O R D E R:-
Government of Andhra Pradesh is giving priority for promotion of
Renewable Energy Power projects and has been rolling out multiple

initiatives, programs, policies and incentives to accelerate the development
of the renewable energy sector. The State is having good RE power potential
particularly in Rayalaseema region where huge extents of lands have been
identified for promotion of RE power projects by inviting private investments.
2. Further, the Government of India has committed at the 26th session
of the Conference of the Parties (COP26) to the United Nations Framework
Convention on Climate Change (UNFCCC) held in Glasgow, United Kingdom
to reach 500 GW Non-fossil energy capacity by 2030 and achieve the target
of net zero emissions by 2070.
3. Government of Andhra Pradesh has issued orders vide following GOs
for large scale promotion of Wind Power, Solar Power and Wind-Solar hybrid
Power Projects:-
1. AP Solar Power Policy -2018 issued vide G.O.Ms.No.1, dt.03.01.2019
2. AP Wind Power Policy -2018 issued vide G.O. Ms. No:2, dt.03.01.2019
3. AP Wind Solar Hybrid Power Policy -2018 issued vide G.O.Ms.No.3,
dt.03.01.2019
4. Amendment order G.O. Ms No.35 dt.18.11.2019 and G.O.Ms No.1,
dt. 01.03.2021.
5. AP RE Export Power Policy 2020 issued vide G.O.Ms.No.20,
dt.17.07.2020.
4. In the reference 2nd read above, M/s. Aquagreen Engineering
Management Pvt. Ltd. (AEMPL), Gurgaon, have submitted proposal for
allocation of 1000 MW Solar Power Project near Puligundlapalle, Talapula
Mandal, Sri Satya Sai District.
5. The proposal of M/s. AEMPL has been placed before State
Investment Promotion Board (SIPB) meeting held on 30.01.2024. The SIPB
have taken the following decisions:
a. SIPB has agreed for allocation of 1000 MW Solar Power capacity
near Puligundlapalle village, Talapula Mandal, Sri Sathya Sai
District without overlapping with the areas allotted already to
other developers for RE power capacities and Wind Resource
Assessment Studies.
b. SIPB has agreed for allocation of revenue lands available if any,
on lease basis and total extent shall not exceed 6,000 acres @ 6
acres/MW.
c. SIPB has agreed to extend incentives under AP RE Export Policy
2020.
6. Government after detailed examination of the proposal of
M/s. AEMPL in consultation with various stakeholders i.e, Revenue Dept.,
EFS&T Dept in the light of the decisions taken in the State Investment
Promotion Board, has further issued orders as follows:

a. Allotment of 1000 MW Solar Power capacity near Puligundlapalle
village, Talapula Mandal, Sri Sathya Sai District without overlapping
with the areas allotted already to other developers for RE power
capacities and Wind Resource Assessment Studies.
b. Allotment and allocation of revenue lands available if any, on lease
basis in the villages near Puligundlapalle of Talapula Mandal of Sri
Sathya Sai District and total extent shall not exceed 6,000 acres @ 6
acres/ MW.
c. Extend incentives under AP RE Export Policy 2020.
d. Green Energy Development Charges shall be levied @ Rs.1,00,000
/MW/Year for entire life of the project starting from the date of
commissioning of 1st phase of the project on AC/DC capacity,
whichever is higher.
e. Statutory fees as per the AP Solar Power Policy 2018 and AP RE
Export Power Policy 2020 shall be paid by the developer.
f. Eligible grants if any from MNRE/ Central Government will be
considered for extending the same to the proposed solar power
projects as per the policies of Govt. of India without any financial
commitment from Govt. of Andhra Pradesh.
g. Connectivity of CTU/STU will be recommended duly fulfilling the
connectivity requirement of earlier sanctioned/agreements entered
with project developers.
h. APTRANSCO shall facilitate for evacuation of power from the proposed
RE Power Projects to the nearest CTU sub-stations. Necessary
evacuation facility till the nearest CTU shall be developed by
M/s.AEMPL.
i. The Power generated from these RE power projects would be
connected to Power Grid/CTU substations and delivered outside the
State with no obligation for DISCOMS to purchase power. However,
DISCOMs shall have first right of refusal.
j. The project shall be completed within 3 years from the date of handing
over of revenue lands available if any, failing which the total lands will
be resumed back to the Government.
k. The NREDCAP shall ensure project commissioning by the company
within the committed timelines, no transfer of capacity sanction is
allowed until the project achieves its Commercial Operation Date
(COD) and NREDCAP shall not entertain any changes in any manner
without prior permission of the Competent Authority.

7. The Revenue Department/EFS & T Dept./ Industries & Commerce
Dept./ APTRANSCO shall take necessary action accordingly pertains to their
issues.
8. The Vice Chairman & Managing Director, New and Renewable
Energy Development Corporation of Andhra Pradesh, Tadepalli shall take
further necessary action accordingly.
