Ministry of Fisheries, Animal Husbandry & Dairying FINANCIAL ASSISTANCE UNDER PMMSY प्रव तथ: 11 AUG 2026 5:31PM by PIB Delhi Indian Council of Agricultural Research – Central Marine Fisheries Research Institute (ICAR-CMFRI) undertakes continuous monitoring of fish landings, conducts focused biological research, and tracks coastal ecosystem health through real-time surveys across coastal States/UTs, including in Andhra Pradesh. The Fishery Survey of India (FSI) similarly conducts systematic exploratory surveys in the EEZ, generating baseline data on demersal and oceanic stocks to support assessments of impacts from fishing pressure, climate variability, pollution, and habitat degradation. Available scientific evidence from these institutions indicates that while environmental stressors affect the distribution, abundance, and seasonal availability of certain species, no direct and conclusive impact on overall marine fish production has been established solely due to climate variability and marine pollution. Further, as per the Marine Fish Stock Status of India (2022) of ICAR-CMFRI, 91.1% of the 135 assessed marine fish stocks in the Indian EEZ are at sustainable levels. The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) across all States and Union Territories, including Andhra Pradesh, since 2020–21. Under PMMSY, proposals amounting to ₹21,461.03 crore, with a Central share of ₹9,571.09 crore, have been approved for all States/UTs. For Andhra Pradesh, proposals of ₹2,328.89 crore, including a Central share of ₹681.38 crore, have been sanctioned. PMMSY also supports long-term resource enhancement measures such as installation of Artificial Reefs and Sea Ranching to improve fish availability and strengthen fishers’ livelihoods. Under the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), 253 projects have been approved at a total cost of ₹6,657.57 crore, with ₹4,979.04 crore considered for interest subvention, for various States/UTs including Andhra Pradesh. The Department implements the Group Accident Insurance Scheme (GAIS) under PMMSY through the National Fisheries Development Board (NFDB). During 2021-22 to 2026-27, the Central Government released ₹130.68 crore to provide insurance coverage to 167.64 lakh fishers, averaging 33.52 lakh fishers per year. State-wise details of fishers insured and claims settled are at Annexure-I. Additionally, the Government of Andhra Pradesh has reported provision of ₹150.00 crore as diesel subsidy to 63,840 beneficiaries during 2023-24 to 2025-26. Further, ₹511.46 crore has been provided to 2,55,731 marine fishers during the fishing ban period in 2025-26 and 2026-27. Under the PMMSY, the Department of Fisheries, Government of India provides livelihood and nutritional support to socio-economically backward active traditional fishers’ families during the fishing ban and lean season, with the objective of conserving fish resources.
