ORDER:-
Renewable Energy has started playing an increasingly important role
worldwide in augmentation of grid power, providing energy access, reducing the
consumption of fossil fuels thereby mitigating the climate change challenges. Andhra
Pradesh being one of the leading States contributing to the RE capacity addition, has
been rolling out multiple initiatives, programs, policies and incentives to accelerate
the development of the renewable energy sector. However, in order to balance the
variations in RE generation, reliable Energy Storage solutions are required. Though
various energy storage technologies are available, Pumped Hydro Storage Power
Projects (PSP) offer highest promise due to their flexible operation to balance the
Variable Renewable generation in short span of time. Andhra Pradesh is in forefront
in the country in identifying potential sites for promotion of Pumped Storage Hydro
Power Projects. Techno-Commercial Feasibility Reports (TCFR) are prepared with
an aggregate potential of 33,240 MW. Detailed Project Reports are under preparation
for most viable locations in phased manner. Considering the huge capital
investments required to establish PSP Projects, the Government is intending to
encourage private investments in already identified Pumped Storage Projects.
2. Further, the Government of India has committed at the 26th session of the
Conference of the Parties (COP26) to the United Nations Framework Convention on
Climate Change (UNFCCC) held in Glasgow, United Kingdom to reach 500 GW Non-
fossil energy capacity by 2030 and achieve the target of net zero emissions by 2070.
In view of the commitments of Government of India, the share of Renewable Energy
is expected to be increased substantially in the country in the coming years and isFile No.ENE01-APRE/6/2022-MLO-ENE

going to be more challenging than ever before to maintain stable grid due to
variations in Renewable Energy Power generation. The Govt. of India has identified
pumped storage hydro projects as one of the most prominent energy storage options
that can be considered for balancing of variable renewable energy and is extensively
promoting development of PSPs which is the most commonly used and commercially
viable large scale electricity storage technology and currently accounts for 95%of the
total storage capacity globally.
3. In the reference 1st read above, M/s Adani Green Energy Limited (M/s
AGEL), Ahmedabad, have submitted proposal to the Government for allocation of
3700 MW Pumped Storage Hydro Power (PSP) Projects at the following locations,
i. Chitravathi, Sri Satya Sai District : 500 MW
ii. Kurukutti, Manyam Parvathipuramu District : 1200 MW
iii.Karrivalasa, Manyam Parvathipuramu District : 1000 MW
iv.Gandikota, YSR District : 1000 MW
Total capacity : 3,700 MW
4. M/s Adani Green Energy Ltd., has proposed to take up various activities for
expeditious development of the above PSP projects and would like to implement the
projects and have requested to extend certain incentives and issue projects allotment
order for development of 3700 MW PSPs on fast track basis and extend necessary
support required from relevant departments of Government of Andhra Pradesh for
grant of various approvals, clearance related to the above projects.
5. M/s AGEL has signed MoU with the Govt. of Andhra Pradesh on 23.05.2022 at
Davos, Switzerland for development of 3,700 MW of PSP Projects and 10,000 MW of
Solar power projects in Andhra Pradesh State involving investment of approximately
Rs.60,000 Crores which is expected to generate 10,000 Nos of jobs direct or
indirectly. Implementation of 3700 MW PSP Projects will bring investments to an
extent of Rs. 15,500 Crores and the projects help to improve the local economy
besides creating direct and indirect employment to 4000 persons.
6. The proposal of the M/s Adani Green Energy Limited, Ahmedabad has been
placed before the State Investment Promotion Board held on 22-06-2022. The SIPB
have taken the following decisions:
1. Mega Industrial Project Status shall be extended to the project to facilitate
single window clearances. NREDCAP will be the Nodal Agency. However, no
incentives will be provided.
2. Land required for the project shall be allotted and alienated on outright
sale basis @ Rs. 5 lakhs per acre.
3. 0.57 TMC of water shall be allotted on one-time non-consumptive basis
and 0.0513 TMC water towards annual evaporation losses from Gandikota
and Chitravathi Reservoirs as per the Industrial Water Supply Policy /
Guidelines and subject to guidelines issued by the Water Resources
Department.
4. Green Energy Development Charges shall be levied @ Rs. 1
lakh/MW/Year for 1st 25 years and Rs. 2 lakhs/MW/year for remaining life of

5. One Time Facilitation charges shall be payable to NREDCAP @ Rs. 0.5
Lakhs/MW.
6. Govt. of Andhra Pradesh will support and facilitate the project for availing
grants of special category projects under Central Government schemes.
7. Govt. of Andhra Pradesh will facilitate the project for availing benefits
provided as per National Energy Storage Policy without any financial
commitment from Govt. of Andhra Pradesh.
7. Government after detailed examination of the proposal of M/s Adani Green
Energy Limited, Ahmedabad in consultation with various Stakeholders i.e Revenue
Department/EFS & T Dept/ Water Resources Department in the light of the decisions
taken in State Investment Promotion Board have decided to extend the incentives
that are considered for Integrated Renewable Power and Energy Storage Project
(IRESP) allotted to M/s Greenko Energies Limited at Pinnapuram, Panyam Mandal,
Nandyal district.
8. The Government has further issued orders as follows:
1. 3700 MW of Pumped Storage Hydro Power Projects are allotted to M/s Adani Green
Energy limited at the following locations,
i. Chitravathi, Sri Satya Sai District : 500 MW
ii. Kurukutti, Manyam Parvathipuramu District :1200 MW
iii.Karrivalasa, Manyam Parvathipuramu District :1000 MW
iv.Gandikota, YSR District :1000 MW
Total capacity : 3700 MW

8. Govt. of Andhra Pradesh will facilitate the project for availing benefits provided
as per National Energy Storage Policy without any financial commitment from
Govt. of A.P.
9. Actual expenditure incurred by the NREDCAP in preparation of the DPRs and
carrying out various field investigations of the said PSP projects and
expenditure towards obtaining various clearances shall be reimbursed /paid by
M/s Adani Green Energy Limited.
10.APTRANSCO shall facilitate for evacuation of power from the proposed PSP
Projects to the nearest CTU sub-stations. Necessary evacuation facility till
the nearest CTU shall be developed by M/s Adani Green Energy Limited.
11.The Forest Department shall extend necessary support and facilitate to
carry out surveys and investigations in forest areas and diversion of forestFile No.ENE01-APRE/6/2022-MLO-ENE

lands.
12.The Power generated from these pumped storage projects would be
connected to Power Grid substation and delivered outside the State with
no obligation for DISCOMS to purchase power. However, DISCOMs shall
have first right of refusal.
13.The allocated projects shall be executed and commissioned within a
period of six years from the date of total land handing over to the Project,
failing which the entire land shall be resumed back to the Government.
9. The Revenue Department/EFS & T/Industries & Commerce/Water Resources
Department/ Chairman & Managing Director, APTRANSCO, Vijayawada shall take
necessary action accordingly pertains to their issues.
10. The Vice Chairman & Managing Director, New and Renewable Energy
Development Corporation of Andhra Pradesh, Tadepalli shall take further necessary
action accordingly.
11. This order issues with the concurrence of Finance Dept., vide U.O.No. Fin01-
FMU0ASD/139/2022-FMU-IIEIC(C.No.1765148), dt.24-06-2022.
