Ms.No.5 Dated: 15.03.2023 Read the following:- 1 G r Ms No 20, dated 07 03 2023 of Industries & Commerce (P&I) Department 2 From the Vice Chairman & Managing Director, New & Renewable Energy Development Corporaton of AP Ltd , vide Lr No NREDCAP/SE/GIS-2023/2023 Date:09 03 2023 *** O R D E R:- During the Andhra Pradesh Global Investors Summit 2023 held on 3rd & 4th March 2023 at Visakhapatnam, the private entrepreneurs have expressed their interest to invest in the State in Renewable Energy, Pumped Storage Hydro Power Projects, Green Hydrogen/ Green Ammonia and Electric Mobility sectors Further, investors to whom Pumped Hydro and RE Power projects are already alloted have also signed MoAs with Government of Andhra Pradesh 2 In the reference 1st cited above, the Government has consttuted Monitoring Commitee under the Chairmanship of the Chief Secretary, to fast track the project implementaton tll grounding, duly resolving the issues or botlenecks in the process of implementaton During the frst Monitoring Commitee meetng held on 9th March 2023, the Chief Secretary has directed to take necessary acton for grounding of the projects for which MoUs/MoAs are signed and also to consttute the commitees at Department level to facilitate the developers in getng various clearances and also resolve pertaining to various Departments 3 In the reference 2nd cited above, the Vice Chairman & Managing Director, New & Renewable Energy Development Corporaton of AP Ltd (NREDCAP) has requested to consider to consttute two separate Commitees as decided in the meetng, i e , one Commitee at Government level headed by the Special Chief Secretary, Energy Department and second commitee at NREDCAP level headed by VC & Managing Director After detailed examinaton, the Government is hereby consttutng the following Commitees to fast track the implementaton of the projects: 1 Department Level Commitee: a Special Chief Secretary, Energy Department Chairman Page 1 of 3File No.ENE01-APRE/15/2023-MLO-ENE GO MS/8/2023/ENE01-Energy b Joint Secretary, Energy Department Member-Convenor c JMD, APTRANSCr Member d CMD, APSPDCL Member e CMD, APCPDCL Member f CMD, APEPDCL Member g VC&MD, NREDCAP Member h General Manager, NREDCAP Member i Director, DES &CEIG Member The functons of the above Commitee shall include the following: • Scrutny of the proposals received from rrganiaaton Level Commitee • Seeking remarks from various stakeholders (Finance Department, Irrigaton Department, Forest Department, Revenue Department, etc ,) on the proposals received from rrganiaaton Level Commitee • Recommendaton of the proposals to SIPC and SIPB • Fortnightly review of progress of the projects 2 rrganiaaton Level Commitee (NREDCAP): a VC&MD, NREDCAP Chairman b General Manager, NREDCAP Member-Convenor c General Manager (EC), NREDCAP Member d District Managers, NREDCAP Member(s) e Consultant Member The functons of the above Commitee shall include the following: • Initate discussions with investors and understand their requirements for grounding of the projects • Examine the fnancial positon of the investors • Assist the investors in preparaton of project feasibility reports and DPRs • Examine the project feasibility reports and DPRs prepared by the investors • Coordinaton with the investors and facilitate them in obtaining various clearances • Submission of proposals to Department Level Commitee towards land, clearances, incentves, etc , for taking necessary decisions • Weekly review of progress of the projects • Develop a dashboard to monitor and track progress of the projects 4 The Vice Chairman & Managing Director, New and Renewable Energy Development Corporaton of Andhra Pradesh, Tadepalli shall appoint a reputed Consultant for monitoring and tracking the progress of MoUs/MoAs and for coordinatng with the investors Further all investment proposals including sanctons shall be routed through the senior most GM of NREDCAP, for uniformity Page 2 of 3File No.ENE01-APRE/15/2023-MLO-ENE GO MS/8/2023/ENE01-Energy 5 The Vice Chairman & Managing Director, New and Renewable Energy Development Corporaton of Andhra Pradesh, Tadepalli shall take further necessary acton accordingly (BY rRDER AND IN THE NAME rF THE GrVERNrR rF ANDHRA PRADESH) K.
