**Policy Summary: Assignment of Lead Bank Responsibility for Newly Formed Districts in Arunachal Pradesh**
This Reserve Bank of India (RBI) circular, RBI20202140 FIDD.CO.LBS.BC.No.0702.08.001202021, dated September 25, 2020, addresses the assignment of lead bank responsibility for newly formed districts in the State of Arunachal Pradesh. This follows Government of Arunachal Pradesh Gazette Notifications G.O. No. 577 dated December 04, 2017, G.O. No. 433 dated October 05, 2018, G.O. No.DAD 252016 dated December 12, 2017, G.O. No.DAD392014 dated December 05, 2018 and G.O. No.DAD512017 dated December 05, 2018 which notified the formation and effective functioning dates of these new districts.
The lead bank responsibilities are assigned as follows:
* **Kamle District:** Carved from Lower Subansiri, State Bank of India assigned lead bank responsibility (District Working Code: 00N). Encompasses Gepen, Puchi-Geko, part of Daporijo Sadar Circle, Dollungmukh, Raga, and Kumporijo administrative units.
* **Pakke-Kessang District:** Carved from East Kameng, State Bank of India assigned lead bank responsibility (District Working Code: 00D). Encompasses Pakke-Kessang, Seijusa, Pijiriang, Passa Valley and Dissing Passo administrative units.
* **Shi-Yomi District:** Carved from West Siang, State Bank of India assigned lead bank responsibility (District Working Code: 00O). Encompasses Mechuka, Tato, and Monigong administrative units.
The circular also clarifies the status of Lower Siang and Leparada districts. While Leparada was created from Lower Siang, the effective date of functioning for Lower Siang is pending notification by the Government of Arunachal Pradesh. Therefore, lead bank responsibility will be assigned separately for both districts.
The District Working Codes have been allotted for BSR reporting purposes. There is no change in the lead bank responsibilities of the erstwhile districts and other districts in Arunachal Pradesh.

Assignment of Lead Bank Responsibility
The Government of Arunachal Pradesh vide Gazette Notification G.O. No.577 dated
December 04, 2017 and G.O. No.433 dated October 05, 2018 had notified the formation of
new districts in the State of Arunachal Pradesh and vide Gazette Notification G.O. No.DAD-
25/2016 dated December 12, 2017, G.O. No.DAD-39/2014 dated December 05, 2018 and
G.O. No.DAD-51/2017 dated December 05, 2018 notified the effective date of functioning of
the new districts. It has been decided to assign the lead bank responsibility of the new
districts as under:

keeps or offers funds to anyone. Please do not respond in any manner to such offers.2
2. Further, although the creation of district ‘Lower Siang’ is notified vide G.O. No.32 dated
March 03, 2014 and the district ‘Leparada’ has been created vide G.O. No.433 dated October
05, 2018 by comprising some of the administrative units of Lower Siang district, the effective
date of functioning of the district ‘Lower Siang’ has yet to be notified by the Government of
Arunachal Pradesh. Lead Bank responsibility will hence be assigned for both Lower Siang
and Leparada districts separately.
3. The District Working Codes of the new districts have also been allotted for the purpose of
BSR reporting by banks.
4. There is no change in the lead bank responsibilities of the erstwhile districts and of other
districts in the State of Arunachal Pradesh.
