AMENDMENTS. In the said Rules,- (1) in rule 5,- (a) for sub-rule (a), the following sub-rule shall be substituted, namely:- “(a). By direct recruitment:- (a) Must have passed Higher Secondary Course with the following science subjects, namely:- (a) physics, chemistry Botany and Zoology: or (b) Physics, Chemistry, Biology and any other related subjects; (b) Must have passed one year Certificate course in Dialysis Technology conducted at the Government Medical Institutions or any other Institution recognized by the State or Central Government.”; (2) in rule 7, the following provisos shall be added, namely:- “Provided that on and from the 1st June 1988, a monthly pay shall be calculated in the scale of pay of Rs. 1200-30-1560-40-2040: Provided further that on and from the 1st January 1996, a monthly pay shall be calculated in the scale of pay of Rs. 4500-125-7000: Provided also that on and from the 1st January 2006, a monthly pay shall be calculated in the Pay Board of PB-2 Rs. 9300-34,800 with Grade Pay of Rs. 4200". The rules hereby made shall be deemed to have come in to force on the 4th June 1998. RULES The Tamil Nadu Government Servants (Conditions of Service) Act, 2016 and the Special Rules applicable to the holders of the permanent posts in category 3 of the Tamil Nadu Industries Service shall apply to the holders of the temporary post of System Analyst, sanctioned from time to time in the Industries and Commerce Department, subject to the modifications specified in the following rules:- 2. Constitution.—The post shall constitute a distinct and separate post under category 3 of the said service. 3. Appointment.—Appointment to the post shall be made as follows:- (i) by recruitment by transfer from among the holders of the post of Assistant Programmer in the Industries and Commerce Department; or (ii) by recruitment by transfer from any other service; or (iii) by direct recruitment 4. Qualification (a) Age.—No person shall be eligible for appointment to the post by direct recruitment, if he has completed or will complete 30 years of age on the first day of July of the year in which the selection for appointment is made. (b) Other qualifications.—No person shall be eligible for appointment to the post by the method of appointment specified in column (1) of the Table below, unless he possesses the qualifications specified in the corresponding entries in column (2) thereof:- THE TABLE Method of Appointment Qualifications (1) (2) Recruitment by transfer from among (i) BE/B.Tech. Computer Science/Information the holders of the post of Assistant Programmer Technology in Industries and Commerce Department. Probation.—Every person appointed to the post by direct recruitment shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years and by recruitment transfer be on probation for a total period of one year on duty within a continuous period of two years. 6 (a) Posting and Transfer.—The Government shall be the competent authority to issue postings and transfers. (b) Leave and reposting .—The Industries Commissioner and Director of Industries and Commerce shall be the authority competent to grant leave and issue orders of re-postings. 7. Pay.—(a) There shall be paid to the holder of the post a monthly pay calculated in the scale of pay of Rs.8000-275-13,500 with effect from the 4th June 1998. (b) There shall be paid to the holder of the post a monthly pay calculated in the scale in PB-3, 15600-39100+5400 G.P. with effect from 1st January 2006. 8. Saving clause.—Nothing contained in this rule shall affect the holders of the post of System Analyst as on the 11th March 2010. The amendments hereby made shall come into force on 26-5-2017. AMENDMENT In the said rules, in rule 3, in sub-rule (a), in the Table, under Class I, against Category-I ‘Deputy Inspector of Schools and School Assistants’ in column (1) for the proviso in column (2) thereof, the following proviso shall be substituted, namely:- “Provided that fifty percent of the substantive vacancies shall be filled by direct recruitment and out of this ten percent shall be filled from among the qualified Secondary Grade Teachers, and other teachers with Secondary Grade scale of pay, working in Government Higher Secondary Schools, Government High Schools, recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Managements: Provided further that if sufficient number of suitable Secondary Grade Teachers and other Teachers with Secondary Grade Scale of Pay working in the type of schools specified in the aforesaid proviso are not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in open market.” Amendment to the Special Rules for the Tamil Nadu Higher Secondary Educational Service. [G.O.Ms. No. 110, School Education (SE2(1), 26th May 2017, ¬õè£C 12, «ýM÷‹H, F¼õœÀõ˜ ݇´-2048.] No. SRO B-43/2017.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Higher Secondary Educational Service (Section 37 in Volume II of the Tamil Nadu Services Manual, 1969). 2.
