की अजधसूचना संख्या. सा.का.जन. 591(अ.) के माध्यम स े भारत के राजपत्र, असाधारण, भाग II, खंड 3, उप-खंड (i) म ें प्रकाजित दकया गया था और ददनांक 02 जनगरी, 2024 की सा.का.जन. 07 (अ.) के जररए जपछली बार संिोजधत दकया गया था । MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT [Department of Empowerment of Persons with Disabilities (Divyangjan)] NOTIFICATION New Delhi, the 15th February, 2024 G.S.R. 114(E).—Whereas a draft of certain rules further to amend the Rights of Persons with Disabilities Rules, 2017 were published, as required by sub-section (1) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), vide notification of the Government of India the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities number G.S.R. 892 (E), dated the 06th December 2023 published in the Gazette of India, Extraordinary, Part-II, section 3, sub-section (i) inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of thirty days from the date on which the copies of the Official Gazette in which this notification is published are made available to the public; And whereas copies of the said notification were made available to the public on the 13th December 2023; And whereas the objections and suggestions received from the public in respect of the said notification have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by sub-sections (1) and (2) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the Central Government hereby makes the following rules further to amend the Rights of Persons with Disabilities Rules, 2017, namely:- (1) These rules may be called the Rights of Persons with Disabilities (Amendment) Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Rights of Persons with Disabilities Rules, 2017, in rule 15, in sub-rule (1), after clause (j), the following clause shall be inserted, namely:- “(k) Guidelines for Accessibility Standards in Port Sector, as specified in the notification of the Ministry of Port Shipping and Waterways, Government of India vide notification number F.
