ORDER:- Renewable Energz has started playing an increasingly important role worldwide in augmentation of grid pou'er, providing cners/ access, reducing the consumption of fossil fuels thereby mirigating rhe climate change chailenges. Andhra Pradesh being one of the leading States contributing to the RE capacity addition, has been rolling out multiple initiatives, programs, policies and incentives to accelerate the development of the renewable enerS., sector. However, in order to balance the variations in RE generation, reliable Energr' Storage solutions are required. Though various energ,., storage technologres arc available, Pumped Hydro Storage Power Projects (PSP) offer highest promise due to their flexible operation to balance the Variable Renewable generation in short span of time. Andhra Pradesh is in forefront in the country in identifying potential sites for promotion of Pumped Storage Hydro Power Projects. Techno-Commercial Feasibility Reports (TCFR) were prepared with an aggregate potential of 33,24O MW. Detailed Project Reports are under preparation for most viable locations in a phased manner. Considering the huge capital investments required to establish PSP Projects, the Government is intending to encourage private investments in already identified PSP projects. 2. Further, the Government of India has commiLted at the 26th session of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Glasgow, United Kingdom to reach 5OO GW Non-fossil energr capacity by 203O and achieve the target of net zero emissions by 2O7O. In view of the commitments of Government of India, the share of Renewable Enerry is expected to be increased substantially in the country in the (P.r.o.)2 coming years alrd is going to be more challenging than ever before to maintain stable-grid due to variations in Renewable Ener5, generation. The Govt.of India has idJntifred pumped storage hydro projects as one of the most prominent enerry storag"- opiio.," that can be considered for balancing of variable reneiable enJrg, and is extensively promoting development of PSPs which is the most commonly used and commercially viable large sca.le electricity storage technolory and currently accounts for 95ok of the total storage capacity globally. 3. In the reference lst read above, M/s Astha Green EnerS' Ventures India Pvt. Ltd. (M/s AGEVIPL), Hyderabad, have submitted proposal to the Government for allocation of 1800 MW Veeraballi Off-stream Closed Loop Pumped storage Project (ocPSP) at Vongimalla Villagc, veeraba-lli Mandal, falling in YSR and Annamayya Distncts. 4. M/s Astha Green Enerry Ventures India Pvt. Ltd, Hyderabad has proposed to set up self identified Veeraballi off-Stream Closed Loop Pumped Storage Project (OCPSPf that could be potentially integrated wlth the company's existing and upcoming renewable enerry projects for surplus ener$, storage. M/s. Astha Green Enerry ientures India pvt. Ltd. have requested to extend certain incentives incluaing allotment of land to the extent of 490 acres of non-forest land and about 900 acres of Forest land a]ld issue project allotment order for development of self- identified 18oo Mw of Veeraballi off-stream closed Loop Pumped Storage Project (ocpsP) and extend necessary support required from relevant departments of GoAP ior grant of various approvals, clearances related to the above projects' ImplJmentation of 18OO MW of Veeraballi Off-stream Closed Loop Pumped Storage project (ocPSP) will bring investment to an extent of Rs. 8,240 Crores and the project irelp to impro'e ihe local economy besides creating direct and indirect employment to approximately 4000 persons. 5. The proposal of M/s Astha Green Ener$/ ventures India Pvt Ltd has been placed before State Investment Promotion Board (SIPB) meeting held on 05.O9.2022. The SIPB has taken the following decisions: i. Allotment of 18O0 MW Pumped Storage Hydro Power (PSP) near Vongimalla village, YSR and Annamayya Districts. ii. Extend Mega Industrial Project Status to the project to facilitate single window clearances. NREDCAP will be the Nodal Agency. However, no incentives will be provided. Allotment and alienation of land required and available if any in the 111 project area for the project on outright sale basis @ Rs. 5 OO irkh" p". acre or on lease basis with lease rentals of Rs.31,000/acre with an escalation of 5% for every two years, based on the option of the Project developer at Vongimalla(V), Veeraballi Manda-l, Annamayya Districts. (Contd..P.3)3 Allocation of 0.573 TMC of water on one-time non-consumptive basis and 0.150 TMC water towards annual evaporation losses from Mandvi river as per the Industrial Water Supply Policy/Guidelines and subject to guidelines issued by the Watcr Resources Departmenl. Green Ener$, Development Charges shall be levied @ Rs. 1 lakh/ MW/Year for lst 25 years and Rs. 2lakhs/MW/year for the remaining life of the project. V1 Govt. of Andhra Pradesh will support and facilitate the project for availing grants of special category projects under Central Govt. schemes. vii.Govt. of Andhra Pradesh will facilitate the project for availing benefits provided as per National Energr Storage Policy without any financial commitment from Govt. of Andhra Pradesh. viii.The project shall be completed within 6 years from the date of handing over of revenue lands avarlable if any at the proposed projecl location. 6. Government after detailed examination of the proposal of M/s Astha Green Energr Ventures India Pvt. Ltd,, in consultation with various stakeholders i.e, Revenue Dept., EFS&T Dept., Water Resources Department and APPCC in the light of the decisions taken in the State Investment Promotion Board, have decided to extend the simtlar incentives that are considered for Pumped Storage Hydro Power Projects allotted to Greenko Energies Limited and M/s. Adani Green Energr Ltd. Accordrngly, Government hereby issue the following orders:- i. Self identified 1800 MW of Veeraballi Off-stream Closed Loop Pumped Storage Project (OCPSP) is allotted to M/s Astha Green Energz Ventures India Pvt. Ltd. at VongimaJla Village, Veerabalii Mandai, falling in YSR District and Annamayya Districts. ii. Mega Industria.l Project Status has been accorded to the project to facilitate single window clearetnces. NREDCAP will be the Nodal Agency. However, no incentives will be provided. iii.Allotment on lease basis/ alienation of land required to the extent of 49O acres of non-forest land and about 900 acres of Forest land available if any in the project area for the projcct either on outnght sale basis Rs.5.00 lakhs per acre or on lease basis with lease rentals @ of Rs.31,000/acre with an escalation of 5% for every two years, based on the option of the Project deveioper at Vongimalla(V), Veeraballi Mandal falling in YSR and Annamayya Districts. iv. Allocation of 0.573 TMC of water on one-time non-consumptive basis and 0.15 TMC water towards annual evaporation losses from the nearby Mandavi river as per the Industrial Water Supply Policy / Guidelines and subject to guidelines issued by the Water Resources Department from time to time. (P.r.o.):4 v. Green Energz Development Charges shall be levied @ Rs. 1 lakh/MW/Year for 1" 25 years and Rs. 2 lakhs/MW lyear lor remaining life of the project. vi. Govt. of Andhra Pradesh will support and facilitate the project for availing grants of special category projects under Centra-l Govt. schemes. vii.Govt. of Andhra Pradesh will facilitate the project for availing benefits provided as per National Enerry Storage Policy without a;ry financial commitment from Govt. of Andhra Pradesh. viii.APTRANSCO shall facilitate for evacuation of power from the proposed PSP Projects to the nearest CTU sub-stations. Necessary evacuation facility till the nearest CTU sha-ll be developed by M/s Astha Green Enerry Ventures India Pvt. Ltd. ix. The Forest Department shall extend necessaq/ support and facilitate to carry out surveys and investigations in forest areas and diversion of forest lands. x The Power generated from these pumped storage projects would be connected to Power Grid substations and delivered outside the State with no obligation for DISCOMS to purchase power. However, DISCOMs shal1 have the first right of refusal. xi. The allocated project sha-ll be completed wrthin a period of SLx (6) years from the date of handing over of revenue lands available if any at the proposed project location, failing which the entire land shall be resumed back to the Government. 7. The Revenue Department/EFS &T/lndustries & Commerce/Water Resources Department/ Chairman & Managing Director, APIRANSCO, Vijayawada shall take necessary action accordingly with respect to their issues mentioned at para 6 above. 8. The Vice Chairman & Managing Director, New and Renewable Enerry Development Corporation of Andhra Pradesh Ltd., Tadepalli shall take further necessary action accordingly.
