के सा.का.जन. सं. 771 (अ) की अजधसूचना के माध्यम से भारत के रािपत्र, असाधारण, भाग- 2, धारा 3, खंड(i)में प्रकाजित
दकया गया था,जिसके द्वारा ऐसे सभी व्यजियों स,े जिनके उसस ेप्रभाजवत होन ेकी संभावना ह,ै उि अजधसूचना वाल ेरािपत्र
की प्रजतयां िनता को उपलब्ध कराए िाने की तारीख स े तीस दिन की अवजध की समाजि से पूवध आपजियां और सुझाव
आमंजत्रत दकए गए थे;

अतः अब, केन्द्रीय सरकार, जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और धारा 7 द्वारा प्रिि िजियों का
प्रयोग करते हुए, गैस जसलडें र जनयम, 2016 में और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथाधत:् -

1. संजिि नाम और प्रारंभ: - (1) इन जनयमों का संजिि नाम गैस जसलेंडर (संिोधन) जनयम, 2025 ह।ै
(2) य ेरािपत्र में उनके प्रकािन की तारीख स े प्रवृि होंगे।
2. गैस जसलडें र जनयम, 2016 म ें(जिसे इसमें इसके पश्चात ् उक्त जनयम कहा गया ह)ै के जनयम 2 म,ें -
(क) खंड (xli) के पश्चात,् जनम्नजलजखत खंड को अतं ःस्ट्थाजपत दकया िाएगा, अथाधत:-
'(xliक) “सूक्ष्म और लघ ु उद्यम” स े सूक्ष्म, लघ ुऔर मध्यम उद्यम जवकास अजधजनयम, 2006 की धारा 2 के खंड (ि) और खडं
(ड) म ेंपररभाजित उद्यम अजभप्रते ह;ै
(ख) खंड (xlvii) के पश्चात् जनम्नजलजखत खंड अंतःस्ट्थाजपत दकया िाएगा, अथातध ्:-
(xlviiक) “स्ट्टाटधअप” स े ऐसी कंपनी अजभप्रेत हिै ो वाजणज्य और उद्योग मंत्रालय के उद्योग संवधधन और आतं ररक व्यापार
जवभाग म ें रजिस्ट्रीकृत कोई इकाई ह ै तथा समय-समय पर यथा संिोजधत तारीख 19 फरवरी, 2019 की अजधसूचना संख्या
सा.का.जन. 127(अ)के परै ा 1 के खंड (क) में पररभाजितह;ै
(ग) खंड (Ii) के पश्चात्, जनम्नजलजखत खंड अंत:स्ट्थ ाजपत दकया िाएगा, अथाधत्:-

(ख) स्ट्टाटधअप- उद्योग संवधधन और आंतररक व्यापार जवभाग, वाजणज्य और उद्योग मंत्रालय में रजिस्ट्रीकरण का िस्ट्तावेिी
साक्ष्य।
(ग) मजहला उद्यमी-फमध या कंपनी के स्ट्वामी अथवा जनििे क का िस्ट्तावेिी साक्ष्य।

NOTIFICATION
New Delhi, the 9th June, 2025
G.S.R. 386 (E).–– Whereas the draft of certain rules further to amend the Gas Cylinder Rules,
2016, were published, vide notification of the Government of India in the Ministry of Commerce and Industry
(Department for Promotion of Industry and Internal Trade) number, G.S.R. 771 (E), dated the 16th December,
2024 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and
suggestions from all persons likely to be affected thereby before the expiry of a period of thirty days from
the date on which the copies of the Gazette containing the said notification were made available to the public;
And whereas, the copies of the said Gazette notification were made available to the public on the 16th
December, 2024;
And whereas no objection and suggestions received from the public within the said period;
Now, therefore, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of
1884), the Central Government hereby makes the following rules further to amend the Gas Cylinders Rules,
2016, namely:-
1. Short titled and commencement- (1) These rules may be called the Gas Cylinders (Amendment)
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Gas Cylinders Rules, 2016 (herein after referred to as said rules), in rule 2,-
(a) after clause (xli), the following clauses shall be inserted namely:-
‘(xlia)“Micro and Small Enterprises” means an enterprise defined in clause (h) and clause
(m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006;
(b) after clause (xlvii), the following clause shall be inserted namely:-
(xlviia) “Startup” means an entity registered with the Department for Promotion of Industry
and Internal Trade, Ministry of Commerce and Industry and as defined in clause (a) of
paragraph 1 of the Notification number G.S.R. 127(E), dated the 19th February, 2019, and as
amended from time to time.
(c) after clause (li), the following clause shall be inserted namely:-
“(lia) “women entrepreneur” meansan enterprise owned and controlled by a woman having
a minimum financial interest of 26 percent of the capital;”.

Note.- (1) For the purpose of claiming relaxation in fees as mentioned in this SCHEDULE, the
applicant shall submit the following documents, namely:-
(a) Micro and Small Enterprises - Certificate issued by Ministry of Micro, Small and Medium
Enterprises:
Provided that, above said relaxation shall only be applicable to Micro and Small Enterprises
and not for Medium Enterprises.
(b) Startup- Documentary evidence towards registration with Department for Promotion of Industry
and Internal Trade, Ministry of Commerce and Industry.
(c) Women Entrepreneur - Documentary evidence towards Proprietor or Director of the firm or
company.
(2.) Where Micro and Small Enterprises or Startup is owned and controlled by a woman, the fees whichever
is lower shall be applicable:
Provided that if information submitted by the applicant, is found to be false or misleading at any
stage, the approval or license shall be liable to be cancelled.”.
