O R D E R:
Government of Andhra Pradesh is giving priority for promotion of Renewable
Energy Power projects and has been rolling out multiple initiatives, programs,
policies and incentives to accelerate the development of the renewable energy
sector. The state is having good RE power potential particularly in Rayalaseema
region where huge extents of lands have been identified for promotion of RE power
projects by inviting private investments.
2. Further, the Government of India has committed at the 26th session of the
Conference of the Parties (COP26) to the United Nations Framework Convention on
Climate Change (UNFCCC) held in Glasgow, United Kingdom to reach 500 GW
Non-fossil energy capacity by 2030 and achieve the target of net zero emissions by
2070.
3. Government of Andhra Pradesh has issued orders vide following GOs for
large scale promotion of Wind Power, Solar Power and Wind-Solar hybrid Power
Projects,
1. AP Solar Power Policy -2018 issued vide G.O.Ms.No.1, dt.03.01.2019
2. AP Wind Power Policy -2018 issued vide G.O.Ms.No:2, dt.03.01.2019
3. AP Wind Solar Hybrid Power Policy-2018 issued vide G.O.Ms.No.3,
dt.03.01.2019
4. Amendment order G.O. Ms No.35 dated 18.11.2019 and G.O.Ms.No.1
dt 01.03.2021.

4. In the reference 1st read above, M/s ReNew Vyoman Power Private Limited
(M/s RVPPL), New Delhi, have submitted proposal to NREDCAP for allocation of
300 MW of Wind Power Project. M/s. RVPPL is a group company of M/s. ReNew
Power Pvt. Ltd. which is one of the leading renewable energy power generators in
the country.
5. M/s. ReNew Power Pvt. Ltd. has signed MoU with Government of Andhra
Pradesh during the Global Investors Summit 2023 held at Visakhapatnam
expressing their interest to invest in 4700 MW Renewable Energy projects with an
investment of Rs. 25,000 Crores, Solar manufacturing value chain from metallurgical
grade silicon, polysilicon, ingots and wafers with an investment of Rs. 13,000 Crores
and other green energy projects.
6. The Vice Chairman & Managing Director, NREDCAP has furnished his
remarks on the proposal of M/s ReNew Vyoman Power Private Limited, New Delhi
vide reference 2nd and 4th read above.
7. Government after detailed examination of the proposal of M/s ReNewVyoman
Power Pvt. Ltd., have issued orders as follows:
i. 300 MW of Wind Power projects in Ananthapuramu and Sri Sathya Sai
Districts is allotted to M/s ReNew Vyoman Power Private Limited, once they
identifed and demarcate the land without overlapping with the existing Wind
Resource Assessment and Solar Resource Assessment and other sanctioned
projects prior to this allocation.
ii. Revenue Lands will be allocated in Ananthapuramu and Sri Sathya Sai
Districts subject to availability, to M/s. ReNew Vyoman Power Private Ltd on
lease basis and the lease rentals shall be Rs. 31,000/ Acre/ Year with an
escalation of 5% every two years.
iii. The Forest Department shall extend necessary support and facilitate to carry
out surveys and investigations in forest areas and diversion of forest lands if
required as per the FCA Rules.
iv. Connectivity of CTU/STU will be recommended duly fulflling the connectivity
requirement of earlier sanctioned/agreements entered with project developers
v. ‘Green Energy Development Charge’ @ Rs 1 lakh/MW/Year of installed
capacity shall be levied from the date of commissioning of 1st phase of project
for entire life of the project.
vi. The statutory charges payable to NREDCAP as per AP Wind Power Policy
2018 shall be paid within Two (2) months from date of this order.
vii. Local area development charges @ Rs. 50,000/ Acre (one-time charges) shall

viii. Eligible grants if any from MNRE/ Central Government may be considered for
extending to the proposed wind power project as per the policies of Govt. of
India without any financial commitment from Govt. of AP.
ix. A PTRANSCO shall facilitate for evacuation of power from the proposed RE
Power Project to the nearest CTU sub-stations. Necessary evacuation facility
till the nearest CTU shall be developed by M/s ReNew Vyoman Power Pvt.
Ltd.
x. The Power generated from the RE power project would be connected to
Power Grid/CTU substations and delivered outside the State with no
obligation for DISCOMS to purchase power. However, DISCOMs shall have
first right of refusal.
xi. The allotted project capacities shall be executed within 2 years from the date
of signing of agreement with NREDCAP as per the provisions of the AP Wind
Power Policy 2018, failing which the entire land shall be resumed back to the
Government.
8. The Revenue Department/EFS & T/ Industries & Commerce/ APTRANSCO
shall take necessary action accordingly pertaining to their issues.
9. The Vice Chairman & Managing Director, New and Renewable Energy
Development Corporation of Andhra Pradesh, Tadepalli, Guntur District shall take
further necessary action accordingly.
