ORDER:- Government of Andhra Pradesh is giving highest priority for promotion of Renewable Energz Power projects and has been rolling out multiple initiatives, programs, policies and incentives to accelerate the development of the renewable energr sector. The State is having good Renewable Energ/ power potential particulariy in Rayalaseema region where huge extents of lands have been identified for promotion of Renewable Energr power projects by inviting private investments to the State. (P.r.o.)2 2. Further, the Government of lndia has committed at the 26th session of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Glasgow, United Kingdom to reach 500 GW Non-fossil enerry capacity by 2030 and achieve the target of r,et zero emissions by 2O7O. 3. ln the G.Os l st to 4th read above, orders were issued by providing certain incentives for promotion of large scale Renewable Energr Projects in the State. 4. ln the reference 5th read above, M/s. AM Green Energr Pvt. Ltd. (AMGEPL), New Delhi, has submitted proposal to the Government for allocation of 1000 MW Renewable enerry power projects comprising of 700 MW Solar power and 300 MW of wind power near Alamur in the villages of, Panyam and Gadivemula Mandals in Nandyal and in the villages of Kurnool Districts for their power requirements. 5. The proposals of M/s. AM Green Enerry Private Limited, New Delhi were placed before State Investment Promotion Board (SIPB) meeting held on 5-9-2022. The SIPB has taken the following decisions:- i. SIPB agreed for allotment of 700 MW Solar Power and 30O MW wind power projects in Nandyal and Kurnool Districts. ii. SIPB agreed for allotment and alienation of lands to an extent of 3102.09 Acres in the villages of Panyam and Gadivemula Mandals in Nandyal District on outright sale basis @ Rs. 5.00 lakhs per acre or on lease basis with lease rentals of Rs.31,000/acre with an escalation of 57o for every two years, based on the option of the Project developer. The land allocation shall not exceed 3 acres per MW in case of Solar Power and 2.50 acres per MW in case of wind power Projects at Aiamur (V) Gudivemula (Mandal), Nandyal District and Orvakal (M)/ Kurnool District. iii.Levying of 'Green Energz Development Charge' @ Rs 1 lakh/Mw installed capacity/year from the date of commissioning of I st phase of project for a period of 28 years. Payment of Statutory fee and charges to NREDCAP within two iv. months from the date of allocation of the projects by the Government. v.The allotted project capacities shall be executed within 2 years from the date of handing over of revenue lands at the proposed project locations. (Contd..P.3)3 6. Government after detailed examination of the proposal of M/s AM Green Ener5, Pvt. Ltd., Neu, Delhi, in consultation with various stakeholders i.e, Revenue Dept., APPCC, APTRANSCO etc., and in the light of the decisions taken in the State Investment Promotion Board, have decided and hereby issue orders as follows:- Approved for 1000 MW renewable ener5/ power projects comprising of 700 MW Solar power project and 300 MW of wind power proje ct Near Alamur in the villages of Panyam and Gadivemula Mandals in Nandyal and in the villages of Kurnool Districts to M/s AM Grecn Energz Pvt. Ltd. lt. Approved for Mega Industrial Project Status to the project to facilitate single window clearances. NREDCAP will be the Nodal Agency. However, no incentives will be provided. Allotment on lease basis/ alienation of lands to the extent of 2850 111. acres Near Alamur in the villages of Panyam and Gadivemula Mandals in Nandyai and in the villages of Kurnool Districts either on outright sale basis (! Rs. 5.00 Lakhs per Acre or on lease basis with lease rentals of Rs.31,OOO/acre with an escalation of 5o/o for every two years, based on the option of the Project developer of 1000 MW Renewable enerry projects comprising of 700 MW Solar project and 300 MW Wind project. The total land allocation shall not exceed @ of 3 acres per MW in case of Solar Power Project and of 2.50 acres per MW in case of @ wind power project. The VC & MD, NRBDCAP, Tadepalli, Guntur District shall take necessary action accordingly. tv. Green Energz Deve lopment Charges shall be levied @ Rs.1 lakh/ MW/Year for 28 years from the date of commissioning of the 1st phase project. The statutory charges payable to NREDCAP as per AP Solar Policy 2O18 and AP Wind Power Policy 2018 shall be paid within Two (2) months from date of this order. vl. Govt. of A.P. will support and facilitate the project for availing grants of special category projects under central govt. schemes. vll Govt. of A.P. will facilitate the project for availing benefits provided as per National Enerry Storage Policy without any financial commitmcnt from Govt. of AP. (P.T.O)4 viii. Necessary evacuation scheme till the nearest CTU shal1 be deveioped by M/s AM Green Energr Pvt. Ltd. If required, APIRANSCO shall facilitate for evacuation of power from the proposed RE Power Projects to the nearest CTU sub-stations. The Forest Department shall extend necessary support and 1X facilitate to carry out surveys and investigations in forest areas and diversion of forcst lands. x The Power generated from these Renewal Energr power projects would be connected to Power Grid substations and delivered outside the State with no obligation for DISCOMS to purchase the power generated by the aforesaid Projects. xl The allocated projects of 1000 MW ol solar and wind (700 MW Solar and 30O MW Wind Power shall be executed and commissioned within a period of Twenty Four (24) months from the date of handing over of total to the Project developer, failing which the entire land shall be resumed back to the Government. . The Revenue Department/ EFS & T Department/ Industries & 7 Commerce/ APIRANSCO and APSPDCL/Collector and District Magistrates of Nandyal and Kurnool Districts shall take necessary action accordingly with respect to their issues mentioned at para 6 above. 8. The Vice Chairman & Managing Director, New and Renewable Energr Development Corporation of Andhra Pradesh, Tadepalli, Guntur District shall take further necessary action accordingly. 9.
