L.-33004/99 सी.जी.-डी.एल.-अ.-01072024-255061 CG-DxLx-xEG-I0D1H0x7x2x0 24-255061 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 335] नई दिल्ली, सोमिार, िुलाई 1, 2024/आषाढ 10, 1946 No. 335] NEW DELHI, MONDAY, JULY 1, 2024/ASHADHA 10, 1946 सामाजिक न्याय और अजधकाररता मत्रं ालय (दिवय ागं िन सिजिकरण जिभाग) अजधसचू ना नई दिल्ली, 25 िून, 2024 सा.का.जन 358(अ).—िबदक भारत के रािपत्र, असाधारण, भाग-II, खडं 3, उप-खंड (i) में प्रकाजित दिनांक 1 फरिरी, 2024 की अजधसूचना संख्या. सा.का.जन 89 (अ.) के माध्यम स ेदिव्ांगिन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की उप-धारा (1) द्वारा यथा अपेजित दिव्ांगिन अजधकार जनयमािली, 2017 के जनयम 15 के उप-जनयम (I) म ें संिोधन के जलए कजतपय जनयमों का एक मसौिा प्रकाजित दकया गया था जिसम ें उि अजधसूचना िाली आजधकाररक रािपत्र की प्रजतयां िनता को जिस तारीख से उपलब्ध कराई गई थी, उस तारीख से तीस दिनों की समाजि से पहले, इससे प्रभाजित होने की संभािना िाले सभी व्जियों से आपजियां और सुझाि आमंजत्रत दकए गए थे । और िबदक उि अजधसूचना की प्रजतयां 5 माच,च 2024 को िनता के जलए उपलब्ध कराई गई थी; और िबदक िनता स ेप्राि आपजियों और सुझािों पर केंद्र सरकार द्वारा जिचार दकया गया ह ै ; अब, इसजलए, दिव्ागं िन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की उप-धाराओं (1) और (2) द्वारा प्रिि िजियों का प्रयोग करत े हुए, केंद्र सरकार दिव्ांगिन अजधकार जनयमािली, 2017 म ें आगे और संिोधन करने के जलए एतिद्वारा जनम्नजलजखत जनयम बनाती ह,ै अथाचत्:- 3879 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. सजं िप्त नाम और प्रारंभ- (1) इन जनयमों को दिव्ांगिन अजधकार (संिोधन) जनयमािली, 2024 कहा िाए। (2) य ेआजधकाररक रािपत्र म ेंउनके प्रकािन की तारीख स ेलागू होंगे। 2. दिव्ांगिन अजधकार जनयमािली, 2017 म,ें जनयम (15) म,ें उप-जनयम (1) म,ें खंड (ढ) के पश् चात् जनम्नजलजखत खडं को अंत: स्ट्थाजपत दकया िाएगा, अथाचत:् - “(ण) दिनांक 19 िनिरी, 2024 की अजधसूचना संख्या फा.सं.एन.11018/01/2024 के माध्य म से उच् चतर जििा जिभाग, जििा मंत्रालय, भारत सरकार की अजधसूचना में यथा जिजनर्िचष् ट उच् चतर िैिजणक संस्ट् थानों और जिश् िजिद्यालयों के जलए सुगम् यता दििाजनिेि और मानक।’’ [फा. सं. I-14002/3/2022-एआईसी] रािीि िमाच, संयुक् त सजचि नोट: दिव्ांगिन अजधकार जनयमािली, 2017 को दिनांक 15 िून, 2017 की अजधसूचना संख्या. सा.का.जन. 591(अ.) के माध्यम से भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप खडं (i) में प्रकाजित दकया गया था और दिनांक 20 िून, 2024 की सा.का.जन. 343 (अ.) के िररए जपछली बार संिोजधत दकया गया था । MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT [Department of Empowerment of Persons with Disabilities (Divyangjan)] NOTIFICATION New Delhi, the 25th June, 2024 G.S.R. 358(E).—Whereas a draft of certain rules to amend sub-rule (1) of rule 15 of the Rights of Persons with Disabilities Rules, 2017 were published, as required by sub-section (1) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), vide G.S.R. 89 I, dated the 1st February 2024 in the Official Gazette of India, Extraordinary, Part-II, section 3, sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of thirty days from the date on which the copies of the Official Gazette in containing the said notification was made available to the public; And whereas, copies of the said notification were made available to the public on the 5th March, 2024; And whereas, the objections and suggestions received from the public were considered by the Central Government; Now, Therefore, in exercise of the powers conferred by sub-sections (1) and (2) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the Central Government hereby makes the following rules further to amend the Rights of Persons with Disabilities Rules, 2017, namely:- 1. Short title and Commencement.- (1) These rules may be called the Rights of Persons with Disabilities (Amendment) Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Rights of Persons with Disabilities Rules, 2017, in rule 15, in sub-rule (1), after clause (n), the following clause shall be inserted, namely:-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 “(o) Accessibility Guidelines and Standards for Higher Education Institutions and Universities as specified, in the notification of the Department of Higher Education, Ministry of Education, Government of India vide notification number F.
